Governor holds meeting with the 3 ADCs; discusses about infrastructure projects

Aizawl, 4 October, 2022: His Excellency the Governor of Mizoram Shri Hari Babu Kambhampati on Tuesday convened a high-level meeting to discuss issues pertaining to the three Autonomous District Councils (ADCs) at Raj Bhavan. In the meeting, Dg Buddha Lila Chakma, CEM, CADC represented the Chakma Autonomous District Council (CADC) while V. Zirsanga, CEM, LADC and K. Chhihrau, ES, MADC represented Lai Autonomous District Council (LADC) and Mara Autonomous District Council (MADC) respectively.

During the meeting, the issues ranging from Timely and Correct preparation of Accounts, Enhancement of Salary & Allowances of Chief Executive Member, Executive Members, Members of District Council, Chairman, Dy. Chairman and Infrastructural Projects under the 3 ADCs and the difficulty faced in the recruitment of staff under ADCs were comprehensively discussed.

In the meeting, Dg. Buddha Lila Chakma, CEM, CADC implored for the enhancement of non-salary component to the 3 ADCs and maintenance of the pro-rata ratio on devolution of fund  to the 3 ADCs as recommended by the 1st Mizoram Finance Commission, which is 7:9:11. He stressed that the State Govt. earmarks and allocates fund to the 3 ADCs more than 94% under salary head as Grant-in-Aid, due to which the ADCs hardly take up minor developmental works   within their respective jurisdictions. Maximum share of the remaining fund are spent for maintenance of offices, Vehicles and other administrative costs.

The Governor advised the ADCs to pump in as many projects as they could with 100% financial support from the central government. On behalf of the state government, Vanlalchhuanga, Principal Secretary, Finance Department, Dr Lalrozama, Sectretary, District Council and Minority Affairs and Lalmalsawma Pachhuau, Secretary, Planning Development attended the meeting. The CAG office was represented by L. Hangsing, Principal Accountant General and his team.
