CADC CEM holds meeting with local NGOs to discuss governance and development

Kamalanagar, 11 February, 2025: The Chief Executive Member of Chakma Autonomous District Council, Dg. Molin Kumar Chakma today chaired a meeting with local NGOs of Chawngte area at Kamalanagar. Representatives from Chakma Mahila Samiti, CYCA, CMCSU, MSU, YLA, and TARUM attended the meeting.

Addressing the meeting, the CEM remarked, โ€œSince Chawngte area is inhabited by different communities, there are numerous common issues that require joint efforts, including the implementation of development works. It is essential to work hand in hand to resolve these common issues.โ€ He urged the NGO representatives to share their ideas and opinions and assured them that the CADC is ready to extend its full cooperation.

The joint NGOs, in their activities report, highlighted their recent representations to the Government of Mizoram regarding poor roads conditions, inadequate staff at Chawngte Police Station, and the lack of necessary medical equipment in the Community Health Centre, Chawngte, among other issues.
The NGOs expressed hope that the new Executive Committee headed by the incumbent CEM would bring about good governance and expressed their willingness to cooperate with CADC. They also expressed hope of receiving necessary support whenever necessary from CADC that will benefit the society.
It was also proposed that CADC raise the amount allocated as financial assistance to NGOs in the next budget, which currently stands at Rs.3 lakhs only.

Raising concerns over inequity in the distribution of school teachers due to untimely transfers, they proposed that teachers be transferred only within their respective education circles. It was also proposed that the Education department of CADC conduct competitive exams such as Olympiads, essay writing competitions etc. for school students. This will help in boosting their confidence and foster a spirit of competition.

Proposals presented in the meeting included amendment to the Chakma Customary Law, specifically certain penal provisions, which have not been amended since its enactment in 1997; reservation for women in employment under CADC; measures to curb absenteeism among staff in schools and offices, and introduction of traditional dress code for staff in office at least once a week, among others.

On environmental issues, it was noted that there is a general lack of awareness among the public leading to a decline in the forest covers of CADC. It was suggested that the Environment, Forest & Climate Change Department, CADC involve the local organizations working for the protection of environment to organize awareness campaigns.

Vote of Confidence for new EC to be taken up on 17/02/2025

In pursuance of the notification, vide No.A.43016/3/2018-DC&MA (C) of dated 31st January, 2025, the Chairman, Chakma Autonomous District Council is pleased to summon all members of the 11th Chakma Autonomous District Council to sit for the Vote of Confidence (Floor Test) to be taken up on 17th February, 2025 at 10:30 A.M. in the Session Hall of Chakma Autonomous District Council, Kamalanagar.

Dg. Molin Kumar Chakma Takes Oath as CEM of CADC

Kamalanagar, 4 February 2025: Dg. Molin Kumar Chakma was sworn in today as the Chief Executive Member (CEM) of the 11th Chakma Autonomous District Council (CADC) in a ceremony held at Kamalanagar. Pu Zoramsiama Hmar, MCS, Additional Deputy Commissioner, Lawngtlai, administered the oath of office and secrecy to him.

The swearing-in ceremony was attended by several dignitaries, including Dg. Rasik Mohan Chakma, MLA, 36-Tuichawng Constituency; Puhpa K. Hrahmo, MLA, 40-Palak Constituency; Puhpa M. Laikaw, Chief Executive Member, MADC; Puhpa N. Viakhu, Chairman, MADC; Dg. Mohan Chakma, Chairman, CADC; Shri Devesh Kumar, Prabhari of Mizoram BJP; MDCs, and other senior officials of CADC.

In his maiden speech as the CEM, Dg. Molin Kumar Chakma described the event as an auspicious beginning of a new Executive Committee under the Bharatiya Janata Party (BJP) in CADC. He called upon all political parties, NGOs, and intellectuals of the area to lend their support to his Executive Committee for the smooth running and progress of administration.

He announced the names of Dg. Kalasoga Chakma, Dg. Supan Chakma, Dg. Montu Chakma, Dg. Amit Bayan Chakma, and Dg. Ananta Bikash Chakma as members in his Executive Committee. He stated further that the allocation of other portfolios in the Executive Committee would be announced in due course. In conclusion, he expressed optimism that with the support of Shri Devesh Kumar, BJP Prabhari, Mizoram and Dg. Nirupam Chakma, Member, NCST, CADC would receive assistance from the central government for development of CADC.

Dg. Molin Kumar Chakmaโ€™s appointment as CEM followed a political reshuffle necessitated by a no-confidence motion against the former CEM, Dg. Rasik Mohan Chakma, during the first sitting of the Winter Session on 11th December 2024, which led to the dissolution of the Executive Committee. Subsequently, on 28th January, 2025, the Honโ€™ble Governor of Mizoram appointed Dg. Molin Kumar Chakma as the Chief Executive Member of CADC.

Dg. Molin Kumar Chakma was elected as an MDC from the 4-Bajeisora Constituency during the 2023 CADC general elections on a BJP ticket. He later joined the Mizo National Front (MNF). In the previous Executive Committee, he held the posts of Adviser to CEM and subsequently, the post of Vice-Chairman of Planning & Development Board, CADC. Prior to his entry in politics, he was actively engaged in social work, through his involvement in Guwahati Chakma Studentsโ€™ Union (GCSU) and the Central Young Chakma Association (CYCA).

Deputy Commissioner of Lawngtlai visits Kamalanagar

Kamalanagar, January 9, 2025: Shri Cheemala Siva Gopal Reddy, IAS, Deputy Commissioner of Lawngtlai, paid an official visit to Kamalanagar yesterday, where he chaired a meeting with senior officials of the Chakma Autonomous District Council (CADC).

During the meeting, the Deputy Commissioner discussed various developmental projects and administrative matters related to the CADC. He expressed concerns over the deplorable condition of roads, inadequate sanitation facilities, unregulated traffic movement, and lack of vehicle parking management in the town. He suggested that necessary measures be taken to address these issues and ensure that the town is kept clean and tidy.

Dg. Digambar Chakma, Court President, District Council Court, apprised the Deputy Commissioner of the difficulties faced by the people due to poor road connectivity, water scarcity and inadequate healthcare facilities, specifically the lack of X-Ray machine and technical staff in the Community Health Centre (CHC), Chawngte. The Deputy Commissioner assured that he would take up these matters with the concerned authorities to ensure that the necessary facilities are provided to the people.

Executive Secretary, Dg. Pronit Bikash Chakma, brought to the fore a major concern regarding the Indo-Bangla Border (IBB) Fencing, where a vast area of land from CADC area was left outside the fence due to an alignment error during fencing construction. He urged for necessary corrective measures to realign the border fencing. The Deputy Commissioner took note of the matter and advised the CADC to make a formal representation to him, which he would then take up with the State Home Department for obtaining permission to carry out realignment along the IBBF road in CADC.

The Deputy Commissioner also visited the sites of road projects under SASCI, NEC works, and PMGSY within Chawngte Sub-Division. He was accompanied by Pu Zoramsiama Hmar, Additional Deputy Commissioner; Pu Collin Hlychho, E.O; and Pu Dika, AVPA, DIPRO Office, Lawngtlai, during the visit.

CADC CEM Dg. Rasik Mohan Chakma loses Confidence Motion in First Sitting of Winter Session

Kamalanagar, December 11, 2024: Dg. Rasik Mohan Chakma was removed from office of the Chief Executive Member, CADC, through a No-Confidence Motion brought in the first sitting of the Winter Session 2024-2025, held today.

The motion was moved by a member of the opposition bench, Dg. Doymoy Daveng Chakma, under Rule 84 (1) of the CADC (Constitution, Conduct of Business, etc.) Rules, 2002. Of the 18 elected members present and voting โ€” including the Chairman, who normally votes only in the event of a tie โ€” 9 members voted in favour of the motion, while 8 members opposed it. Two elected members were absent in the session.

Following the count of votes, the Chairman declared the removal of the Executive Committee headed by Dg. Rasik Mohan Chakma immediately from office. The session was subsequently prorogued.

NCST member Dg. Nirupam Chakma holds meeting on Constitutional Safeguards for Scheduled Tribes at Kamalanagar

Kamalanagar, November 8, 2024: Honโ€™ble Member of the National Commission for Scheduled Tribes (NCST), Dg. Nirupam Chakma, who is currently on an official visit to the Chakma Autonomous District Council (CADC), held a Review Meeting on Constitutional Safeguards for Scheduled Tribes at the CADC Rest House Conference Hall today.

The meeting was attended by including Dg. Ananta Bikash Chakma, i/c Chief Executive Member; Dg. Sundar Muni Chakma, Deputy Chairman; Dg. Molin Kumar Chakma, Adviser to the CEM; MDCs, Dg. Pronit Bikash Chakma, Executive Secretary, as well as heads of various departments of the CADC.
Dg. Nirupam Chakma provided an overview of the NCST, its composition, powers, and functions. He informed the participants of the full commissionโ€™s proposed visit in January, 2025 and encouraged the CADC to submit proposals for consideration.

Speaking on behalf of CADC, Dg. Pronit Bikash Chakma, Executive Secretary, apprised him some of the important issues faced by the CADC such as lack of infrastructure such as office buildings, quarters and roads. He proposed that CADC should be designated as the channelizing agency for NM&DC and NTF&DC. He also appealed for the execution of BADP projects under the revised guidelines, construction of a Chakma House in New Delhi, a special economic package from NITI Ayog for infrastructure development, reallocation of lapsed TFC funds, establishment of a Skill Development Centre under PMKVY, special consideration for recruitment of Chakma youth into Central Paramilitary Forces, and addressing issues related to the Indo-Bangla border fencing.

The Executive Secretary also emphasized on the need for financial grants to CADC under Article 275(1) of the Indian Constitution which provides for central assistance for socio-economic development of the Scheduled Tribes.

Earlier in the day, a meeting was held with the district administration and departmental heads under the Chawngte Sub-Division. Dg. Nirupam Chakma invited them to provide reports on the functioning and difficulties being faced by their departments. He assured to raise these issues with the appropriate authorities. Representatives from Village Councils, the Central Young Chakma Association, Chakma Mahila Samiti, and the Government Kamalanagar College Studentsโ€™ Union also called on Dg. Nirupam Chakma. They submitted representations for the establishment of infrastructure such as a multipurpose hall, roads, execution of solar pumping station, and the establishment of a Womenโ€™s Commission Branch in Kamalanagar.

NCST Member Dg. Nirupam Chakma accorded grand welcome at Kamalanagar

Kamalanagar, November 7, 2024: Dg. Nirupam Chakma, Hon’ble Member of the National Commission for Scheduled Tribes (NCST), was accorded a grand traditional welcome upon his arrival at Kamalanagar today. This is his first official visit to CADC since his appointment as a member of the NCST. He was accompanied by Dg. Dilip Kanti Chakma, Legal Consultant, and Dgb. Parna Chakma, PA.

Dg. Nirupam Chakma was received at the Kamalanagar helipad by Dg. Ananta Bikash Chakma, i/c CEM; Dg. Molin Kumar Chakma, Adviser to CEM; Dg. Sundar Muni Chakma, Deputy Chairman; Dg. Pronit Bikash Chakma, Executive Secretary and other high-ranking officials of the Chakma Autonomous District Council (CADC).

Addressing the gathering shortly after his arrival, Dg. Nirupam Chakma expressed gratitude to the CADC authority, local NGOs, and the public for the warm reception. He informed the purpose of his visit was to lay the ground work for the upcoming visit of the full NCST team in January, 2025. He also invited the public and civil society organizations to share their concerns and assured that he would take their grievances and concerns to the appropriate authorities.

He will start meeting public, local NGOs, and civil society organizations and representatives of village councils tomorrow from 8:00 AM. In the afternoon, he will meet the district administrations from Chawngte sub-division and thereafter the CEM, Chairman, EMs, and MDCs of CADC. Prior to his planned departure on the 14th of November, he also plans to visit tribal villages for inspection of the implementation of various development programs within CADC.
