Kamalanagar, 14 Nov. 2016: Mizoram Governor Lt. Gen. Nirbhay Sharma who is on a visit of the three Autonomous District Councils arrived Kamalanagar today at 10 in the morning by helicopter. He was received by the Dg. Kali Kumar Tongchangya, CEM, CADC and Pu. Lalfakzual, SDO (Civil) at the Kamalanagar helipad. The guard of honour was done by the 225 Battalion CRPF based at Kamalanagar.

Mizoram Governor Is Coming To Kamalanagar Next Monday
Kamalanagar, 10 November 2016: His Excellency the Governor of Mizoram Lt. Gen(Rtd) Nirbhay Sharma will be on a tour next Monday, 14th November 2016 to the three ADCs—CADC, LADC and MADC. He will land at the Kamalanagar helipad at 10:10 am and will stay for about an hour. He will be visiting developmental works such as Kamalanagar College, Modernization of Kamalanagar Town and Kamalanagar Town road under SPA.
Adult Education Dept. Conducts Awareness Campaign On Literacy Drive
Kamalanagar,9 Dec. 2016: In an effort to fight illiteracy in CADC the Adult Education Dept, CADC Dg. organised a awareness campaign on total literacy drive at KMM Comph. M. School. The literacy rate of CADC as per census 2011 is 46% against the state average of 92%.
By-Election To Be Held In 4 Village Councils Of CADC
Kamalanagar, 6 Nov. 2016: The State Election Commission has notified by-election in the village councils of Kurbalobasora, Saizawh (W), Longpuighat-II and Golasury under CADC to be held on 18 November 2016.
Borapansury-1 Village Council Dissolved
Kamalanagar, 6 Nov. 2016: The MNF party run Village Council of Borapansury-1 under CADC was dissolved last week on 28th October on the grounds of financial misappropriation and corrupt practices of the village council under a notification issued by the Local Administration Department, CADC. This is the only MNF party village council besides the Vaseitlang-2.
The Borapansury-1 and Vaseitlang-2 Village Councils are the only Village Councils in the last VC General Election of 25/2/2015, the MNF party managed to win with absolute majority.
A complaint was lodged by Dg. Ananta Kumar Chakma, Member, Vigilance Committee, NFSA, Borapansury-1 and Dg. Guno Muni Chakma, Ex-VCP, Borapansury-1 on 5/9/2016 with charges of malpractice in the allocation of Family ration cards under National Food Security Act (NFSA) and misappropriation of funds collected out of MGNREGA wages for development of newly established Higher secondary School.
An enquiry and on the spot verification was instituted which observed the following:
· The VC allotted Family Ration Cards under PHH to Government/Semi-Government employees in violation of relevant section of NFSA.
· The selection awarding different categories of ration cards has been made without consent of Vigilance Committee of NFSA, Borapansury-1 and holding meeting with the members of the Committee.
· The VC President embezzled the amount of 1(one) day MGNREA wages of Rs.25,325/- donated by the general public of Borapansury-1.
· Village Council Proceeding register in support of the decision taken in the Gram Sabha meeting regarding proposal/execution of MGNREA works was not maintained.
· No Cash Book showing actual receipt & payment of VC Fund received from CADC and State Government was maintained.
· Full payment to 29 additional Job Card holders granted during 2015 were not made.
The notification appointed Dg. Guno Muni Chakma s/o Chiba Choga Chakma of Borapansury-1 as Administrator to assume the charge of Village Council President and Village Council Court for the interim period till a new village council is elected.
CADC Employees Medical Reimbursement Allowance Increased
Kamalanagar, 3 November 2016:The fixed Medical Re-imbursement allowance for the employees of CADC has been revised and increased from the existing rate of Rs.500 to Rs.1000. The MR allowance is paid as part of their salaries. The increase will be effective from the month of October.
The CDCEA and CDCTA earlier have approached the CADC authority and submitted a representation for the same. The associations are all thankful and expressed happiness over the present Executive Committee of CADC for the upward revision of the allowance.
Tribute To Dg. Amulya Chandra Debnath, Deputy Secretary, CADC
Kamalanagar, 13 October 2016: Amulya Chandra Debnath, the Deputy Secretary of Chakma Autonomous District Council passed away this morning at Silchar Medical College at 1:45 am due to cardiac arrest. He was in Silchar for his routine visit to attend the Durga Puja festival and to get some official works of CADC done at the income tax office. It was learnt that he called up Dg. Chandra Bikash Chakma, Office Superintendent, General Administration Department, a colleague, a few days back and informed that he was diagnosed to have been infected with typhoid. He is said to have told the medicine he was prescribed caused him adverse reaction. His last remains were cremated this evening at Silchar.
Dg. Kali Kumar Tongchangya, CEM, CADC and Dg. Dayal Chandra Chakma, Chairman, CADC sent condolence messages to his bereaved family members at Silchar. Earlier condolence service was offered in the premises of CADC Secretariat and the day was declared a holiday in his honour.
He served the District Council under various positions till he retired this year on 31/01/2016. However, his service was extended for a year while considering his invaluable service worthy of extension. The instance was, first ever, in the history of the Council. He joined the District Council during the first elected term of CADC in 11/05/1977 as a typist when Dg. Nilo Muni Chakma was the CEM. Subsequently he held the posts of Steno-II, Assistant-cum-Steno, Office Superintendent, Under Secretary and Deputy Secretary. His entire service life spans over all the elected councils so far witnessed. His untimely demise is a great loss to the District Council. A repository of information on the affairs of the council since almost the time of its creation has been lost. If he would have lived beyond his full retirement he may have worked on a book about the history of the Chakma ADC.
He served like a true employee of an institution. He lived up to the obligation of a government servant maintaining official secrecy with whoever he happened to work throughout his service life.
He was an avid learner. His zeal to improve himself is evident from the fact that he completed his graduation and Post-Graduation while in service from IGNOU.
He was the first of the three children of Shri Chandra Mohan Debnath and Smt. Priyobala Debnath born on 2/5/1956. He is survived by wife Smt. Gauri Debnath and daughters Smt. Arpita Debnath and Miss Ankita Debnath.
CADC Executed The Agreement Signed With The NGOs; NGOs Protest Is Politically Motivated
Kamalanagar, 29 September 2016: The procession taken out on 27/9/2016 by the Joint NGOs comprising of Young Chakma Association and Mizoram Chakma Student Union against alleged non-fulfillment of the agreement signed between the NGOs and CADC authority is purely motivated by political interest.
CADC has executed the agreement fully. All the appointments except one as per the agreement signed between the Joint NGOs (YCA and MCSU(C)) have been terminated. The one whose service has not been terminated was found to be not falling within the period of appointments that the NGOs made their demand for termination. Continue reading
Gauhati High Court, Aizawl Bench Dismisses The Writ Petition Filed By BJP VC Members Of Baganpara; CADC Urged to Re-Look The CADC VC Act 2003
Kamalanagar, 24 September 2016: The Gauhati High Court Aizawl Bench, in its Judgment dated 31.08.2016 over the W.P.(C) No.109 of 2015, while dismissing the writ petition filed by the BJP Village Council members of Baganpara on the ground that there was no challenge to the Chakma Autonomous District Council (Village Council) Act 2003 expressed opinion that the concerned authority should have a re-look into the provision of the CADC (Village Council) Act, 2003 with regards to the voting rights of the Nominated Members for election /selection of the President/Vice-President of the Village Councils. CEMs of Three Autonomous Councils Met Chief Minister
Kamalanagar, 8 September 2016: The Chief Executive Members of the Chakma, Lai and Mara Autonomous District Councils met the Chief Minister Pu Lal Thanhawla on his arrival from Kolkata who attended a programme on the canonization of Mother Teresa.
The 3 CEMs Dg. Kali Kumar Tongchangya, CADC, Pu. Zachono, MADC and Pu. VL Hmuaka, LADC submitted a joint petition regarding review of the position of the Chief Executive Member, Chairman, Executive Member and Members of the Autonomous District Council in the table of precedence for maintenance of protocol. They also took up the matter of funding system in respect of the Autonomous District Councils. Funds to the ADCs are now sanctioned on monthly installment basis instead of installments in every four months.
The Salary deficit for the month of March in the last financial year was also raised with the Chief Minister.
