Shri Nirupam Chakma proves majority in Floor Test, secures confidence of the House

Kamalanagar, 9 July, 2026: Shri Nirupam Chakma, Chief Executive Member (CEM) of the 11th Chakma Autonomous District Council (CADC), today successfully proved his majority on the floor of the House by securing the confidence of the District Council during the floor test held at the Council’s Session Hall.

The confidence motion was put to vote under the chairmanship of Deputy Chairman Shri Sundor Muni Chakma. The motion received 18 votes in favour while one member, Shri Rasik Mohan Chakma, belonging to the Mizo National Front (MNF), remained absent from the sitting. Following the counting of votes, the Deputy Chairman declared Shri Nirupam Chakma as having proved his majority on the floor of the House.

Shri Nirupam Chakma was appointed Chief Executive Member by the Hon’ble Governor of Mizoram on 3 July, 2026, after being elected Leader of the Chakma Democratic Alliance Legislature Party, a coalition between the Bharatiya Janata Party (BJP) and the Zoram People’s Movement (ZPM). As required under the Governorโ€™s order, he had to prove his majority on the floor of the District Council within seven days of his appointment.

The 20-member District Council presently comprises 10 Members of the Bharatiya Janata Party (BJP), 9 Members of the Zoram People’s Movement (ZPM), and 1 Member of the Mizo National Front (MNF).

Addressing the House after the floor test, Shri Nirupam Chakma thanked the Members of the District Council for reposing confidence in his leadership and expressed his gratitude to the Honโ€™ble Governor of Mizoram. He said that with the end of one year of Governorโ€™s Rule and the return of an elected government, the remaining members in the Executive Committee would be appointed so that the Council could function effectively in accordance with the provisions of the Sixth Schedule to the Constitution.

The Chief Executive Member said the new coalition Executive Committee would work with dedication for the welfare and development of the people of the Chakma Autonomous District Council. He identified improvement of road connectivity, school infrastructure, drinking water supply and healthcare services as main priorities. He said creating employment opportunities for the youth and harnessing their talents would be among the Government’s foremost priorities. He also emphasized the need to work in close coordination with the State and Central Governments to address the developmental needs of the CADC and expressed hope that the Council would contribute meaningfully to the vision of Viksit Bharat 2047.

Senior Member of the House, Shri Kali Kumar Tongchangya, also addressed the House. He expressed confidence in the leadership of Shri Nirupam Chakma and said the coalition government will have an opportunity to work closely with both the State and Central Governments for the development of the Chakma Autonomous District Council. He called upon all Members to work collectively in the interest of the Council and its people.

Other members including Shri Doymoy Daveng, Shri Mohan Chakma and Shri Lakkhan Chakma also addressed the house, all of whom have expressed their full confidence in the leadership of the Chief Executive Member and house leader Shri Nirupam Chakma.
