Rs.10 crore sanctioned for town roads in CADC

Kamalanagar, 15 February 2019: Dangu Rasik Mohan Chakma, Chief Executive Member, CADC on his last call with the Chief Minister Pu Zoramthanga was assured for taking up of town roads in CADC for black topping and in a turn of positive development this has been materialized with a sanction of Rs.10 Crore under the current financial year.

The internal town roads of Kamalanagar, Borapansury and Longpuighat shall be taken up under the sanctioned amount as informed to the CEM over telephone by the state PWD officials of Chawngte sub-division. The CEM is camping at Aizawl.

On 13th February on the advice of the Chief Minister, Dangu Rasik Mohan Chakma called on the Engineer-in-Chief, PWD and apprised him of his meeting with the Chief Minister while making a written submission for taking up of the town roads in CADC for black topping. The Engineer-in-Chief apprised Mr. Chakma of a meeting next day and assured to take up the matter in it.

Yesterday, the PWD officials of Chawngte Sub-Division confirmed over telephone that Rs.10 Crore has been sanctioned for black topping of the town roads. The work shall be executed by the state PWD.

Amaresh Chakma, Chairman, CADC, Dangu Lakhi Dhan Chakma, EM, CADC, Dangu Mohan Chakma, EM, CADC, Dangu Kali Kumar Tongchangya, MDC and Dangu P.C. Chakma, former MDC.

The Chief Minister was apprised about Raja Devasish Roy coming to Mizoram on 20th February and an appointment was fixed with him on 21st February. The Chief Minister was a friend of Late Raja Tridiv Roy, father of Raja Devasish Roy during his insurgency days. He remembered having played badminton together with the late Raja. 

The Chief Minister agreed to a proposal for metalling of Kamalanagar – Borapansury road, town roads of Kamalanagar, Borapansury and Longpuighat. He suggested for metalling by cement concrete work rather than by bitumen.

Kamalanagar, 6 February 2019: The eight members Executive Committee of Chakma Autonomous District Council headed by Dangu Rasik Mohan Chakma, Chief Executive Member (CEM) was formed today with the swearing-in of the Executive Members in a programme held in the premises of the CADC Rest House, Kamalanagar.

Pu S Kaptluanga, Sub-Divisional Officer (C), Chawngte administered the oath of secrecy to the newly appointed Executive Committee Members who was authorized by the Deputy Commissioner, Lawngtlai Pu N. Chakhai.

The Governor of Mizoram on recommendation of the CEM appointed the seven Executive Members namely Dangu Durjya Dhan Chakma, Dangu Bubon Kumar Chakma, Dangu Lakhi Dhan Chakma, Dangu Mohan Chakma, Dangu Hiranand Tongchangya, Dangu Uday Tongchangya and Dangu Lakkhan Chakma in an order dated 5/2/2019.

This is the second Executive Committee of the 10th Chakma Autonomous District Council elected in May 2018. The previous Executive Committee led by Dangu Shanti Jiban Chakma, the then CEM was rendered dissolved when the CEM lost a trust vote ordered by the Governor on 18/01/2019.

Kamalanagar, 5 February 2019: The office of the Deputy Chairman, Chakma Autonomous District Council which had fallen vacant with the resignation of Dangu Durjya Dhan Chakma from the office was filled up today in an election. Dangu Mohesh Boran Chakma, MDC was elected uncontested with no member filing nomination for a contest.

Dangu Durjya Dhan Chakma, the previous Deputy Chairman, resigned from office on 31st January 2019 to be inducted in the new Executive Committee of CADC.

Dangu Mohesh Boran Chakma who contested the 10th MDC General Election held in April 2018 with the MNF party ticket won from 11-Ajasora MDC Constituency. It is his first term as MDC.

Kamalanagar, 31 January 2019: The office of the Chairman, Chakma Autonomous District Council which had fallen vacant with the removal of Dangu Buddhalila Chakma from the office was filled up today in an election. Dangu H. Amaresh Chakma, MDC was elected uncontested with no member filing nomination for a contest.

Dangu Buddhalila Chakma, the previous Chairman, was removed from office in a no-confidence motion in the CADC Winter Session held on 14th January 2019.

Dangu H. Amaresh Chakma who contested the 10th MDC General Election held in April 2018 with the MNF party ticket won from 6-Kamalanagar South MDC Constituency. It is his third consecutive term since winning for the first time in 2008.

With the new Chairman assuming office, the Deputy Chairman, Dangu Durjya Dhan Chakma tendered resignation from office. When asked the reason for resignation by Dangu Durjya Dhan Chakma, the CEM CADC said that Durjya Dhan Chakma shall be appointed as Executive Member in the new Executive Committee.

Kamalanagar, 27 January 2019: Dg. Rasik Mohan Chakma, CEM, Chakma Autonomous District Council visited the CADC Secretariat building and Session building languishing partially constructed near Udalthana since last five years.

He was accompanied the Deputy Chairman, Dg. Durjya Dhan Chakma, his colleague MDCs and Executive Engineer, PWD.

The CEM instructed the PWD to serve notice to the contractors for estimation of work done requesting them to appoint an expert on their behalf for the purpose.

The work done measurement will ascertain the status of work with respect to payment made to the contractors.

If no response is received from the contractors he wanted the PWD to undertake the work done measurement on ex-parte.

The CEM is eager to complete the pending works in the buildings and occupy the building at the earliest.

Rs.8 Crore and Rs.3 Crore were sanctioned against the CADC Secretariat building and CADC Session hall building.

70th India’s Republic Day Celebrated at Kamalanagar, CADC

Kamalanagar, 26 January 2019: The 70th day of India’s Republic was celebrated today at Kamalanagar, headquarters of Chakma Autonomous District Council amidst huge enthusiasts coming to witness the programme from all over Kamalanagar town.

The Chief Guest in his public address regreted about how governance in CADC suffered in the last nine months due to political instability and expressed hope that political stability prevails with the formation of the new Executive Committee led by Dg. Rasik Mohan Chakma. He appreciated the performance of the CADC PWD in maintenace and improvement of internal town roads during the last nine months despite unfavourable time.

He introduced about the aim and objectives of the Socio Economic Development Programme of the Government.

Underlining lack of road connectivity in CADC as the main hurdle to development he informed the gathering that proposal for construction of double lane highway connecting Tlabung-Borapansury-Ugudasury-south parva and double lane highway connecting Chawngte-Longpuighat-Parva-Zochawchhuah have been submitted to the Ministry of Home Affairs.

Addressing the gathering he pledged for governance, free of corruption and assured proper utilization of fund. He also announced implementation of 7th pay in CADC from February with effect from September 2018 and informed that proposed additional fund to the tune of 12.13 crore to meet 7th Pay have been reatained by the new government in the state.

Kamalanagar, 23 January 2019: In an effort towards a clean Kamalanagar, Dangu Rasik Mohan Chakma, CEM, CADC on his third day into office went around Kamalanagar town accompanied by the Deputy Chairman, his colleague MDCs, Executive Secretary, Local Administration Officer and I&PRO to inspect unauthorized sites of dumping ground around the town.

He also visited the slaughter house, bazar building and its surrounding areas. The LAO was instructed to ensure removal of all garbage from all unauthorized dumping sites and take measure to stop further disposal. He wanted all men-power available under LAD to be deployed for maintaining a clean and garbage free Kamalanagar.

“No rubbish should remain littered around in the vegetable market building after every bazar day”, he instructed.

He wanted the LAD to prepare a plan and estimate for construction of a bazar building to replace the dilapidated one standing beside the main bazar building.

Kamalanagar, January 21, 2019: Dangu Rasik Mohan Chakma was sworn-in today as Chief Executive Member, CADC in the premises of CADC rest house, Kamalanagar amidst huge gathering of people representing different sections of the society. Councilors, officials of CADC and state government, former leaders, NGO representatives attended the programme. Dr K. Beichhua, MoS, i/c Social Welfare, etc., Mizoram came down from Aizawl to witness the swearing-in programme.

On proving majority in the floor test held on 18th January, the Governor appointed Dangu Rasik Mohan Chakma the CEM, CADC. Pu N. Chakhai, Deputy Commissioner, Lawngtlai administered the oath of office and secrecy.

Dangu Rasik Mohan Chakma in his speech expressed happiness over the state government detailing a Minister to witness the programme and termed it as according due dignity to CADC.
“The first priority of my government shall be good and inclusive governance”, Dangu Chakma said. Further elaborating he said, “Towards inclusive governance, signs of development shall find place in all spheres like education, social and economic.”

“This government believes in positive change. We are not for vendetta politics. We shall be guided by the precept of Lord Buddha that expounds – ‘Hatred begets hatred; it is by compassion only one wins”.

“Demographic nature of Chawngte town comprising of Kamalanagar, Chawngte-P and Chawngte-L lived by different races like Chakma, Bawm, Pang, etc. is cosmopolitan in nature and our government shall work towards inter-community harmony, in promoting mutual respects for each other.”

He concluded his address by re-assuring, “For development and good governance, you are in a safe hand.”

It is the 3rd term as CEM for Dg. Rasik Mohan Chakma. Earlier, he held the office of CEM from 1999 to 2003 and from 2003 to 2008. He has been elected five times as MDC from 1-Borapansury-I Constituency since wining for the first time in 1993.

Dangu Rasik Mohan Chakma is the second CEM of this 10th term of CADC who succeeded Dangu Shanti Jiban Chakma by proving majority in a trust vote held on 18th January in an emergency CADC session ordered by the Governor. Dangu Shanti Jiban Chakma remained in office for about nine months since assuming office in May 2018.

Kamalanagar, January 18, 2019: In the floor test of Chakma Autonomous District Council conducted today under the chairmanship of Deputy Commissioner, Lawngtlai at the behest of the Governor,Dg. Shanti Jiban Chakma incumbent Chief Executive Member, CADC lost the trust vote to Dg. Rasik Mohan Chakma, leader of the opposition. 

Dg. Shanti Jiban Chakma secured 1(vote) in his favour while 11(eleven) MDCs raised hands in favour of Dg. Rasik Mohan Chakma. 

The Governor, yesterday, issued a notification calling for conduct of floor test of CADC to end the poltical impasse over claim of majority. The sub-rule (6) of rule 33 of CADC (Constitution, Conduct of Business, etc.) Rules 2002 empowers the Governor to summon the Chakma District Council at anytime he deems necessary in the interest of the public.

Earlier, in the recently concluded CADC Winter Session held from 14th to 15th January the opposition MNF removed the CEM and Chairman through no-confidence motion and subsequently, claimed majority to form the new Executive Committee of CADC. On the other hand, the parties in the treasury bench cried foul play and demanded Governor’s intervention. 

In order to ascertain the claim of majority by two groups, the Governor ordered for the floor test to be conducted by the Deputy Commissioner, Lawngtlai for free and fair transaction of business.
