71st Republic Day celebrated

Kamalanagar, 26 January, 2020: The 71st Republic Day of India was celebrated at Kamalanagar in the football playground. Pu S. Kaptluanga, SDO (Civil), Chawngte hoisted the National flag.
Dg. Nihar Kanti Chakma, MLA, Mizoram, beside the MDCs of CADC witnessed the celebration programme.
Eleven parade contingents representing different schools of the locality took part in the March Past. Two parade contingents representing the Mizoram Chakma Student Union and Young Chakma Association also took part in the March Past.
Pu S. Kaptluanga, Chief Guest of the programme addressing the public highlighted the various developmental programmes of the state government and that of CADC.

While emphasizing the commitment of the district administration for improvement of school education he spoke about construction of new school building being completed and taken up under various CS schemes like BADP and PMJVKY. An additional academic block at Kamalanagar College has been proposed under PMJVKY at an estimated cost of Rs.2.5 Crore.
In expressing concern about the poor literacy rate of the area he invited all stakeholders especially the teachers, Village Education Committees, NGOs and students to fight the scourge on a war footing.
In stating that developmental goals can’t be fully achieved without road communication he informed that the government had sanctioned fund for construction of permanent bridges and PCC pavements at many places within CADC.
He assured that maximum fund under his disposal will be allocated to Tegha Valley of CADC for he has witnessed the poor living condition of the people of that side.

He also spoke about the government’s commitment to improve telecommunication and said that some 50 mobile towers shall be erected within CADC out of which some are already operating.
He said, survey under Mission Antyodaya has revealed that there are more than 7387 kutcha houses within CADC and the government is committed to provide pucca houses to all the families. Already 331 families have been sanctioned for construction of houses under PMAY(G) and 260 families are under proposal. In addition a project for RS.136.44 Crore under Ministry of Tribal Affairs has been submitted to provide pucca houses to the needy.
To address the acute water crisis of Kamalanagar and Chawngte area a Composite Water Supply Scheme amounting to Rs.117 Crore was submitted to Ministry of Minority Affairs, he informed. He further informed that an Electrical Cremation Incinerator was proposed with Ministry of Minority Affairs to facilitate cremation of dead bodies which has become urgent with Kamalanagar growing into a town.

Earlier, in the wee hours of the morning Dg. H Amaresh Chakma, Chairman, CADC hoisted the National flag in the premises of the CADC secretariat in the presence of the leaders and employees of CADC. In his address to the gathering he highlighted the various developmental achievements made by the present Executive Committee within one year of assuming office in CADC. He made mention of providing free text book in full set to all students, making school admission free, renovating schools, providing class room furniture; providing scope for training technical staff under various departments like agriculture, horticulture, fishery and forest; initiative taken to recruit gazette officers to strengthened the office administration and to fill up various vacant posts including teacher; initiative taken to explore ground water to address crisis for potable water in Kamalanagar; initiative taken to facilitate coconut farming.
He also expressed hope of provide pucca roads across CADC within this term with the help of PMGSY.
He informed about receipt of a sanction of Rs.5 Crore from government of Mizoram recently for taking up developmental works like vertical extension of office buildings, setting up of a permanent brick kiln, metalling of internal roads of Borapansury, etc.

New Jagnasury (Damdep) celebrated completion of 50 years
Training on ‘Composite Fish Culture System’ conducted
Kamalanagar, 21 December, 2019: Department of Fishery, Chakma Autonomous District Council inaugurated the 3-Day training on ‘Composite Fish Culture System’ at Kamalanagar sponsored by National Fisheries Development Board (NFDB), Hyderabad. Some 50 fish farmers attended the training programme.

Dg. Rasik Mohan Chakma, CEM, CADC and Dg. Hiranand Tongchangya, EM i/c Fisheries graced the inaugural programme as Chief Guest and Guest of Honour.
The training will be given to some 300 selected fish farmers in six batches all over CADC and it will be conducted at Longpuighat and Borapansury besides Kamalanagar. All the trainees will be provided manual on composite fish culture. The training is an outcome of constant effort with NFDB to avail various schemes under it. The CEM speaking informed that there is another project namely “Development of Fish Farming in CADC” submitted through the state government which did not materialize due to delay in submission. He assured it will be pursued the next time.
While urging the fish farmers to take up fish farming with commercial interest the CEM asserted that we have to be fed up of living in poverty and take the profession as a challenge to make a living out of it. He informed that on enquiry from the fish suppliers from Silchar and Lunglei it has been estimated that at least business to the tune of Rs.20 lakh get transacted on fish supply to Kamalanagar per month. “This 20 lakh can be yours and this training programme is being conducted with that object”, he said to the trainees.
“To make fish farming a business we have to leave behind the primitive way and adopt the modern way of fish culture and the purpose of this training is to equip you with the modern ways”.

While explaining how fish farming can be a wise choice over wet rice cultivation he said fish farming is more profitable and if it fetches money rice can be bought which is in abundance.
In stressing the need to be competitive in pricing the local fish with respect to fish from Silchar he urged for commercial scale production of fish.
Dg. Hiranand Tongchangya speaking in the programme reminded that fish supplied from Silchar are medicated and not fresh and therefore less healthy and less tasty. He also said that we can give a competition to the fish supply business as our area has the potential for fish farming.
Governor visits Kamalanagar
Kamalanagar, 12 December, 2019: His Excellency the Governor of Mizoram Shri P.S. Sreedharan Pillai who was on a two days tour of the three Autonomous District Councils reached Kamalanagar, headquarter of Chakma Autonomous District Council today at about 11 am. He flew from Siaha, headquarter of Mara Autonomous District Council where he had reached yesterday. He was accompanied by his wife Smt. Reetha Sreedharan.
His Excellency in his address to the public remarked that he had come to one of the most undeveloped part of the country and urged for introspection to ascertain what went wrong. He made mention of the road from helipad to Kamalanagar while saying that it gives the impression that there is a lot that needs to be done about the development of the area. He emphasized for a need for concerted effort by the central government, state government and CADC for the development of the area.
His Excellency assured that the developmental concerns raised in the memorandum submitted by CEM, CADC shall be pursued with the appropriate authorities including the Chief Minister, Prime Minister and other ministers of the central government for which he shall give his best. He said that he shall try to visit as frequently as possible for development of the area.
While appreciating the traditional dances showcased he remarked that the dance style and songs evoked familiarity and found similarities with dances in Kerela.
He spoke about the need for unity in diversity and to stand together irrespective of differences in culture, tradition and faith.
Representatives of political parties and NGOs met His Excellency in private to discuss various concerns and issues pertaining to the Chakmas and development of the area.
He visited the only Community Health Centre within CADC at Kamalanagar and interacted with the doctors and the staff of the CHC. Matter of deficiencies in the hospital like absence of ambulance, X-ray technicians, etc. was heard by His Excellency.

Resolution to appoint 19 Group A & B Gazetted Officers passed in the Monsoon Session
Kamalanagar, 20 August, 2019: Today in the third sitting of the CADC Monsoon Session, the official resolution to appoint 19 Group A & B Gazetted officers was passed with majority vote. 16 Members voted in favour, 3 against while 4 abstained from voting.
The resolution was moved in the first sitting of the session held on 16/8/2019 by Dg. Rasik Mohan Chakma, CEM, CADC. He sought support in favour of the resolution stating that a huge shortage of officers would follow in a year or two with a number of officers of CADC due for retirement. Had there been appointment of Group A&B Gazetted officers in the last 10 years the gap that has built up would not have been there, he said while arguing in favour of the resolution.
In the course of the discussion of the resolution the CEM, CADC clarified to the Members in the opposition bench that prior approval for appointment is only required for Gazetted officers and for creation of new posts.
Rule 28(2)(g) of the CADC (Constitution, Conduct of Business, etc.) Rules 2002 has it that approval of the governor be obtained for appointment of Gazetted officers of CADC. The resolution so passed today will be referred to the governor for his approval.
The matter of the standing order issued by the governor in 2016 requiring to take his approval in matters of appointment of any category of post also came up during the discussion. This was also clarified by Dg. Lakhi Dhan Chakma, Executive Member who stated the said order had been already challenged in the court of law by LADC and was quashed and is no more valid.
Dg. Uday Tongchangya, Executive Member i/c Local Administration Department laid the dissolution of four village councils of CADC for the information of the Members and discussion in the House. The village councils that have been dissolved in last couple of months are Kamalanagar-III, Nalbonya, Chotapansury and Baranasury. Rule 26(3) of the CADC Village Council Act, 2003 requires that all papers connected with dissolution of any village council be laid in the first Session of the District Council after its dissolution for discussion of the Members.

Monsoon Session of CADC started; Regular full Budget presented
Kamalanagar, 16 August, 2019: The regular Budget of CADC for the current financial year was presented today in the first sitting of the Monsoon Session, 2019 for an amount of Rs.95,28,98,000/-. The first four months of the current financial year had to be transacted on Vote On Accounts as regular full budget could not be passed due to election model code of conduct coming into force following announcement of Lok Sabha election.
Of the allocated budget figure of Rs.95,28,98,000/- the amount earmarked for salary is Rs.88,15,62,000/- which 93% of total revenue account. The remaining 7% is meant for administrative costs and minor works for development purpose.
The salary estimated in the expenditure head of the budget accounts for a salary deficit of Rs.11,49,23,000/-. The CEM, CADC Dg. Rasik Mohan Chakma in his budget speech stated that representation to the state government has been made for additional fund to meet the deficit in salary.
To meet the ever increasing payment towards pension of retired employees Rs.6,78,02,260/- has been contributed by CADC to the Employees Pension Fund out of normal Grant-in-Aid, State Finance Commission Grants Fund, 2018-19, the CEM said in his speech while stating that as many as 25 number of employees are retiring from service in the current financial year.
The Budget allocated a larger share of the meager amount left for developmental works towards reviving the schools that has remained neglected.
Today’s sitting also show an official resolution being moved by CEM, CADC on appointment of Group A and Group B Officers of CADC. The resolution sought to appoint as many as 19 numbers of officers during 2019-20 under different departments.
The CEM, CADC also introduced a bill seeking to legislate the CADC (Land and Revenue) Rules, 2019 under powers conferred by section 21 of CADC (Land and Revenue) Act, 2002.
