Kamalanagar, January 18, 2019: In the floor test of Chakma Autonomous District Council conducted today under the chairmanship of Deputy Commissioner, Lawngtlai at the behest of the Governor,Dg. Shanti Jiban Chakma incumbent Chief Executive Member, CADC lost the trust vote to Dg. Rasik Mohan Chakma, leader of the opposition. 

Dg. Shanti Jiban Chakma secured 1(vote) in his favour while 11(eleven) MDCs raised hands in favour of Dg. Rasik Mohan Chakma. 

The Governor, yesterday, issued a notification calling for conduct of floor test of CADC to end the poltical impasse over claim of majority. The sub-rule (6) of rule 33 of CADC (Constitution, Conduct of Business, etc.) Rules 2002 empowers the Governor to summon the Chakma District Council at anytime he deems necessary in the interest of the public.

Earlier, in the recently concluded CADC Winter Session held from 14th to 15th January the opposition MNF removed the CEM and Chairman through no-confidence motion and subsequently, claimed majority to form the new Executive Committee of CADC. On the other hand, the parties in the treasury bench cried foul play and demanded Governor’s intervention. 

In order to ascertain the claim of majority by two groups, the Governor ordered for the floor test to be conducted by the Deputy Commissioner, Lawngtlai for free and fair transaction of business.

Kamalanagar, January 17, 2019: The Governor of Mizoram in a notification issued today ordered for a floor test of Chakma Autonomous District Council to be conducted tomorrow. The floor test will be conducted by the Deputy Commissioner, Lawngtlai District.
The notification has been served to end the political embroglio that has been witnessed since a couple of months.

In the recently concluded CADC Winter Session held from 15th – 16th January the Chairman and Chief Executive Member were removed in succession in two consecutive days through no-confidence motions.

The opposition MNF with 7 MDCs gained in numerical strength with 4 Congress MDCs crossing over to the MNF and the MNF taking advantage of its new position engineered the manoeuvre to remove the Chairman and the CEM. Following the removal of the CEM and thereby the Executive Committee, the MNF Legislature Party comprising of 11 MDCs staked claim to form the new Executive Committee with Dg. Rasik Mohan Chakma as CEM.

While the BJP and the Congress in CADC alleged foul play and expressed grievances with the Governor.

The political instability of the CADC started with the resignation of six Executive Members of 10th CADC when the Mizoram Assembly Election held in November was closing in. This was followed by withdrawal of support from the United Legislature Party by seven Congress MDCs. The United Legislature Party was formed between 5 BJP MDCs and 7 Congress MDCs to overcome the fractured manadate of CADC General Election held in April 2018.

Kamalanagar, January 16, 2019: In a quick development following the removal of Chief Executive Member, CADC Dg. Shanti Jiban Chakma in a no-confidence motion moved in the second sitting of the Winter Session held yesterday the MNF Legislature Party claimed majority to form the new Executive Committee of CADC. 

Dg. Rasik Mohan Chakma, the leader of the MNF Legislature Party of CADC in a letter addressed to the Secretary, District Council and Minority Affairs Department dated 15/1/2019 claimed majority to form the Executive Committee, CADC. 

The letter stated the inaction of the authority to their ealier intimation dated 7/1/2019 regarding claim of majority which compelled them to remove the CEM, CADC, thereby the Executive Committee in a no-confidence motion of CADC Session held on 15/1/2019.

Dg. Rasik Mohan Chakma in the letter requested to appoint him the new Chief Executive Member as per appropriate section of rules.

The MNF party has won 8 seats out of 20 in the last CADC General Election held in April 2018 while the Congress and the BJP won 7 and 5 seats respectively. Under the given circumstances with no party gaining clear majority the Congress and the BJP joined hands to form the Executive Committee. In the meantime due to death of a sitting MDC of the MNF the tally for the MNF was reduced to 7. The MNF gained majority when 4 MDCs of the Congress split and joined the MNF party enhancing their tally to 11, just enough for simple majority.

Kamalanagar, January 15, 2019: Hard on the heels of removal of Dg. Buddhalila Chakma from the office of the Chairman, Chakma Autonomous District Council, the Winter Session of 10th Chakma Autonomous District Council in its second sitting held today removed incumbent Chief Executive Member, CADC Dg. Shanti Jiban Chakma in a no-confidence motion moved by Dg. Rasik Mohan Chakma, MDC.

With the removal of the Chief Executive Member, the Executive Committee, Chakma Autonomous District Council stand dissolved. 

The motion was sustained with 10 members voting in favour and 1 against. 7 members remained absent including the CEM against whom the motion was moved. 

The Session was presided over by Dg. Durjya Dhan Chakma, Deputy Chairman in the absence of the Chairman due to his removal a day earlier in the first sitting. 

The motion of no-confidence was moved by Dg. Rasik Mohan Chakma, leader of the opposition in the first half of the sitting and the Deputy Chairman applying sub-rule 2 of Rule 84 adjourned the session until 2 pm to take up the motion. The motion was discussed and upheld with a majority vote. 

The development is a fallout caused following 4 MDCs of the Congress party out of 7, splitting and joining the MNF party enhancing its strength to 11, just enough for a clear majority in the 20 members strength house. 

Dg. Shanti Jiban Chakma, MDC, who was elected with BJP ticket was installed CEM, CADC on 2nd May 2018.

CADC winter session passes no-confidence motion against Chairman, CADC Dg. Buddhalila Chakma

Kamalanagar, January 14, 2019: The Winter Session of 10th Chakma Autonomous District Council which started today passed a no-confidence motion against the incumbent Chairman, CADC Dg. Buddhalila Chakma. The motion was passed in the 20 members strength house (1 MDC still to be re-elected after expiry of the incumbent) with 10 members voting in favour and 1 member against, while 7 members absenting themselves including the Chairman against whom the motion was moved.

The development came about with 4 Congress MDCs splitting away earlier and joining the MNF party and enhancing the strength of MNF MDCs from 7 to 11.

As per sub-rule 1 of Rule 86 of CADC (Constitution, Conduct of Business, etc) Rule 2002 the Deputy Chairman, Dg. Durjya Dhan Chakma presided over the Session. The motion seeking removal of the Chairman was submitted by Dg. Amit Kumar Chakma, MDC. In the first half of the sitting the Deputy Chairman sought the leave of the session for the motion and was granted. In the second half the motion was moved and passed by a vote of 10 by 1 with 7 members making themselves absent.
The Second sitting of the Winter Session will continue the next day.

Parva finally has a motorable bridge across river Toijong

Kamalanagar, January 11, 2019: Parva a remote strategic village of Chakma Autonomous District Council close to the border of Myanmar and Bangladesh finally got a motorable bridge across river Toijong connecting Parva-II and Parva-III with Parva-I and Parva-IV. The bridge is a culmination of effort intiated by Dr. Arun T. former Deputy Commissioner, Lawngtlai District and carried forward by his successor Pu. N. Chakkhai, incumbent DC, Lawngtlai. .

Way back in 2017 Dr. Arun T. after being posted as Deputy Commissioner of Lawngtlai District received report of how the people of Parva-I and Parva-IV remain cut off during the rainy season for want of a permanent bridge. This motivated him to work a bridge across the river. 

He roped in NABARD for fund provision and Rs. 5 lakh was sanctioned for a motorable bridge under Rural Infrastructure Promotion Fund. 

In the meant time the bailey bridge across river Hawrong on the way from Lawngtlai to Diltlang was being replaced by newly constructed concrete bridge. Dr. Arun T. taking the bailey bridge a preferred option than a simple motorable bridge requested the BRO officials to dismantle the redundant bailey bridge and reuse the materials for construction of the bridge across river Toijong at Parva. The BRO cooperated with the proposal and built the bridge.

The Rs.5 Lakh sanctinoed by NABARD was utilised in construction of the foundation on both side of the bridge. Pu. N. Chakkhai also supplemented with some fund out of Disaster Management to get the bridge completed finally. 

The bridge is significant because of its strategic location at a village near the trijunction of Indo-Bangla-Myanmar border. It will also facilitate easy movement of security forces like the BSF and the Assam Riffle who have bases at Parva.

Kamalanagar, January 11, 2019: Dg. Durjya Dhan Chakma, MDC, Chakma Autonomous District Council was elected uncontested as Deputy Chairman, CADC. The election was conducted in an emergency session held today. 

Earlier, yesterday nomination was filed by Dg. Onish Moy Chakma, MDC besides Dg. Durjya Dhan Chakma. However, Dg. Onish Moy Chakma withdrew his nomination leaving Dg. Durjya Dhan Chakma as the lone contestant. 

Dg. Durjya Dhan Chakma was elected to the 10th Chakma Autonomous District Council in the MDC General Election held in April 2018. He contested from 5-Kamalanagar North MDC Constituency under sponsorship of the MNF party.
