In pursuance of the resolution adopted in the meeting of the Executive Committee, held on 19th August, 2026, a Study Group on ‘Assessment and extraction of minerals in CADC’ is hereby constituted as under:-
Aizawl, 01 September 2026: Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC), Shri Nirupam Chakma, met Principal Chief Conservator of Forests (PCCF), Government of Mizoram, Shri Rajeev Kumar Tiwari, in Aizawl on 31 August 2026 to discuss forest conservation, environmental protection and the effective implementation of forestry-related schemes in CADC. Shri Kalendra Tongchangya, OSD, Chakma House, Aizawl, accompanied the CEM during the meeting.
During the interaction, the PCCF briefed the CEM on major forestry and environmental programmes, including the Compensatory Afforestation Fund Management and Planning Authority (CAMPA), the Green India Mission, and programmes related to Forest Fire Risk Mitigation and Management.
The PCCF emphasised the need for stronger coordination between the Forest officials of CADC and the State Forest Department. He stated that regular communication, technical interaction and greater exchange of knowledge between the two levels of forest administration would contribute significantly to improving forest management and conservation in CADC.
Shri Nirupam Chakma appreciated the PCCF for providing valuable information on the various schemes and expressed his willingness to strengthen institutional coordination with the State Forest Department. He stated that CADC would explore greater participation in relevant forestry and environmental programmes to conserve the areaโs rich forest resources while supporting sustainable livelihoods of local communities.
The CEM stressed that forest conservation and community participation must go hand in hand, particularly in a tribal area like CADC, where forests are closely linked with the livelihood, culture and traditional practices of the people.
The meeting concluded on a positive note, with both sides emphasising the importance of continued cooperation and coordination towards sustainable forest management and environmental protection in CADC.

๐๐๐ฆ๐๐ฅ๐๐ง๐๐ ๐๐ซ, ๐๐ ๐๐ฎ๐ ๐ฎ๐ฌ๐ญ ๐๐๐๐: The Chakma Autonomous District Council (CADC) launched the โEk Ped Maa Ke Naam 3.0โ programme at the New Secretariat Complex, Udalthana, today. A tree plantation drive was held in and around the complex as part of the launch.
โEk Ped Maa Ke Naam 3.0โ is the third edition of the nationwide tree plantation drive being conducted from 5 June to 30 September 2026 under the aegis of Eco Clubs for Mission LiFE. The campaign encourages tree plantation as a tribute to mothers and promotes environmental awareness and responsibility through plantation and care of saplings.
Dg. Nirupam Chakma, Honโble Chief Executive Member (CEM), CADC, was the Chief Guest and formally launched the programme by planting a sapling in memory of his late mother. Members of District Council (MDCs) and senior officers of CADC also took part in the plantation drive. Each MDC planted a sapling dedicated to their mothers at different locations within and around the Secretariat Complex.
A total of 30 saplings of different tree species were planted during the programme.
The programme was organised in coordination with the Environment, Forest & Climate Change Department and the Public Works Department, CADC.
The plantation drive was attended by senior officers of the Council, including the Executive Secretary, CADC; Court President & Recorder, CADC; Secretary to District Council Secretariat, CADC; Senior Finance & Accounts Officer, CADC; Deputy Secretary (GAD), CADC; and District Council Conservator of Forest, CADC.
With the approval of the Executive Committee, Chakma Autonomous District Council, the Environment Forest & Climate Change Department hereby notifies all private Broom-grass (Thysanolaena maxima) gardeners within Chakma Autonomous District Council to register their gardens with the department on or before 15th of September, 2026.
Kamalanagar, 14 August, 2026: The Honโble Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC), Dg. Nirupam Chakma, during an inspection visit to the Central Nursery Farm at Sadarasora, today directed the concerned department to take up measures for improving the nurseryโs infrastructure, management and facilities for visitors.
The CEM was accompanied by Chairman, CADC, Dg. Kali Kumar Tongchangya; Deputy Chairman, Dg. Sundor Muni Chakma; Dg. Mohan Chakma, MDC, Dg. Durjya Dhan Chakma, former CEM, CADC, and District Council Conservator of Forests (DCCF), CADC, Dg. Nilo Ranjan Chakma; and others.
During the inspection, the CEM directed the construction of a dedicated water reservoir within the nursery premises. He also directed that sitting areas be provided and the existing waiting sheds be electrified for the convenience of visitors.
He further directed that informative signboards be installed for the species maintained at the nursery, displaying their local, common and scientific names. The nursery beds are also to be systematically numbered and classified according to species to facilitate proper management and maintenance of records.
The CEM also directed the department to put in place a standard rate structure for different species to facilitate nursery sales and revenue collection. He further advised that the nursery maintain a diverse range of species, with priority given to native species.
According to the District Council Conservator of Forests, the Central Nursery Farm, Sadarasora, presently has approximately 30,000 saplings in stock, after supplying saplings to various organisations. Major species available at the nursery include Nageswar (Mesua ferrea), Agar (Aquilaria malaccensis), Ottel (Terminalia chebula), Arjun (Terminalia arjuna), Mahogany (Swietenia mahagoni), Bokul (Mimusops elengi), Debdaru (Cedrus deodara), Osweng (Bischofia javanica), Mango (Mangifera indica), Jackfruit (Artocarpus heterophyllus), Garjan (Dipterocarpus turbinatus) and Samani (Artocarpus chama), besides Sorbet and Khujumgulo.
In exercise of the powers conferred under Rule 30 of Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2002 and as amended from time to time read with rule 4 of CADC (Allocation of Business) Rules, 2009, the Chief Executive Member, Chakma Autonomous District Council is pleased to allocate portfolios among the members of the Executive Committee of the 11th Chakma Autonomous District Council as shown below with immediate effect.
A sanction not exceeding to Rs.112.50 lakh is hereby accorded by Pu Donny Lalruatsanga, Deputy Commissioner, Lawngtlai and Caretaker, CADC in respect of horticulture department, CADC being payment of financial assistance to farmers of broomstick garden as per the selection list of the Beneficiary Selection Committee of horticulture department, CADC which is appended herewith in ANNEXURE-I.
The above expenditure shall be debitable out of 3rd & 4th Quarter of GIA-Genl. (Non-Salary) during the financial year, 2025-2026 under Horticulture Department against the head of “Financial Assistance to Farmers of broom stick gardens and other horticultural gardens”
The Horticulture Department of the Chakma Autonomous District Council (CADC) has notified the official guidelines and selection criteria for the “Financial Assistance to Farmers of Broomstick Gardens” scheme. Issued on March 18, 2026, following approval from the Deputy Commissioner of Lawngtlai, this initiative implements a directive from the Governorโs Secretariat to support local cultivators.
Beneficiary Selection: Priority is given to low-income households (BPL), women farmers, and residents of areas suitable for broom grass cultivation. Applicants must commit to sustainable harvesting practices without using harmful chemicals.
Application Procedure: Interested farmers must submit applications to the District Council Horticulture Officer, including a passport photo, Aadhaar card, Voter ID, and bank passbook. All applications require a formal recommendation and meeting minutes from the respective Village Council Executive Body.
Verification and Oversight: The Horticulture Department will conduct field verifications after the disbursement of financial assistance to ensure the funds are used according to the established guidelines.

Key Directives for Compliance:Protect the Tenderer: Permit holders must not transgress or interfere with the operational jurisdiction and trade of the Broom Grass Tenderer. Stop Illegal Transport: Forest Officials are directed to strictly monitor and prevent any illegal Transit Pass or unauthorized transportation of broom grass. Accurate Ground Truthing: Officials must conduct accurate ground truthing of private gardens; falsified reports will be viewed seriously. No Collective Transport: Registered Private Broom Grass Gardeners are strictly prohibited from combining their loads or collectively transporting broom grass. Each gardener must transport their harvest individually to prevent permit misuse and ensure transparency.
