Kamalanagar, 23 March, 2021: Steel almirah and low benches were distributed today to all the 88 village councils under Chakma Autonomous District Council in a short programme organised by Local Administration Department, CADC.
The programme was graced by Dg. Uday Tongchangya, Executive Member i/c LAD, etc. While emphasizing the need to provide the village councils with the basic essentials like almirahs, benches, etc. he stated that this initiative will go to fulfill the gap.
Each village council was allotted one steel almirah and 10 numbers of low benches. Earlier under the same scheme necessary office stationaries were given to the village councils for their smooth functioning.

The arrangement for the furniture and office stationaries has been made with fund provision to the tune of Rs.30,81,000/- under Additional Grants of GIA to Village Councils (Mizoram Finance Commission), 2019-2020.
Kamalanagar, 26 January, 2021: The 72nd Republic Day of India was celebrated at Kamalanagar, Chakma Autonomous District Council with grand arrangement made by Sub-Divisional Office, Chawngte in the Kamalanagar football playground.
The programme was attended by CADC Councilors, officials of CADC and State Government, village council and local NGO leaders.
Traditional dance performances were presented on the occasion by CADC Art & Culture troupe, Br. YMA Chawngte (L) and Br. YMA Chawngte (P).
Pu S. Kaptluanga, SDO(C), Chawngte Sub-Division and Chief Guest of the programme in his speech highlighted the various developmental achievement made in CADC despite difficulties posed by Covid-19 pandemic.
While emphasizing how roads are important for development of any place he said that as many as 12 roads are under construction within CADC under PMGSY. He appreciated the effort being made by state PWD, CADC PWD and local MLA for pavement of internal roads of town and villages within CADC.
He noted that almost most places within CADC are now accessible by mobile network which is a great leap forward considering the condition just a few years back. He has expressed hope that erection of all pending signal towers would be completed within this year.
The crisis for potable water within Kamalanagar town is an ever growing problem. The SDO said that the Chawngte Composite Water Supply Scheme Phase-I for an amount of Rs.9 Crores approved under NABARD will address the problem.
CADC also organised the celebration of the Day early in the morning in the premises of CADC Secretariat. Dg. Durjya Dhan Chakma, Executive Member and i/c CEM, CADC graced the occasion as Chief Guest.
Speaking on the occasion attended by CADC Councilors and employees of CADC he shared the developmental activities undertaken by the current Executive Committee, CADC within two years of assuming office.
He remarked, āIt is a tribute to this very Day to be able to announce that since assuming office we have passed six Rules, six Amendment Rules/Acts and adopted three Rulesā.
He said, āOur emphasis has been for education and towards this we have done away with charging of school admission fees, repaired all school buildings, provided benches to all schools on need basis, constructed as many as 11 new school buildings, 10 more are under construction funded by NEC, awarded Senior grade/Selection grade to deprived teachersā.
During the course of his speech the various achievements highlighted include purchase of 11 numbers of scorpio (Rs.169 lakhs), one 407 Tipper for disposal of garbage (Rs.14 lakhs), installation of deep borewell at Chakma House, Aizawl (Rs.7 lakhs), blacktopping of Borapansury internal roads (Rs.69 Lakhs), construction of brick kiln (Rs.70 lakhs), construction of drainage system in Kamalanagar-III (Rs.60 lakh), vertical extension of PWD office (Rs.49 lakhs), construction of community hall at Parva and Saizawh (W) (Rs.50 lakh), Construction of recreation centre at Kamalanagar-IV (Rs.30 lakh) and rice area expansion (Rs.295 lakh).
He also made mention of various projects under PMJVK that have been approved for financial sanction like construction of Astro Turf football playground at Kamalanagar (Rs.532 Lakhs), construction of community service centre (Rs.140 Lakhs), construction of girls hostel at Kamalanagar (Rs.283 lakhs) and construction of volley ball court with viewing gallery (Rs.33 lakhs).
He further said that 700 families under Animal Husbandry & Vety, 167 families under RKVY, 80 families under CM Rural Housing and 100 families under NEDP for rural housing have benefitted so far.
āTo do justice to the many deprived employees of CADC we have promoted 75 employees, upgraded the pay of 57, regularized 101 MR/Fixed Pay employees and regularized 39 Non-formal teachersā.
In an effort to equip the offices with technical staff he said the present Executive Committee has deputed as many as 50 trainees for various technical courses in forestry, agriculture, sericulture, fishery, horticulture and music.
Kamalanagar, 22 January, 2020: In a programme organised by Education Department, Chakma Autonomous District Council in the premises of Kamalanagar Public School Dg. Durjya Dhan Chakma, EM & i/c CEM, CADC launched the the distribution of subsidised solar study lamp for needy students.
The programme will benefit as many as 6739 students from 65 schools under CADC. The set includes a solar panel of 2.5 Wp power rating and a LED table lamp.

The scheme has been pursued by CADC with Zoram Energy Development Agency (ZEDA). The study lamp set is being distributed for a contribution share of Rs.80/- by the student. The real cost of the set is Rs.480/-.
Dg. Durjya Dhan Chakma speaking to a gathering attended by teachers from different school said that disruption of studies due to irregular power supply, absence of power supply and dependence on kerosene lamp will get addressed.
It was said that the scheme has been delayed due to Covid-19 pandemic.
Kamalanagar, 12 January, 2021: The Winter Session of Chakma Autonomous District Council which started on 5th January concluded today with its third sitting. The Second Sitting was held on 8th January.
In three Sittings the Session has passed one amendment bill, two bills, adopted a Rule of Mizoram Government and answered 12 unstarred and 2 starred questions.
In the Second Sitting the CADC (Constitution and Conduct of Business, etc.) (Amendment) Rules, 2020 was passed and the Mizoram Government Employees (Counting of Past Service) Rules, 2020 was adopted.
In the third Sitting held today the CADC (Finance & Accounts) Services Rules, 2020 and the CADC (Publication Board) Rules, 2020 were discussed and passed.
The Finance and Accounts Department will be the second department in CADC to have its own service rule, the first being the Legislative Department which had its service rule (Chakma Autonomous District Council Secretariat (Recruitment and Condition of Services) Rule, 2020) passed in the Special Budget Session, 2020 held in the month of July, 2020. The Bill mover Dg. Rasik Mohan Chakma, Honāble CEM, CADC made a point that effort shall be made to make every department have their own services rules. Presently, there is only one services rule for all the departments of CADC.
The CEM also expressed regret over the inordinate long time taken for the rules to receive the assent of the Governor. As many as 13 thirteen rules passed by CADC are languishing with the government of Mizoram for the assent of the Governor.
Kamalanagar, 05 January, 2021: The Winter Session of Chakma Autonomous District Council started today with all precautionary measures in place to avoid the spread of Covid-19.
The sitting answered seven unstarred questions and one starred question all of which were put by opposition members belonging to BJP. Some of the questions sought the list of employees regularized by the present Executive Committee, list of resident traders issued trade licences and fees charged, details of projects/schemes sanctioned by NEC, details of works and list of beneficiaries under RKVY during 2018-2021, details of beneficiary farmers and assistant amount received under AH & Vety Department during 2020-21 and detail of Local Revenues received during 2020-21.
The sitting introduced one amendment bill, one bill and a rule of Mizoram government for adoption. The CADC (Constitution and Conduct of Business etc.) (Amendment) Rulesā 2020 and the Mizoram Government Employees (Counting of Past Service) Rules 2020 were introduced by Dg. Rasik Mohan Chakma, CEM, CADC and CADC (Publication Board) Rules, 2020 was introduced by Dg. Lakhi Dhan Chakma, EM i/c Art & Culture, etc. The rules will be discussed and voted in the subsequent sittings.
The CADC (Constitution and Conduct of Business etc.) (Amendment) Rulesā 2020 seek to amend clause (g) of Sub-rule 2 of Rule 28 of principal Rules. If the amendment get passed and receives the assent of the Governor prior approval of the Governor will not be required to fill up created gazette officer post falling vacant due to retirement or death.
The CADC (Publication Board) Rules will facilitate for formation of a Publication Board for the first time to promote and patronize publication of books in Chakma language.
The adoption of the Mizoram Government Employees (Counting of Past Service) Rules, 2020 will fulfill the absence of any rules for CADC to regulate the condition of service of officials with prior service rendered as Work charged, Contract, Provisional or any ad hoc/officiating employees.
Kamalanagar, 24 December, 2020:Ā Ā Ā Dg. Rasik Mohan Chakma, Chief Executive Member, Chakma Autonomous District Council today flagged off the WRC Land Expansion project funded by NEC under Community Development Programme in a programme organised by Agriculture Department, CADC. The programme was held at Udalthana, a village 5 km from Kamalanagar which has abundant low land interspersed by hills suitable forĀ conversion to WRC land.
The project will develop a total area of 115.7 Hectares at a total project cost of Rs.295.68 lakhs. 17 areas will be covered under the project. On an average each beneficiary will get 36 hours of work time. However, the estimated work time shall vary depending upon the nature of the landscape. For land with steep gradient where it would be uneconomical the estimated work time will be curtailed.
The programme was attended by Dg. H. Amaresh Chakma, Chairman, CADC, Dg. Buban Kumar Chakma, EM i/c Agriculture besides other MDCs, village council leaders and beneficiary farmers.
The project was flagged off with the battle cry – ‘Nobody shall live under shortage of food”.
The CEM speaking assured of more projects to bring more land under WRC citing Rs.750 crore set aside by Mizoram Government under SEDP and two other projects one amounting to Rs.19 crore and another Rs.30 crore submitted by CADC to the concerned Central Ministry. He also made mention of a fishery project amounting to Rs.2.20 Crore that is about to be sanctioned by January 2021 which shall seek to make CADC self-sufficient in fish production.
He said, “It shall be our endeavour that no land is left fallow and everyone have opportunity for livelihood irrespective of one’s political affiliation.”
He said that in addition to expansion of WRC land the project would encourage more people to switch from shifting/jhum cultivation to permanent/settled cultivation while stating that till today a large section of the people continue to practice jhum cultivation. He has urged for more people to adopt settled way of cultivation while adding that civilisation has been possible when mankind gave up nomadic life.
“More than making fund available for developmental activity, ensuring its proper utilization and making the benefit reach the target group is important”, he remarked.
He further added, “CADC have received enough fund under various central government programme during the last one decade but commensurate development has not happened because there is a problem with our attitude which must change for the better”.
Dg. Buban Kumar Chakma, EM i/c Agriculture giving credit to the able leadership of Dg. Rasik Mohan Chakma for the project said, “It shall be ensured the project is implemented properly and monitoring will be conducted from time to time for the purpose”.
He further added, “I shall personally make time for monitoring the work.”
Kamalanagar, 16 December, 2020: In a programme organised by District Council Secretariat Dg. Rasik Mohan Chakma, CEM, CADC today released a book of compilation of all Acts, Rules & Regulations legislated by Chakma Autonomous District Council till date since 1972.
The programme was attended by Dg. H. Amaresh Chakma, Chairman, CADC besides other MDCs, HODs of different department of CADC and NGO leaders.
The book has been published by District Council Secretariat, CADC at a cost of Rs.4 Lakhs. A total of 1000 copies have been printed which will be available on demand for a price of Rs.300. This is the third book of the department being published during the last four years as reported by Dg. Digambar Chakma, Secretary, District Council Secretariat.

The CEM speaking on the occasion stated that the first and foremost duty of their being elected as representative of the people is to make rules for better governance. He has remarked, āIn introspection it seems we have partially failed with this foremost duty of a legislator given just 25 rules have been legislated in a span of 48 years of Councilās existenceā.
He recalled how CADC has governed its people with mere 4 to 5 rules till 1999. While pointing to our lack of understanding about the significance of legislating rules he said that it took till 2002 for CADC to frame its own Constitution and Conduct of Business Rules. Till 2002, for 28 years, CADC managed with the Mizoram Autonomous District Council (Constitution and Conduct of Business) Rules 1974 made by the Governor for the three ADCs.
He said during his previous terms as CEM some 16 to 17 rules were legislated and added that this current term of his has passed as many as 8 rules so far which are awaited for assent of the Governor.
He further said, āThe duty does not get over with mere legislation of rules. Implementation of the rules has to be ensured by the Executive, of which the ministerial staff including all the officers assembled here are a part.ā
He urged the staff to refer to the rules as often as possible while discharging their duties so that the decision makers are better informed before taking any decision.
Nagdarasora, 08 December, 2020:Ā Ā Ā Pu S Kaptluanga, SDO(C) and BDO, Chawngte RD Block, today visited Nagdarasora accompanied by Dg. Ganachandra Chakma, Education Officer, CADC, Pu Rattan Kumar, SDPO, Chawngte and Prabin Chakma, I&PRO, CADC to see the construction of the road connecting Udalthana and Gulsinghbapsora via Nagdarasora and the construction of a new Primary School building.Ā
The team was accorded a warm welcome by the villagers who gathered at the entrance of the village.Ā
The road measuring more than 15 km is being constructed at a cost of Rs.1.20 Crore funded under BADP. The construction will only do the formation cutting of the road. The SDO said permanent works like surface metaling, construction of drains and culverts will be done from other schemes.
For the first time Nagdarasora will be connected by road. The internal road of the village has been also cut from the fund and now vehicle can reach the village in about 2 hours. Earlier, it used to take more than 6 hours on foot.
The team also visited the school under construction. The school is being constructed at a cost of Rs.22 Lakhs with full brick wall consisting of 5 rooms under BADP.
The SDO interacted with the villagers and he was told about the other need of the village for a Community hall, a Bazar shed and a football field.
Pu Kaptluanga expressed concern to the villagers about the lot of trees being felled for log which he has seen while coming on the way and urged the villagers to ensure forest cover is protected while adding that things like road for development becomes meaningless if environment turns out to be a victim.Ā
Kamalanagar, 03 December, 2020: Pu Robert Romawia Royte, Honāble Minister of State who has arrived yesterday at Kamalanagar, headquarters of Chakma Autonomous District Council today unveiled the laying of Astro Turf surface at Kamalanagar Football Playground amidst great excitement especially among the young sports enthusiasts. The event was witnessed by a huge crowd.

The programme was attended by Dg. Rasik Mohan Chakma, CEM, CADC, Pu Lawmawma Tochhawng, Vice-Chairman, HPC Lunglei and Pu S. Kaptluanga, SDO(C), Chawngte besides other dignitaries.
The infrastructure will be first of its kind for this remote area. The creation of the asset indicates the keen intention of the government to make available world class sporting infrastructure to the remotest part of the state to provide opportunity to young talents. Football is the most loved game of the state and it has produced world class players who have excelled in the game at the national level.
The laying of artificial turf will be done at a cost of Rs.532.50 Lakhs which will also include site preparation, security fencing, concrete paver block footpath around the ground and RCC building for pavilion and changing room. The Department of Sports and Youth Services, Government of Mizoram will provide technical and professional assistance. The Project will be operated and maintained by the Department.
Pu Royte, addressing the gathering said that the construction of the football ground will be the beginning of an era of development for this backward area and cited many projects that are in the pipeline for this area like Construction of Community Service Centre at a cost of Rs.140 Lakhs, Construction of Girls Hostel at a cost of Rs.282.80 Lakhs, Construction of Volley Ball Court with viewing gallery at a cost of Rs.32.87 Lakhs and construction of Residential School at a cost of Rs.3461.70 Lakhs. He has said a football academy shall also be established at Chawngte in the coming days.

He urged for communal harmony between all the communities like Lushai, Chakma, Lai, Bawm, Bru, Hindu Bengali and Muslim Bengali living in Chawngte and Kamalanagar and added that the football ground shall be a force of integration and unity between the different communities. Incidentally Pu Royte was wearing a Mizo traditional shirt and a Chakma waist coat.
He stated, āWorking for social and economic development of the minority communities of Mizoram was in our election manifesto and we shall remain committed to its spirit.ā
He further added, āWithout developing backward southern Mizoram we cannot claim to be a developed state.ā
Dg. Rasik Mohan Chakma was full of appreciation for Pu Royte for his ability to reign-in central fund for developmental work and thanked him profusely for the project which he stated was beyond their expectation, Kamalanagar being such a small town located in the remote corner of the state. He praised for his vision of inclusiveness, to develop Mizoram as a whole and his love for Mizoram. Apprising the Minister about CADC he said, āHere our needs are all very basic and for developing this area one has to start from the scratch.ā
Kamalanagar, 01 December, 2020: Dg. Rasik Mohan Chakma, Honāble CEM, CADC today inaugurated the completion PCC pavement of internal roads of Saizawh (W) village about 1 Km from Kamalanagar in a programme organised by Pu. S. Kaptluanga, SDO (C) and BDO, Chawngte RD Block.
The pavement of the road measuring 500 m long was completed at a cost of Rs.12 Lakhs. Bamboo reinforcement which is gaining widespread usage has been used in the pavement of the road. The work has been funded by Rural Development Department, Government of Mizoram.
The CEM and the SDO(C) speaking made mention of other developmental works being executed within Saizawh village during the current term of the Executive Committee, CADC. PCC pavement of another road within Saizawh at a cost of Rs.5.7 lakhs, construction of Saizawh (W) Comprehensive Middle School at a cost of Rs.31 Lakhs and Construction of Community Hall at a cost of Rs.20 Lakhs are the major works so far taken up.
Saizawh (W) is a village lived by the āBawmā and āThlanglauā tribe and its origin dates back to 1948. It has a population of 470 as per record of village population register.
