Kamalanagar, July 52023: Dg. Rasik Mohan Chakma today inspected the Indoor Stadium being constructed at Kamalanagar-II. He was accompanied by Pu Lalneithanga Colney, the Sub-Divisional Officer cum Block Development Officer of Chawngte RD Block and Dg. Santosh Chakma, Executive Member, CADC i/c Sports & Youth Services.
The project is being funded by the North East Council (NEC) under Backward Blocks Grant Fund for an estimated cost of Rs. 65 lakhs (Rupees Sixty-Five Lakhs only). It is being implemented by Pu Lalhmingliana, former MP while the construction work is being undertaken by the Mizoram PWD Lawngtlai Division.
The Indoor Stadium will house two full sized badminton courts. Excavation work and construction of foundation upto plinth beam level has been completed. The CEM requested that the project be completed on time. Thereafter, the CEM and the SDO had a discussion on the urgency of constructing the approach and how to construct it at the earliest.
Kamalanagar, 1 July, 2023: Chakma Autonomous District Council Football Association was reconstituted today in a meeting convened by Chakma Autonomous District Council Football Association at the Conference Hall of CADC Rest House, Kamalanagar.

Suman Chakma, SRO cum i/c Assistant Information & Public Relations Officer, CADC; Dr. Jyoti Bikash Chakma, President, Central Young Chakma Association, representatives from Village Councils and different sporting clubs of CADC attended the meeting.
The Association was reconstituted with Dg. Santosh Chakma as President; Dr. Jyotirmoy Chakma as Working President, Dg. Kamaleshwar Chakma as Vice President, Dg. Prityrup Chakma as General Secretary, Dg. Lokesh Chakma as Joint Secretary, Dg. Sadhan Bikaksh Chakma as Office Secretary, Dg. Pushporath Chakma as Information & Publicity Secretary, Dg. The Executive Committee of Chakma Autonomous District Council is pleased to appoint Dg. Molin Kumar Chakma, elected MDC of 4-Bajeisora MDC Constituency as Adviser to the Chief Executive Member to assist him in his day to day functions with effect from the date of issue of this notification.
Kamalanagar, June 22, 2023: The CADC Emergency Budget Session for the fiscal year 2023-24 for an amount of Rs. 24,176.24 lakhs which was tabled on June 19 was discussed and passed today by 17 members voting in favour while one member Dg. Nirupam Chakma opposed and walked out of the session and another member Dg. Doymoy Daveng Chakma abstained.
Earlier, the Supplementary Demand for Grants, 2022-23 & Re-appropriation of Local Receipts Fund, 2022-23 were discussed and unanimously passed with all the members voting in favour. The Demand for Grants, 2023-24 which was also discussed and passed with 16 members voting in favour while one member opposed and another abstained from voting.
Dg. Nirupam Chakma speaking expressed that the process of passing of budget in the house is not as per Rule 126 (1) of the CADC (CCB etc.) Rules, 2002 as amended from time to time and Para 13 of the Sixth Schedule to the Constitution of India. He emphasized that the Executive Committee of CADC should pressure the State Government to implement such rule as enshrined in the Sixth Schedule.
Dg. Rasik Mohan Chakma, CEM, CADC and Leader of the House in his reply said that several representations have already been submitted to the State Government as well as the Central Government to implement Para 13 of the Sixth Schedule but to no avail. “The present form of passing of budget in the house has been followed from the beginning”, he added.
Kamalanagar, June 21, 2023: The second sitting of the Emergency Budget Session 2023-24 was held today in the CADC Session Hall. One starred and five unstarred questions were put by the Members.
Two private member’s resolutions were placed by Dg. Doymoy Chakma, MDC in the house for discussion and voting.
The first resolution proposed was the Amendment of Chakma Autonomous District Council (Salaries, Allowances and Pensions of Members) Rules, 2003 and as amended from time to time to provide one Driver and one Personal Assistant of his/her choice on Fixed/MR/Contractual basis and co-terminus with the tenure of the MDC. Dg. Rasik Mohan Chakma, CEM, CADC and Leader of the House in his reply said that as there was financial involvement in the amendment, it needs prior approval from the Hon’ble Governor of Mizoram.
As sought, vote on count was conducted. 15 members opposed and 2 members supported the resolution. The resolution was not carried.
The other resolution moved by Dg. Doymoy Daveng Chakma sought to enhance the amount of MDC-LAD funds in Chakma Autonomous District Council. Dg. Rasik Mohan Chakma in his reply said that as the allocation of fund from the state government is limited and for such enhancement of MDC-LAD funds, it needs prior approval from the Hon’ble Governor of Mizoram.
Vote on count was conducted. 16 members opposed and 2 members supported the move and therefore the resolution was not carried.
Since, there was no other business the Hon’ble Chairman adjourned the house.

Parimal Chakma, MDC as the President of the District School Education Board with immediate effect.
Kamalanagar, 19 June, 2023: Dg. Rasik Mohan Chakma, CEM, CADC presented the first Budget of the 11th Chakma Autonomous District Council for the fiscal year 2023-24 in the first sitting of the CADC Emergency Budget Session which started today. The budget will be discussed and voted on June 22, 2023.
The Supplementary Demand for Grants, 2022-23 & Re-appropriation of Local Receipts Fund, 2022-23 and Demand for Grants, 2023-24 (Budget Estimate) has been placed before the house for the discussion and approval of the members. The Supplementary Demand for Grants, 2022-23 is for an amount of Rs. 1259.58 lakhs out of which Rs. 1257.58 lakhs is against salary under Normal Grants-in-Aid and Rs. 2.00 lakhs against salary under Village Council Remuneration.
The Local Receipts for the fiscal year 2022-2023 was for an amount of 113.97 lakhs against a target of Rs. 132.37 lakhs. The CEM attributed the shortfall to the uncertainties caused by the onslaught of Covid-19 and asserted his hope that the budgetary target under Local Receipts shall be achieved this year. Therefore he proposed the Accounts on the Expenditure of Local Receipts for the fiscal year 2022-23 be re-appropriated.
The total estimated receipts under the Revenue Account is Rs. 11684.34 lakhs against an estimated expenditure of Rs. 18002.66 lakhs. The CEM in his speech stated that the deficit of Rs. 6318.62 lakhs shall be covered with Supplementary Demands for Grants from the state government. He expressed his optimistic hope that the benevolent State Government shall allocate the required funds in due course of time.
In his budget speech, the CEM highlighted some notable achievements during the fiscal year 2022-23 despite acute financial constraints. They are the successful celebration of Golden Jubilee of CADC, publication of Golden Jubilee Souvenir, free distribution of textbooks and stationeries and school uniforms, publication of textbooks on Moral Education, financial assistance to 666 piggery/ poultry/ duckery/ goat rearing/ cattle rearing/ farming.
Thousands of plant saplings were supplied by the Environment, Forest & Climate Change Department to encourage mass plantation. Under LAD, various cleanliness drives were organized and for that financial rewards were given to the participating stakeholders.
The session began with one starred and six unstarred questions put by the members. The starred question was put by Dg. Nirupam Chakma, MDC addressed to Executive Member i/c Road & Transport Department, CADC Dg. Supan Chakma, enquiring whether the sole Driving School within CADC at Udalthana which has been lying defunct since 2019 be made operational and why it was made inoperational. Dg. Supan Chakma in his reply said that the cause for the same will be provided later after due investigation by the concerned department.
Kamalanagar, 14 June 2023: Seven Members of Chakma Autonomous District Council appointed as Executive Member of the new Executive Committee headed by Dg. Rasik Mohan Chakma, Chief Executive Member, CADC were sworn-in today in a function organized in the CADC Art & Culture Hall, Kamalanagar.
The seven MDCs who were sworn-in are Dg. Kalasoga Chakma of 13-Vaseitlang MDC Constituency, Dg. Lakkhan Chakma of 17-Jaruldubosora MDC Constituency, Dg. Sanjib Chakma of 2-Borapansury – II MDC Constituency, Dg. Santosh Chakma of 11-Ajasora MDC Constituency, Dg. Supan Chakma of 12-Maniabapsora MDC Constituency, Dg. Ananta Bikash Chakma of 14-Longpuighat MDC Constituency and Dg. Montu Chakma of 19-Devasora South MDC Constituency.
Dg. Lalneihthanga Colney (MCS), SDO (C), Chawngte who was invested with the responsibility of administering the oath of office and secrecy by the Deputy Commissioner, Lawngtlai administered the oaths to the MDCs.
Dg. Rasik Mohan Chakma speaking on the occasion said that with the swearing-in of the newly appointed Executive Members, the formation of the Executive Committee of 11th CADC is now complete. He urged his colleagues to work for the development of CADC and the Chakma people.
“With the formation of the Executive Committee, other elected, non-elected and advisory posts will be filled up gradually in a phase-wise manner”, he added.
Later through a notification issued by the General Administration & Control Department, CADC, the newly sworn-in Executive Members were allocated their portfolios.
