Training cum sensitization programme on filling-up of Enumeration Forms SIR 2026 for all Gazetted Officers under CADC
In pursuance of Training Notice received vide No.H.12012/6/2026-DC/ELN(LTI), Dt. 05/06/2026 from the District Election Officer, Lawngtlai, a training/sensitization on filling-up of Enumeration Forms (EFs) in connection with SIR-2026 for all Gazetted Officers under CADC is scheduled to be held on 09.06.2026 at 11:00 AM at CADC Conference Hall.
In this connection all Gazetted Officers of Chakma Autonomous District Council are informed to attend the said training/sensitization programme positively.
Promotion of Sesame, Arhar and Sunflower cultivation in identified areas of CADC
The Agriculture Department, Chakma Autonomous District Council (CADC) has identified and selected three clusters for the promotion of sesame, arhar and sunflower cultivation within the CADC area.
Interested farmers willing to cultivate arhar and sesame in the abovementioned locations are requested to collect seeds from the office during office hours or contact the undersigned for further assistance within 7 (seven) days from the date of issuance of this notification.
Allocation of the CADC (Money Lending & Control) Regulations, 2016 to the Finance & Accounts Department
The Chakma Autonomous District Council, in exercise of powers conferred under Rule 3 of the Chakma Autonomous District Council (Allocation of Business) Rules, 2009, hereby notifies the formal allocation of the subject “the CADC (Money Lending & Control) Regulations, 2016” to the Finance & Accounts Department, Chakma Autonomous District Council. The subject is formally incorporated and placed at Sl. No. 15 under the schedule of the Chakma Autonomous District Council (Allocation of Business) Rules, 2009.
Notification for the Adoption of Solid Waste Management Rules, 2026
The General Administration & Control Department, Chakma Autonomous District Council, in pursuance of L/No.A.48012/6/2026-DC(LTI) dated 11/05/2026 , and in strict compliance with the directions of the Hon’ble Supreme Court of India , hereby notifies the adoption of “The Solid Waste Management Rules, 2026” as prescribed by the Government of India. This notification is issued with the formal approval of the Deputy Commissioner, Lawngtlai, accorded on 21/05/2026.
The implementation framework is governed by the following directives:
- Statutory Compliance: Full adoption of “The Solid Waste Management Rules, 2026” across the Chakma Autonomous District Council to ensure regulated solid waste practices.
- Immediate Enforcement: The aforementioned regulatory rules shall come into force throughout the jurisdiction with immediate effect.
- Information Dissemination: The Information & Public Relations Officer (I&PRO) is directed to publish this notice on the official CADC website for public access and compliance.
Notification: Invitating Applications for the Construction of PCC Pavement Road at Nalbanya
The Executive Engineer, Public Works Department, Chakma Autonomous District Council, in pursuance of the administrative approval accorded vide letter No.G.25011/10/2026-2027/FIN/CADC/ dated Kamalanagar, the 8th May 2026, and subject to the approval of the Deputy Commissioner, Lawngtlai & Caretaker of CADC dated 18/05/2026, hereby invites applications for the execution of public works.
The procurement and execution process will adhere to the following key points:
- Scope of Work: Construction of PCC Pavement Road at Nalbanya (From WRC site area of Subal Chakma to the Hill top near Huzee Mawnaw Vihar).
- Estimated Cost: Rs. 5,00,000.00 (Rupees five lakh) only, funded out of the Local Receipt Fund during the year 2026-2027.
- Eligibility Criteria: Open strictly to financially eligible local Contractors within the Chakma Autonomous District Council.
- Required Documentation: Applications must be submitted on plain paper accompanied by the following mandatory documents:
- House Tax Payee Certificate (HTPC).
- Bank Account Statement covering at least the preceding six months.
- Valid Voter ID.
- Aadhaar Card.
- Financial Soundness Certificate.
All applications must reach the office of the undersigned within seven days from the date of issue of the notice, with the final date for receipt fixed on 26th May 2026 for strict compliance.
Immediate corrective measures in response to ongoing measles outbreak in Bangladesh
In pursuance of information received regarding a severe measles outbreak in Bangladesh reporting numerous confirmed cases since March 2026 , and in light of media reports highlighting over 100 child deaths, and as the CADC area in Lawngtlai District, Mizoram, shares an international border with Bangladesh, the situation is deemed alarming. The following instructions are hereby issued for strict compliance to ensure vigilance in the identification and reporting of suspected cases:
Directives for School Education Department
The Education Officer (MS/PS) shall ensure the following actions are implemented through school authorities:
- Immediate Reporting: Any child or person identified with fever and rash must be reported immediately to the nearest Health Facility.
- Inter-Departmental Coordination: Maintain close coordination with the Health Department and WHO Consultant for timely investigation.
- Infection Prevention: Teachers and Anganwadi Workers must be sensitized to identify symptoms and maintain daily vigilance for early identification.
Directives for Village Councils
The Local Administration Officer is directed to undertake intensive public awareness activities through all Village Councils:
- Symptom Awareness: Disseminate information regarding the symptoms of measles (fever with rash) and the critical importance of early reporting.
- Isolation Protocols: Communities must be advised to avoid sending symptomatic children to schools and to maintain isolation until full recovery is achieved.
- Public Outreach: Utilize the Village Crier for wide and effective dissemination of these safety protocols.
- Community Mobilization: Provide necessary support to the Health Department and WHO Consultant in risk communication.
Reporting and Compliance
- Mandatory Notification: All cases involving fever with rash, across any age group, shall be reported immediately to health authorities without exception.
- Strict Compliance: This notification is issued for favour of information and further necessary action by all concerned departments.
Transfer and Posting of CPR and SrSO under CADC
In the interest of public service, the Deputy Commissioner, Lawngtlai is pleased to order the transfer and posting of the following Group-“A” Officers as specified herein with immediate effect and until further order.
The transfers are scheduled as follows:
- Shri Bipin Bihari Chakma: Formerly serving as the Senior Revenue & Settlement Officer (Sr. R&SO) within the Land Revenue & Settlement Department, he is hereby posted as the Court President & Recorder under the Law & Judicial Department.
- Shri Bhanu Dhan Chakma: Formerly serving as the Court President & Recorder (CP&R) within the Law & Judicial Department, he is hereby posted as the Senior Revenue & Settlement Officer under the Land Revenue & Settlement Department.
Notification on Distribution of Composite Sewing Machine under Industry Department, CADC
In continuation of this Department’s Notification of even No. dated 01/04/2026 regarding the program for free distribution of Composite Sewing Machine and other related materials to 42 (forty-two) selected beneficiaries under Industry Department, CADC is hereby rescheduled as under:
Date: 21st April, 2026 (Tuesday).
Venue: CADC Rest House Ground, Kamalanagar-II. Time: 12:00 Noon sharp.
All the selected beneficiaries must attend the said program in person to collect their materials.
They are also required to bring their Voter ID/Aadhaar Card as proof of identity.
Notification Prohibiting Participation in Indefinite Pen-Down Strike and Mandating Normalcy of Duties
In exercise of the authority vested in the Chakma Autonomous District Council (CADC), the following Office Memorandum is issued in response to the strike notice served by the CDCEA and CDCTA.
The decision of said associations to commence an indefinite pen-down strike on 02/04/2026 is viewed with utmost seriousness by the authority. While the grievances regarding non-receipt of salaries are noted, a proposal for fund release under the 1st Quarter 2026-2027 has already been submitted to the Government of Mizoram and is currently under active consideration.
