Kamalanagar, 12 November: The 9th Chakma Autonomous District Council sat over the Winter Session of this fiscal year today. The session will continue for three days.
Today, in its first sitting the regular full budget was placed by the House leader Dangu Kali Kumar Tongchangya, CEM, CADC. So far, this financial year the Council has been running on vote on Accounts Budgets. The first Vote on Account Budget was placed on 24th March, 2015 and the second Vote on Account was laid on 15th July, 2015.
As per the budget speech of the CEM, CADC the Budget Estimates 2015-16 has two heads of account namely Revenue Account and Capital Account. The Revenue account includes the Receipts and Expenditure of the normal Grant-in-aid under both Plan and Non-Plan and of Local Receipt Fund and the Capital Account shall include the account of Housing Loan of an amount of Rs.1200.00 Lakh from HUDCO.
Rs.3860.00 Lakh under Non-plan sector and Rs.1921.33 under Plan sector has been earmarked as Normal Grant-in-aid from the State Government of which Rs.3810.00 Lakh and Rs.1418.42 lakh is meant for salary under Non-plan and Plan respectively. The Expected Local Receipts is Rs.83.55 lakh which makes the total receipt under Revenue Account as Rs.5864.88 out of which Rs.5228.42 lakh will be incurred for salary, which accounts for 89.14% of the total Budget.
The estimated Expenditure is Rs.4640.77 Lakh under normal Grant-in-aid, Non-plan sector, Rs.2218.94 Lakh under Plan sector and Rs.83.55 Lakh under Local Receipts Fund. Under the current circumstances there shall be a deficit of Rs.780.77 Lakh under Non-plan and Rs.297.61 Lakh under Plan sector which is exclusive of increase of Village Council Remuneration and increase of wages rates for Muster Roll labours. The deficits of the financial year have to be met out of Additional Grant on the approval of Revised Estimate 2015-16 in the later part of the fiscal year. The Budget will be discussed and voted the next Monday for passing.
Dangu Kali Kumar Tongchangya, CEM, CADC in his budget speech informed the House that sanction for construction of Chakma Studentβs Hostel at Aizawl at an estimated cost of Rs.602.00 Lakh is expected within this fiscal year.
