CADC Emergency Budget Session 2023-24 begins; Discussion and voting on June 22, 2023

Kamalanagar, 19 June, 2023: Dg. Rasik Mohan Chakma, CEM, CADC presented the first Budget of the 11th Chakma Autonomous District Council for the fiscal year 2023-24 in the first sitting of the CADC Emergency Budget Session which started today. The budget will be discussed and voted on June 22, 2023.

The Supplementary Demand for Grants, 2022-23 & Re-appropriation of Local Receipts Fund, 2022-23 and Demand for Grants, 2023-24 (Budget Estimate) has been placed before the house for the discussion and approval of the members. The Supplementary Demand for Grants, 2022-23 is for an amount of Rs. 1259.58 lakhs out of which Rs. 1257.58 lakhs is against salary under Normal Grants-in-Aid and Rs. 2.00 lakhs against salary under Village Council Remuneration.

The Local Receipts for the fiscal year 2022-2023 was for an amount of 113.97 lakhs against a target of Rs. 132.37 lakhs. The CEM attributed the shortfall to the uncertainties caused by the onslaught of Covid-19 and asserted his hope that the budgetary target under Local Receipts shall be achieved this year. Therefore he proposed the Accounts on the Expenditure of Local Receipts for the fiscal year 2022-23 be re-appropriated.

The total estimated receipts under the Revenue Account is Rs. 11684.34 lakhs against an estimated expenditure of Rs. 18002.66 lakhs. The CEM in his speech stated that the deficit of Rs. 6318.62 lakhs shall be covered with Supplementary Demands for Grants from the state government. He expressed his optimistic hope that the benevolent State Government shall allocate the required funds in due course of time.

In his budget speech, the CEM highlighted some notable achievements during the fiscal year 2022-23 despite acute financial constraints. They are the successful celebration of Golden Jubilee of CADC, publication of Golden Jubilee Souvenir, free distribution of textbooks and stationeries and school uniforms, publication of textbooks on Moral Education, financial assistance to 666 piggery/ poultry/ duckery/ goat rearing/ cattle rearing/ farming.

Thousands of plant saplings were supplied by the Environment, Forest & Climate Change Department to encourage mass plantation. Under LAD, various cleanliness drives were organized and for that financial rewards were given to the participating stakeholders.

The session began with one starred and six unstarred questions put by the members. The starred question was put by Dg. Nirupam Chakma, MDC addressed to Executive Member i/c Road & Transport Department, CADC Dg. Supan Chakma, enquiring whether the sole Driving School within CADC at Udalthana which has been lying defunct since 2019 be made operational and why it was made inoperational. Dg. Supan Chakma in his reply said that the cause for the same will be provided later after due investigation by the concerned department.

Newly appointed Executive Members of CADC Sworn-in

Kamalanagar, 14 June 2023: Seven Members of Chakma Autonomous District Council appointed as Executive Member of the new Executive Committee headed by Dg. Rasik Mohan Chakma, Chief Executive Member, CADC were sworn-in today in a function organized in the CADC Art & Culture Hall, Kamalanagar.

The seven MDCs who were sworn-in are Dg. Kalasoga Chakma of 13-Vaseitlang MDC Constituency, Dg. Lakkhan Chakma of 17-Jaruldubosora MDC Constituency, Dg. Sanjib Chakma of 2-Borapansury – II MDC Constituency, Dg. Santosh Chakma of 11-Ajasora MDC Constituency, Dg. Supan Chakma of 12-Maniabapsora MDC Constituency, Dg. Ananta Bikash Chakma of 14-Longpuighat MDC Constituency and Dg. Montu Chakma of 19-Devasora South MDC Constituency.

Dg. Lalneihthanga Colney (MCS), SDO (C), Chawngte who was invested with the responsibility of administering the oath of office and secrecy by the Deputy Commissioner, Lawngtlai administered the oaths to the MDCs.

Dg. Rasik Mohan Chakma speaking on the occasion said that with the swearing-in of the newly appointed Executive Members, the formation of the Executive Committee of 11th CADC is now complete. He urged his colleagues to work for the development of CADC and the Chakma people.

“With the formation of the Executive Committee, other elected, non-elected and advisory posts will be filled up gradually in a phase-wise manner”, he added. 

Later through a notification issued by the General Administration & Control Department, CADC, the newly sworn-in Executive Members were allocated their portfolios.

Dg. Rasik Mohan Chakma sworn-in as CEM of CADC

Kamalanagar, May 25, 2023: Dg. Rasik Mohan Chakma, elected MDC of 1-Borapansury I MDC Constituency was sworn-in today as the Chief Executive Member of the Chakma Autonomous District Council at CADC Art & Culture Hall, Kamalanagar amidst huge gathering of people representing different sections of the society. Councilors, officials of CADC, former leaders, representatives from political parties and NGOs attended the programme. Dr. Buddha Dhan Chakma, MLA, Mizoram was also present.


On 22nd May the Hon’ble Governor of Mizoram Dr. Hari Babu Kambhampati had appointed the leader of MNF Legislature Party Dg. Rasik Mohan Chakma as the CEM of CADC. Dg. Abraham Beirazi Khithie, Additional Deputy Commissioner, Lawngtlai administered the oath of office and secrecy.
Dg. Rasik Mohan Chakma expressed his happiness and gratitude to the State Election Commission for conducting the election smoothly although an unfortunate incident marred the otherwise smooth election.


Emphasizing the importance of 11th CADC, he recalled the celebration of CADC Golden Jubilee and said that the newly constituted District Council marked the entry of CADC into another fifty years. He remarked that the outcome of the recently concluded election was a strong message to the political leaders by the public. Two-thirds of the members of the previous term could not get themselves re-elected. This signifies the desire of the people for good governance and that they are willing to change their representatives if they do not perform. He welcomed the new members to work for the welfare of the people and fulfill the aspirations of the people they represent.


He mentioned that a MNF government is a symbol of good governance, development and responsive to the aspirations of the people. Hence, “the first priority of his government shall be good and inclusive governance”.


Another positive development, he mentioned was the election of Dg. Nirupam Chakma, former Minister & MLA into CADC as a member of the district council. He is the senior most politician and a source of vast experience in the field. His experience shall be a boon for CADC if it could be utilized effectively.

51st CADC Day observed; ES, CADC appeals for contribution for development of CADC

Kamalanagar, April 29, 2023: The 51st CADC Day was observed today in the premises of CADC Secretariat. Dg. Gana Chandra Chakma, Education Officer (P/S) who is in charge Executive Secretary, Chakma Autonomous District Council hoisted the National and CADC Flag followed by the chorus singing of the CADC anthem to mark the occasion.

Dg. Gana Chandra Chakma, in his speech, remembered with gratitude and honour all the founder leaders of CADC like Dg. Kristo Mohan Chakma, Dg. Atul Chandra Chakma, Dg. Hari Kristo Chakma, Dg. Mideya Chakma, Dg. Baneshwar Chakma and Dg. Gaur Nitai Chakma who were instrumental in getting a separate Autonomous Council for the Chakmas of Mizoram out of Pawi-Lakher Regional Council.

He also stressed that there are numerous others who had contributed to the creation of Chakma Autonomous District Council from the beginning but remained unsung due to lack of proper documentation and records.

“People from all sections of the Chakma Society including public, employees and religious leaders have contributed in securing the Council. They had a dream of having their own land in the form of Autonomous Council. To preserve language, culture and for all-round development of the Chakmas, they felt the need for a land of their own,” he added.

During the interim period of the first Executive Committee of the Chakma Regional Council in 1972, the then employees along with the leaders of the Council took the onus upon themselves to transform the Council towards the path of all-round development.

He appealed to all the Heads of Departments, Officers, Employees and others serving under Chakma Autonomous District Council to participate in fulfilling the dream envisaged by the founders of CADC.

Now, the remarkable transformation of CADC can be observed how much it has developed in the last 50 years and hence, we all have the role to play toward its development.

Meeting regarding Golden Jubilee Closing Ceremony held

Kamalanagar, Dec 7, 2022: A meeting pertaining to the celebration of closing ceremony of the CADC Golden Jubilee was held today at the Conference Hall of CADC Rest House, Kamalanagar. The meeting organized by the Golden Jubilee Celebration Committee was attended by Dg. Kali Kumar Tongchangya, Chairman, CADC who is also the Chairman of the CADC Golden Jubilee Celebration Committee, all Head of the Departments, representatives of the Sub-Committees of the Golden Jubilee Celebration Committee among others.

Speaking at the meeting, the Chairman recalled Dg Sishir Kumar Chakma, A&CO, CADC who recently passed away and his contribution towards making the inaugural programme a successful one. He also expressed his thankfulness to all the employees of CADC from 4th grade to the Head of the Department who have contributed one day pay amounting to Rs. 33,85,165 for the impending celebration slated from 20th December, 2022 to 21st December, 2022 at Helipad Ground, Bajeisora. He implored all to bring a sense of mass participation as the programme is a lifetime moment for one and all.

As sought in the meeting, the representatives of various Sub-Committees of the CADC Golden Jubilee Celebration Committee namely – Souvenir Publication Committee, Felicitation Committee, Games & Sports Committee (Traditional), Exhibition Committee (Traditional Wares), Photo Album Committee have shared their respective reports and the items in line for the celebration.

The Flag of CADC shall be distributed to each and every household of all the 88 villages under CADC to mark the occasion. Sign Board bearing small account of the village shall be put up at entry and exit point of every village.

Earlier, it was decided that the Golden Jubilee celebration will be held through the year with the opening and closing ceremony to be organised at Kamalanagar. In between celebration programmes will also be organised at the sub-headquarters. However, on 10th November, 2022, owing to the resignation of the CEM, CADC and the consequent dissolution of the Executive Committee of CADC, the planned celebration of the Golden Jubilee in the sub-headquarters of CADC was postponed.

The meeting was concluded with vote of thanks from the Chair.

Golden Jubilee Celebrations in Sub-HQs postponed

The Chairman, CADC & Chairman of the the Golden Jubilee Celebration Committee has notified that the owing to the resignation of the CEM, CADC and the consequent dissolution of the Executive Committee of CADC, the planned celebration of the Golden Jubilee in the sub headquarters of CADC is postponed.

National Commission for Scheduled Tribe team paid a 3 day visits to Mizoram; meets with 3 ADCs representatives

Aizawl, October 7, 2022: A delegation from National Commission for Scheduled Tribe paid a 3 day visits to Mizoram on Friday (today) headed by Shri Ananta Nayak Member, Shri Konthang Touthang Joint Secretary and Ms. Parida PS. The team had a high level meeting with the elected representatives of the 3 Autonomous District Councils namely – Lai, Mara and Chakma Autonomous District Council at the State Guest House, Aizawl. The meeting was attended by Dg. Buddha Lila Chakma CEM CADC, Dg. Onishmoy Chakma Adviser to CEM CADC, CEM LADC and CEM LADC and some other high level officials of the 3 ADCs.

The meeting discussed various issues in relation to the scheduled tribes in the 3 ADCs particularly in regards to allocation of funds, lack of medical facilities, education, developmental projects/schemes etc.

Further, a joint memorandum was submitted by the 3 ADCs regarding various issues and challenges faced by the ADCs and pleading for assistance under Article 275(1), 280 and to consider the 125th Constitutional Amendment Bill so as to enhance the powers of the ADCs.

CADC Budget, 2022-2023 passed for an amount Rs.16,475.33 Lakhs

Kamalanagar, 05 July, 2022: Chakma Autonomous District Council Budget, 2022-2023 presented in the second sitting of the Budget Session held on 01/07/2022 was discussed and passed today unanimously along with the Supplementary Demand for Grants, 2021-2022 and Re-appropriation of Local Receipt Fund, 2021-2022.

The Budget was passed for an amount of Rs.16,475.33 Lakhs against an earmarked amount of Rs.11,210.19 Lakhs by the State Government and an estimated local revenue collection of Rs.132.37 Lakhs. The Budget has a deficit of Rs.5,132.77 Lakhs which, as stated by the Hon’ble CEM, CADC in his Budget speech, will be covered up with help from the State Government.

The deficit is due to a number of pending works, revised salary of councilors (which is due) and some committed expenditures of the last financial year.

The CEM has appealed the state government through the house to make the allocation of GIA fund on the basis 7:9:11 ratio as prescribed by the first State Finance Commission. “Deficit in the Budget would be minimised to a large extend”, he added.

The CEM said that the state government will be pressed to approve the long pending demand for revision of the salary of the Councilors while adding that salaries of MPs and MLAs had been revised long back. He further said, “It has become difficult for the Councilors of the ADCs to maintain their families with the existing pay”.

During the discussion of the Budget Dg. Durjya Dhan Chakma, EM brought to the notice of the House the very low revenue collection under GAD (mainly accounted by CADC Rest Houses) against the projected collection. He urged for an enquiry into the matter.

In taking note of the deficit in the Budget Dg. Durjya Dhan Chakma attributed the situation to discrepancy in allocation of GIA fund to CADC over the years. He stated that Table 9D of the first Mizoram State Finance Commission Report, 2015 has prescribed sharing of fund between the three ADCs of Mizoram as CADC:23.96%, MADC:34.07% and LADC:41.97% while adding that it has not been applied consistently which has cost CADC to loss a handsome share of GIA fund over the years. He also did not approve of some of the parameters based on which the fund sharing was determined. In this regard he said that in addition to the distance of the ADC headquarters from Aizawl, its distance from the district headquarters should have been also factored.

Kamalanagar, 27 June, 2022: The seven Member of Chakma Autonomous District Council who were appointed as Executive Members recently in the new Executive Committee to be headed by Dg. Buddha Lila Chakma today took oath of office and secrecy in a programme organized in the CADC Cultural Hall, Kamalanagar. The seven MDCs who were sworn-in are Dg. Durjya Dhan Chakma, MDC of 5-Kamalanagar ‘N’ Constituency, Dg. Mohan Chakma, MDC of 20-Parva Constituency, Dgb. Kusum Lota Chakma, MDC of 2-Borapansury Constituency, Dg. Ajoy Kumar Chakma, MDC of 8-Udalthana Constuency, Dg. Anil Kanti Chakma, MDC of 4-Bajeisora Constituency, Dg. Uday Tongchangya, MDC of 12-Mainabapsora Constituency and Dg. Sanjeev Chakma, MDC of 7-Kamalanagar-W Constituency.

Dr. Manesia Khaimeichho, MCS, SDO(C), Chawngte who was delegated by the Deputy Commissioner, Lawngtlai administered the oath to the MDCs.

Speaking on the occasion Dg. Buddha Lila Chakma, CEM, CADC declared Dg. Durjya Dhan Chakma as Deputy Chief Executive Member while justifying the need for a deputy to ensure discipline in the administration. He recalled how in the past in the absence of a Deputy CEM the office happened to fall under the charge of multiple hands as and when the CEM was on tour making it vulnerable to inconsistent and sometime wrong decision.

After the swearing-in ceremony all the members of the newly formed Executive Committee took a trip of the town roads of Kamalanagar the condition of which have become very bad in the recent phase of incessant rain. The CEM said the road condition will be restored and restoration work would start in a couple of days.
