Kamalanagar, 14 October, 2021: Dr. Andrew H. Vanlaldika, Deputy Commissioner, Lawngtlai District today held a meeting on enhancing the rate of Covid Vaccination within CADC area which was attended by Dr. Rinisha Chakma, Medical Officer, Chawngte CHC, Dr. Ujana Chakma, Medical Officer, Chawngte CHC, Pu C. Lalhruaitluanga, DIPRO, Lawngtlai, Shri Rattan Kumar, SDPO, Chawngte, Dg. Prabin Chakma, IPRO, CADC, Dr. Jyotir Moy Chakma, President, CYCA, Dgb. Monika Chakma, President, CMS, Dg. Chitta Ranjan Chakma, Secretary, MBA and Pu HC Vanlalruatpuia, President, CYLA.
The Deputy Commissioner addressing the meeting reported that the rate of vaccination against Covid is the lowest in Lawngtlai District of all the districts in Mizoram. He has expressed concern for the low rate of vaccination in the district especially Chawngte sub-division and enquired the reason from the members attending the meeting.
Though hesitation to take the vaccine in the initial phases was partly attributed to the low rate of vaccination, the difficulty to access remote areas due to the monsoon has been considered the main cause. The medical department expressed hope to improve the rate with gain of accessibility as the winter approaches and roads are restored.
The DC sought the cooperation of all especially of the NGOs for enhancing the vaccination rate and he has assured of all possible helps from his end for the purpose. He has urged the NGOs to prepare awareness video clips in local language in cooperation with the medical officer of Chawngte, CHC.
As per report presented by Dr. Rinisha Chakma 68% of the target population has been vaccinated with the 1st dose while only 6-7 thousand of the target population (under the jurisdiction of Chawngte CHC covering northern half of CADC including Chawngte-P, Chawngte-L, Hmunlai, Rualalung, Lungrang, Zehteh & Sumsilui) have completed the 2nd dose.
Kamalanagar, 14 October, 2021: Dg. Rasik Mohan Chakma, MDC who was appointed as the new Chief Executive Member of Chakma Autonomous District Council with effect from 09.10.2021 was sworn-in today in a function organized in the CADC Art & Culture Hall, Kamalanagar attended by MDCs, CADC officials, village council and NGO leaders.
The Oath of Affirmation and Oath of office and secrecy was administered by Dr. Andrew H. Vanlaldika, Deputy Commissioner, Lawngtlai District who arrived today from Lawngtlai for the purpose.

For Dg. Rasik Mohan Chakma this is his second time to be appointed as CEM of CADC during this term of 10th CADC in taking over from Dg. Durjya Dhan Chakma, MDC who resigned from the post of CEM, CADC in the first week of this month.
He has expressed thanks to his colleague MDCs in reposing their confidence in him once again to lead the administration of CADC.
He has hailed the present District Council with all the 20 Members belonging to the MNF party as unprecedented achievement and termed it as opposition-free government.
Speaking on the occasion he lamented the political affairs of CADC, of the last one month as a blot in the history of CADC which had witnessed outrageous arbitrary abuse of power disqualifying Members with absolute disregard of the rules while adding and assuring all present on the occasion that under his leadership he shall not allow āthe guardian/potector of the rule book to become the violatorā.
In the second year of this term, in January 2019, Dg. Rasik Mohan Chakma took over from Dg. Shanti Jiban Chakma as CEM, CADC when the former proved his majority in a Trust Vote conducted by the Deputy Commissioner, Lawngtlai at the behest of the Governor. After about two years, in April, 2021, Dg. Durjyo Dhan Chakma, MDC took over from Dg. Rasik Mohan Chakma following the later resigning from the post. Dg. Durjyo Dhan Chakma remained in office for about six months to replace him again by Dg. Rasik Mohan Chakma.
Kamalanagar, 04 October, 2021: The Chakma Autonomous District Council Monsoon Session initially scheduled on 20th August 2021 and later deferred circumstantially was held today peacefully in the backdrop of a political crisis that has been brewing for the last one and half month.
The political crisis has taken a new development with the resignation of Dg. Durjya Dhan Chakma yesterday from the office of Chief Executive Member, CADC. He has been in office for about six months having assumed the office of CEM on 6th April, 2021 after Dg. Rasik Mohan Chakma resigned from the post.
With the resignation of Dg. Durjya Dhan Chakma, CEM, CADC the Executive Committee, CADC was rendered dissolved and hence, todays Session was held without transaction of any business in the absence of an Executive Committee. The new development requires that a new Executive Committee is formed at the earliest.
The chairman addressing the Session today informed the members that Dg. Rasik Mohan Chakma, MDC has been elected yesterday as the new Leader of the CADC MNF Legislature Party.
Rule 22(2) of the CADC (Constitution and Conduct of Business, etc.) Rule, 2002 has it that the leader of the largest legislature party having majority of MDCs shall be appointed as the CEM, CADC.
Kamalanagar, 20 September, 2021: Dg. Rasik Mohan Chakma, Member of District Council, Chakma Autonomous District Council was disqualified today of his membership as MDC by the Chairman, CADC Dg. Mohan Chakma on charges of having breached the provisions of Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution and Conduct of Business, etc.) Rules, 2002 and provision of Rules of Mizoram Salaries, Allowances and Pension of Members of Legislative Assembly Act, 1999.
He has been found to have drawn simultaneously salary as MDC and pension of MLA as well. The matter has been brought to the notice of the Chairman, CADC in the form of complaints by Dg. Onish Moy Chakma, MDC about a year back and recently, by five MDCs; acting upon which the Chairman issued show cause notice to Dg. Rasik Mohan Chakma three days back.
The explanation submitted by Dg. Rasik Mohan Chakma have been found to be unsatisfactory and hence, guilty of the charges which prompted the Chairman to take this punitive measure of disqualifying him of his membership as MDC.
All benefits and privileges due to an MDC shall stand withdrawn from him due to the disqualification for a period of five years.
Kamalanagar, 17 September, 2021: Shri Mohan Chakma, the Honāble Chairman, Chakma Autonomous District Council issued a show cause notice to Rasik Mohan Chakma today in the wake of separate complaints lodged by Onishmoy Chakma, MDC and jointly by five other MDCs seeking explanation on his alleged violation of Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules 2002 and Section 15(5)(c) of the Mizoram Salaries, Allowances and Pension of the members of Legislative Assembly Act, 1999.
The Chairman sought clarification giving three days time on why he shall not be disqualified for allegedly violating the established rules tantamount to office of profit. Rasik Mohan Chakma was a member of the Mizoram Legislative Assembly from 2003 to 2006 till he tendered his resignation as MLA subsequent to passing of the Mizoram State Legislature Membersā (Removal of Disqualification) (Amendment) Bill 2006 which forbids MLA to simultaneously hold the position of Chief Executive Member of an Autonomous District Council.
However, Rasik Mohan Chakma was re-elected as Member of Chakma Autonomous District Council in 2018 and thereafter elected leader of the Legislature party before assuming the office of the Chief Executive Member in early 2019 till April 2020.
Councillors in their complaint letter alleged that Rasik Mohan Chakma committed offence of criminal misconduct for drawing pension of Legislator and simultaneously drawing the salaries and all other admissible allowances as the Chief Executive Member of Chakma Autonomous District Council for the period July 2019 to January 2020 which is in gross violation of the Acts & Rules mentioned earlier and entails for disqualification from membership of District Council under Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2002.
Kamalanagar, 15 August, 2021: The 75th Independence Day of India was celebrated today in the Kamalanagar football playground organized by the Sub-Divisional Office, Chawngte while keeping the celebration low-key in view of the raging covid-19 pandemic. The ceremonial march-past and cultural programmes which usually mark the celebration of this Day have been skipped to ensure public mass gatherings are avoided.
The programme was attended by the Sub-Divisional Officer, Chawngte, councilors of CADC, officials of CADC and state government offices and NGO and Village Council leaders.
Dg. Durjya Dhan Chakma, Honāble CEM, CADC who graced the occasion as its Chief Guest lauded the Chawngte medical team, district administration, CYCA, MCSU, CMS, YMA, CADC employees and village level volunteers for their untiring effort in the fight against the deadly covid-19 pandemic while expressing gratitude to Pu Robert Romawia Royte, Honāble MOS, Dr. R. Lalthangliana, Health Minister and International Buddhist Confederation for their timely contribution to equip the Covid Care Centers set up in CADC.
The CEM in his speech highlighted the various developmental activities being undertaken in CADC notwithstanding the hurdles caused by the pandemic. He has stated that more could have been achieved had it not been for the pandemic which have hit the pace of work progress.
Earlier, in the morning Dg. Mohan Chakma, Chairman, CADC hoisted the national flag in the premises of CADC secretariat in the presence of the employees of CADC and his colleague councillors who in his address to the gathering also shared the various developmental activities that are being undertaken within CADC.
The various developmental works that found mention in the speech of the CEM, CADC and Chairman, CADC are:
A. Chief Executive Member Relief Fund:
āChief Executive Member Relief Fundā (CEMRF) of Chakma Autonomous District Council was established entirely with public contributions to render immediate relief to families of those affected by natural calamaties like Covid pandemic, floods, cyclones, earthquakes etc. and to the victims of fire, major accidents etc.
As of date a sum of Rs.19,26,424.00 was received under CEMRF and a sum of Rs. 5,38,984.00 was utilised out of the fund.
a. Established 2 (two) Covid Care Centres at Kamalanagar & Borapansury.
b. Established 3(three) Community Covid Care Centres at Kamalanagar, Longpuighat & Damdep-I.
c. Established one Quarantine Centre at Kamalanagar for suspected Covid-19 infected persons who do not have facility to isolate themselves from other members of the family.
d. Distributed free ration for the month of April 2021 to the villagers of Barkalak & Semeisury.
e. Distributed 80 bags of rice to the needy families of Kamalanagar Town.
f. Provided 2 (two) vehicles for mobilization of frontline workers.
g. Provided financial assistance to NGOs for the management of Covid Care Centres and other Covid 19 related activities.
h. Provided financial assistance to the village level task forces of the 10 (ten) villages within Kamalanagar Town area.
i. Engaged two trained laboratory technician on temporary basis whose remuneration is borne out of the CADC Covid Care Fund.
j. Engaged fourth grade worker at Covid Care Centre on temporary basis for disposal of waste materials whose remuneration is borne out of the CADC Covid Care Fund.
B. Education :
Administrative approval for an amount of Rs, 308.71 Lakhs under NEC was allocated for construction of 10 schools at a cost of Rs, 30,87,075 Lakhs per school. These Schools are:-

An amount of Rs, 10 Lakhs was released towards non-recurring grants for creation of capital assets as part of 40% of Ist Installment).
The scheme is to be implemented in 17 villages and a total of 115.7 Hectres land to be developed under this scheme.

Kamalanagar, 06 August, 2021: A meeting called by Chakma Autonomous District Council to discuss the 125th Amendment Bill, 2019 concerning amendment of the Sixth Schedule to the Constitution of India was held today in the CADC conference hall chaired by Dg. Durjya Dhan Chakma, Honāble CEM, CADC.
The meeting was attended by MDCs (CADC), representative of all political parties and major Chakma NGOs.
The meeting has been called to the effect of a meeting called by Mizoram Government on the same subject which is scheduled to be held in the Chief Secretaryās Conference Hall on 10th August. The meeting is to be attended by the CEMs and Executive Secretaries of all the three ADCs of Mizoram.
The meeting discussed the various amendment proposals submitted earlier by Chakma Autonomous District Council to the Chairman, Parliamentary Standing Committee on the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019. The amendment proposals which have not been included in the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019 were noted. The report of the Parliamentary Standing Committee on the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019 was also discussed.
It has been finally decided that Chakma Autonomous District Council shall stick to the amendment proposals submitted earlier and keep pursuing them with the central government.
Kamalanagar, 02 July, 2021:Ā Chakma Autonomous District Council has bought medicine worth Rs.2.50 Lakhs for the Covid Care Centres and Community Covid Care Centres set up in Kamalanagar town area. The cost has been met out of CEM Relief Fund.
Poor covid patients who otherwise have to arrange their own medicine lodged in the CCCs will get free supply of medicine.
Pu Robert Romawia Royte, Minister of State, Mizoram donated two Oxygen Concentrators for the CCCs which were received by the CEM, CADC Dg. Durjya Dhan Chakma during his recent tour to Aizawl. He also donated Rs.20,000 to CADC CEM Relief Fund constituted especially as a response to the Covid Pandemic situation in CADC.
The CEM also received 100 set of PPE suits, 50 bottles of sanitizers, 200 masks and 400 set of gloves from Dr. R. Lalthangliana, Health Minister for the CCCs which were handed over to the SMO, Chawngte today.
Kamalanagar, 05 June, 2021:Ā Dg. Durjya Dhan Chakma, CEM, CADC accompanied by his colleague Dg. Lakhan Chakma, Executive Member, CADC i/c Relief & Rehabilitation, etc. visited the place of fire accident to assess the extent of damage caused. The accident took place last night at around 3 am in the bazar area of Kamalanagar town leaving two houses razed to the ground and causing partial damage to nearby buildings.
The cause of the fire is yet to be ascertained which has originated from the house of Mrs. Snehadini Talukdar who runs a restaurant in the house. The fire raged so fast that the four tenants living in the house could not salvage anything.
The AJR Hardware shop owned by Dg. Anulal Tongchangya is the other casualty who have suffered a huge loss. It is estimated that hardware goods worth about Rs.70 lakhs was destroyed in the accident.
The inferno left three two wheelers parked on the road side completely burnt.
The CEM, CADC announced emergency relief of Rs.15,000 to each of the house owners, Rs.10,000 to each of the tenants and Rs.5,000 to each of the owners of the two wheelers out of CEM Relief Fund.
Kamalanagar, 04 June, 2021: Dg. Anil Kanti Chakma, MDC was elected today the Deputy Chairman, Chakma Autonomous District Council. The post has remained vacant since Dg. Mohesh Boran Chakma resigned from the post on 21 April this year.
He was the lone candidate who has filed nomination for election to the post yesterday and was declared elected uncontested today in a sitting of the Chakma Autonomous District Council held in its Session Hall.
Dg. Anil Kanti Chakma contested and won the CADC General Election 2018 from 4-Bajeisora MDC Constituency with BJP ticket who later joined the MNF party. This is his second term as MDC the other being the 8th CADC from 2008-2013.
Todayās election was held observing Covid-19 protocols and guidelines with prior permission from the Deputy Commissioner, Lawngtlai.
