Recruitment to various posts under various departments to CADC to continue

In pursuance of decision taken by the Executive Committee in its meeting held on 9/2/2022, the Executive Committee of Chukma Autonomous District Council is pleased to direct the Recruitment Committee constituted to recruit Assistant (Non-Gazetteed), UDC, LDC, C/A-I, C/A-II and Group – D posts, 2021-2022 under different departments of Chakma Autonomous District Council, to resume the ongoing process of Recruitment which was put on hold as per the direction of the Hon’ble Governor of Mizoram Vide L/No. F.12013/11/2022-DC&MA(C) Aizawl, the 19th January, 2022 . The committee should complete the entire recruitment process and submit the report to the undersigned latest by 23rd February, 2022.

MINUTES OF THE MEETING ON COVID-19 MANAGEMENT AND OTHER RELEVANT MATTERS WITHIN CHAWNGTE SUB-DIVISION

Keeping in view the recent spike in COVID-19 cases, Dr. Manesia Khaimeichho, MCS Sub-Divisional Officer (C), Chawngte convened a meeting on 28th January 2022 at 11 AM in the SDO Conference Hall to chalk out the strategy to contain the further transmission of COVID-19. The chairman welcomed all the members present and initiated the discussion. After a threadbare discussion, the following resolutions have been adopted:

1. Shifting of COVID screening point:

In light of recent abuse/fraud of the measures from civilians, it was decided in the meeting that COVID-19 screening point be enhanced exponentially by relocating the said point to Chawngte (P) waiting shed. Joint VLTF chairman will be at the helm of the overall supervision of activities at the screening point. In addition, he shall prepare a duty roster, comprising of VC and NGO members, as required.

At the same time, medical personnel will continue to render their much-needed services at the screening point. This is done so that stakeholders can supplement each other and share best practices.

2. COVID facilities:

On account of scarcity of functional, well-equipped buildings and the limited carrying capacity of the already identified COVID facilities, K-1 public school is re- designated as Quarantine Centre, where positive contacts will be kept. Likewise, tourist lodge will function as 3C/4C. Positive cases, irrespective of the severity of their infection will be housed together in a single facility. Furthermore, as a preparatory measure for a possible surge, a separate building at K-1 public school complex will be entitled as an ancillary 3C/4C.

Given the close proximity of Chawngte (C)/Kamalangar to its neighboring village councils, Chawngte (P) and (L) village councils will identify structures for QC, 3C and 4C at the earliest. Requisition orders will be issued accordingly.

3. Movement restrictions:

It has also been decided that the existing restrictions on incoming passengers/vehicles from other districts/states into Chawngte Sub-Division leave much to be desired. In order to offset such shortcomings, vehicles will no longer be allowed to enter the Sub-Division area between 10PM to 5AM, unless the drivers/vehicle owners have

obtained a written permission from the undersigned. However, this particular restriction does not apply to vehicles plying/moving within the Sub-Division.

4. Vehicle procurement:

At present, there is no vehicle to transport serious, life-threatening cases from one facility to another. In this regard, CADC is expected to supply a vehicle for the aforesaid purpose.

5. Observance of COVID Appropriate Behavior:

It has been observed multiple times that the general public hasn’t been following COVID Appropriate Behavior (CAB) in letter and spirit. The non-observance pattern is even more marked on market days (Monday, Wednesday & Saturday).

Understanding there’s a need for a coordinated approach by the VCs and NGOs in collaboration with the police for interventions on infringement of CAB, fine collection system will be launched to this end. Under this system, the fine amount will be collected by VLTFs on the spot to deter the offenders from repeating the same mistake. Police department will provide assistance, wherever possible.

Also, in the interest of generating more awareness on CAB, VCs must give special attention to making announcements day and night, especially on market days.

Personal Interview for recruitment to various posts under CADC postponed

In pursuance of the letter received from the District Council & Minority Affairs Department, Govt. of Mizoram, it is notified for information to all concerned that the date for Personal Interview for recruitment to the posts of Assistant, UDC, LDC, C/A-I, C/A-II and Group-D under Chakma Autonomous District Council scheduled to be held 22/01/2022 onwards notified vide No.A.12032/1/2021/2022/RC-CADC(G)/758 dt. 19/01/2022 is hereby postponed.

Candidates qualified for Personal Interview to various posts under CADC

This is notified for information of all concerned that the candidates as shown in the annexures, who have appeared in the competitive written examination held on 12/1/2022 for recruitment to the posts of Assistant, UDC, LDC, CA-I & CA-II under CADC are declared to have qualified for personal interview which shall be held as per the schedule given below.

Update: Rescheduled dates for Personal Interview

Change of Venue for Written Examination for Recruitment to Group – B (Non-Gazetted) & C Posts.

In pursuance of letter issued under Memo No.A.12032/1/2021-2022/RC-(CADC(G)/ dt. 5/1/2022, it is notified for information of all concerned that the Written Examination for Recruitment to the post of Group – B (Non-Gazetted) & C shall be held at Government Comprehensive Middle School, Kamalanagar-I besides the examination center already notified as all the candidates could not be arranged in one examination centre.

Therefore , the concerned candidates as shown in the seat plan may rectify their respective admit card accordingly.

List of Valid & Rejected candidates for the different posts under CADC.

On receipt of applications as per advertisement issued vide No.A.12032/I/2009-2010/CADC(G)Part-I/476 dt. 22/11/2021 all applications for the different posts under Chakma Autonomous District Council (Assistant – 3, UDC – 3, LDC – 30, C/A-I – 1 & CA-II, 4th Grade, Office Peons/Sweepers/Chowkiders etc. 16) have been thoroughly scrutinized in accordance with the required educational and other documents as indicated in the advertisement.

Accordingly, list of valid and rejected Applications for the post of different categories under Chakma Autonomous District Council as showin in the Annexure enclosed (Annexure – I – IX) is hereby notified for information of all concerned.

Date of written Examination (for the posts of Assistant, UDC, LDC, C/A-I, C/A-II) for the accepted applicants is hereby fixed as under:

1.Date of Written Examination: 12/01/2022 (Wednesday)
2.Time: 09:30 AM – 12:00 Noon.

Dg. Buddhalila Chakma, MDC elected as new Chairman, CADC

Kamalanagar, 29 December, 2021: Dg. Buddha Lila Chakma, Member of District Council, Chakma Autonomous District Council was today elected as the new Chairman of CADC in a session summoned for the purpose. He was the only Member who has filed nomination for the election notified on 23rd Dec. 2021 and was declared elected uncontested by the Deputy Chairman, Dg. Lakhi Dhan Chakma who presided today’s Session.

The election for the new Chairman has been necessitated following tender of resignation by Dg. Mohan Chakma, MDC from the post on 22nd Nov., 2021.

For Dg. Buddhalila Chakma it is his second stint as Chairman, CADC during this current term of the District Council. Earlier, he has held the post from May, 2018 to January, 2019.

Dg. Buddha Lila Chakma addressing the House upon being elected as Chairman assured to maintain neutrality expected of the office of Chairman while discharging his duty as Chairman.

Meeting held to celebrate CADC Golden Jubilee

Kamalanagar, 06 December, 2021: A meeting attended by Member of Chakma District Council, head of departments, CADC and representatives of Central Young Chakma Association, Chakma Mahila Samilti, Mizoram Chakma Student Union, Mizoram Buddhist Association, Chakma District Employee Association, Chakma District Pensioners Association, TARUM was held under the chairmanship of Dg. Rasik Mohan Chakma, Chief Executive Member, CADC in the conference hall of CADC Rest House, Kamalanagar to discuss the celebration of CADC Golden Jubilee. CADC constituted on 29th April 1972 will complete 50 years on 29th April next year.

The meeting was held on 4th Dec., 2021 and was convened by Legislative Department, CADC.

The meeting constituted a committee for management of celebration of the occasion which has been named as CADC Golden Jubilee Celebration Committee (1972-2022). The Chairman of CADC will be the Chairman of the Committee.

Besides, three sub-committees were formed each for publication of a Souvenir, a photo album and installation of statues.

An advisory committee with Dg. Rasik Mohan Chakma, CEM, CADC, Dr. B.D. Chakma, MLA, Mizoram, Dg. Nirupam Chakma, former Minister, Mizoram, Dg. Alak Bikash Chakma, former MLA, Mizoram and Dg. H. Amaresh Chakma, EM, CADC as member was also formed.

The Golden Jubilee celebration will be held through the year with the opening and closing ceremony to be organised at Kamalanagar. In between celebration programmes will also be organised at the three sub-headquarters – Borapansury, Longpuighat and Parva.

The Celebration Commitee will chalk out the events to feature the Golden Jubilee Celebration.

Installation of life size statues of Dr. B.R. Ambedkar and pioneers of CADC, planting of 5 Lakhs saplings throughout CADC during the Jubilee year, erection of CADC welcome gates at three entry points, setting up of Chakma model village, etc. were some of the proposals that emerged in the meeting for inclusion to mark the ocassion.

Hon’ble Governor visits Kamalanagar, CADC

Kamalanagar, 03 December, 2021: Dr. Hari Babu Kambhampati, Hon’ble Governor of Mizoram was in Kamalanagar, Chakma Autonomous District Council today, his maiden visit to the District Council after assuming office in July this year.

A short cultural programme was arranged in the premises of CADC Rest House, Kamalanagar in honour of His Excellency. The reception program was curtailed with presence of important officials, leaders and NGO representatives only in view of the covid pandemic.

His Excellency speaking called for collective responsibility of all stakeholders in carrying forward the task of development and progress while urging all to take the challenges as an opportunity rather than an obstacle.

In making this statement he said that various tools and resources that are at our disposal can be utilized to help the poor, the under privileged and the downtrodden.

He has mentioned various welfare schemes of the Central Government like Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana, Atal Pension Yojana, etc. whose benefits he said are to be ensured for the targeted people by the government officials while calling for awareness of all such welfare schemes among the people.

The Constitutional responsibility bestowed upon him by the Sixth Schedule of the Constitution as a Governor in respect of the Autonomous District Councils he said shall give him opportunity to work for welfare of the area and its people to the best of his ability.

Earlier, the Hon’ble CEM, CADC Dg. Rasik Mohan Chakma in his welcome speech expressed hope in the keen interest and concern of His Excellency for this area which is conspicuous from his visit within such a short time of assuming office.

Later, His Excellency had an interactive session with the various officials of offices of state government and CADC. Power point presentations were presented on profile of Chawngte Sub-Division and security scenario of Chawngte Sub-Division. During the interaction the Hon’ble Governor has shown keen interest in the implementation of PMGSY schemes, schemes for electrification of all villages, schemes for supply of water connection in every village and creation of awareness by the banks operating here for Pradhan Mantri Jeevan Jyoti Bima Yojana. The line department officials present were made to explain poor progress of works particularly roads under PMGSY.

Political leaders and NGO representatives also met His Excellency. His Excellency also visited the only Community Health Centre within CADC before leaving for Aizawl.
