Shri Nirupam Chakma sworn in as Chief Executive Member of the 11th Chakma Autonomous District Council

Kamalanagar, 8 July, 2026: Shri Nirupam Chakma was sworn-in today as the Chief Executive Member (CEM) of the 11th Chakma Autonomous District Council (CADC) at the CADC Arts & Culture Hall, Kamalanagar. The oath of office and secrecy was administered by the Deputy Commissioner of Lawngtlai, Pu Donny Lalruatsanga, MCS.

The swearing-in ceremony was attended by Hon’ble Minister for District Council & Minority Affairs, Government of Mizoram, Pu C. Lalsawivunga; Hon’ble MLA and State President, BJP Mizoram, Dr. K. Beichhua; Shri Debesh Kumar, State Prabhari, BJP Mizoram; sitting Members of the Chakma Autonomous District Council; senior officers of the Government of Mizoram and the Chakma Autonomous District Council; former elected representatives; representatives of political parties; and other invited dignitaries. A large gathering of officials, employees and members of the public also witnessed the ceremony.

Shri Nirupam Chakma was appointed as the Chief Executive Member of the Chakma Autonomous District Council by the Hon’ble Governor of Mizoram on 3 July, 2026. In accordance with the conditions of his appointment, he is required to prove his majority on the floor of the District Council within seven days from the date of his appointment. A floor test (vote of confidence) is scheduled to be taken up on 9 July, 2026.

Shri Nirupam Chakma was elected as a Member of District Council (MDC) from the 6-Kamalanagar South MDC Constituency in 2023. He had earlier served as a Member of the Mizoram Legislative Assembly and as Minister of State in the Government of Mizoram from 1989 to 1998, during which he held several important portfolios. In 2024, he was appointed by the Hon’ble President of India as a Member of the National Commission for Scheduled Tribes (NCST).

In his address after taking the oath, Shri Nirupam Chakma described the occasion as the beginning of a new chapter for the Chakma Autonomous District Council. He said his Executive Committee would work with transparency, accountability and dedication, while giving priority to improving infrastructure, education, healthcare, agriculture, employment generation and public service delivery. He also called upon elected representatives, Government officials, civil society organisations and the people to work together for the progress and development of the Council area.

Congratulating Shri Nirupam Chakma on assuming office, Hon’ble Minister Pu C. Lalsawivunga expressed confidence that the new Executive Committee under his leadership would provide stable and people-oriented governance. He said the Government of Mizoram has continued to strengthen the Autonomous District Councils through increased financial support and administrative reforms. Referring to the State Budget, he noted that the Budget Estimates for the Chakma Autonomous District Council had increased from ₹14,181.45 lakh in 2023–24 to ₹16,939.80 lakh in 2026–27. He also highlighted the constitution of the Group/Cadre Review Committee in 2024 under the Chairmanship of the Chief Secretary to review the administrative set-up of the Autonomous District Councils and recommend improvements to recruitment rules, service rules and administrative functioning. The Hon’ble Minister further informed that the State Government has submitted a proposal to the Government of India to facilitate direct funding for the Autonomous District Councils and enable the application of the anti-defection law. He urged the new Executive Committee to maintain financial discipline, use public resources judiciously and work with sincerity and dedication for the welfare of the people. He assured the Council of the continued support and cooperation of the Government of Mizoram in its development efforts.

With Shri Nirupam Chakma assuming office as Chief Executive Member, the Governor’s Rule in the Chakma Autonomous District Council, which had been in force since 7 July, 2025 and was subsequently extended on 7 January, 2026, stands withdrawn in accordance with the orders of the Hon’ble Governor of Mizoram.

Notification Summoning elected MDCs for Confidence Vote

In pursuance of the notification issued, vide No.A.43016/3/2018-DC&MA (C)/Pt of dated 3rd July, 2026, the Deputy Chairman, Chakma Autonomous District Council is pleased to summon all elected Members of the 11th Chakma Autonomous District Council to sit for the Floor Test (Vote of Confidence) to be taken up on 9th July, 2026 at 10:30 A.M. in the Session Hall of Chakma Autonomous District Council to prove majority support of the Members in respect of the newly appointed Chief Executive Member of Chakma Autonomous District Council.

Dg. Nirupam Chakma appointed as CEM, CADC

Shri Nirupam Chakma has been appointed as Chief Executive Member of the 11th Chakma Autonomous District Council w.e.f. 03.07.2026 under Rule 22(3) of the CADC Rules, 2002.He shall be required to prove his majority on the floor of the Council within 7 days.Governor’s Rule in CADC shall stand withdrawn from the date he assumes office.

Allocation of the CADC (Money Lending & Control) Regulations, 2016 to the Finance & Accounts Department

The Chakma Autonomous District Council, in exercise of powers conferred under Rule 3 of the Chakma Autonomous District Council (Allocation of Business) Rules, 2009, hereby notifies the formal allocation of the subject “the CADC (Money Lending & Control) Regulations, 2016” to the Finance & Accounts Department, Chakma Autonomous District Council. The subject is formally incorporated and placed at Sl. No. 15 under the schedule of the Chakma Autonomous District Council (Allocation of Business) Rules, 2009.

Notification: Invitating Applications for the Construction of PCC Pavement Road at Nalbanya

The Executive Engineer, Public Works Department, Chakma Autonomous District Council, in pursuance of the administrative approval accorded vide letter No.G.25011/10/2026-2027/FIN/CADC/ dated Kamalanagar, the 8th May 2026, and subject to the approval of the Deputy Commissioner, Lawngtlai & Caretaker of CADC dated 18/05/2026, hereby invites applications for the execution of public works.

The procurement and execution process will adhere to the following key points:

  • Scope of Work: Construction of PCC Pavement Road at Nalbanya (From WRC site area of Subal Chakma to the Hill top near Huzee Mawnaw Vihar).
  • Estimated Cost: Rs. 5,00,000.00 (Rupees five lakh) only, funded out of the Local Receipt Fund during the year 2026-2027.
  • Eligibility Criteria: Open strictly to financially eligible local Contractors within the Chakma Autonomous District Council.
  • Required Documentation: Applications must be submitted on plain paper accompanied by the following mandatory documents:
    1. House Tax Payee Certificate (HTPC).
    2. Bank Account Statement covering at least the preceding six months.
    3. Valid Voter ID.
    4. Aadhaar Card.
    5. Financial Soundness Certificate.

All applications must reach the office of the undersigned within seven days from the date of issue of the notice, with the final date for receipt fixed on 26th May 2026 for strict compliance.

55th CADC Day Celebrated at Kamalanagar

Kamalanagar, 29th April, 2026 : The 55th CADC Day was celebrated at the CADC Secretariat today. Shri Sundor Muni Chakma, Hon’ble Deputy Chairman, Chakma Autonomous District Council, attended the programme as the Chief Guest and unfurled the National Flag and the CADC Flag.

The programme was attended by Members of the District Council, former councillors, and officers and staff of CADC.

The Chakma Autonomous District Council was formed on 29th April, 1972 under the Sixth Schedule to the Constitution, following the trifurcation of the erstwhile Pawi-Lakher Regional Council into the Chakma, Lai and Mara Autonomous District Councils.

In his address, the Chief Guest highlighted the historical significance of the day and recalled the contributions of the then Chakma leaders in the movement for autonomy. He paid tribute to the prominent leaders associated with the movement and acknowledged their role in laying the foundation of the present institutional framework. He also expressed respect to the framers of the Constitution for providing a constitutional framework for self-governance in tribal areas through the Sixth Schedule.

He noted that various communities residing within the Chakma Autonomous District Council continue to maintain peaceful coexistence, contributing to social harmony and developmental progress. He emphasised the role of Village Councils and civil society organisations in grassroots governance, implementation of schemes, and community mobilisation.

The Chief Guest highlighted major works undertaken by the Council during 2025–2026, including implementation of social welfare schemes for vulnerable sections, infrastructure development, plantation and environmental initiatives, and promotion of livelihood opportunities through skill-based support. He also referred to a literacy survey conducted across all Village Councils, which recorded a literacy rate of 61.03 percent.

He acknowledged the support received from the Government of Mizoram and the Government of India, and emphasised the need for public cooperation for effective implementation of development initiatives.

Notification Prohibiting Participation in Indefinite Pen-Down Strike and Mandating Normalcy of Duties

In exercise of the authority vested in the Chakma Autonomous District Council (CADC), the following Office Memorandum is issued in response to the strike notice served by the CDCEA and CDCTA.

The decision of said associations to commence an indefinite pen-down strike on 02/04/2026 is viewed with utmost seriousness by the authority. While the grievances regarding non-receipt of salaries are noted, a proposal for fund release under the 1st Quarter 2026-2027 has already been submitted to the Government of Mizoram and is currently under active consideration.

CADC releases Compilation of Court Records 1972-2025

Kamalanagar, 27th March 2026: The Law & Judicial Department, Chakma Autonomous District Council, organized a program today at Kamalanagar for the formal release of the “Compilation of Court Records from 1972-2025.” The event was presided over by Dg. Bhanu Dhan Chakma, CP&R, who welcomed the officials and public gathered for the occasion. The program began with an opening song by the Art & Culture Department, followed by the felicitation of the invited guests.

Dg. Pronit Bikash Chakma, Executive Secretary, CADC, attended the function as the Chief Guest and officially released the book. During his address, the Chief Guest highlighted the importance of documenting these judicial records for the administrative record-keeping of the Council.

Speaking on the occasion, the Guests of Honour, Dg. Digambar Chakma and Dg. Hriday Chakma, both former CP&R of CADC, shared their perspectives on the legal history of the department. Dg. Digambar Chakma explained the original idea and the necessity behind the compilation of these records, while Dg. Hriday Chakma spoke on the need for changing and updating the Chakma Customary Laws to align with the current needs of the society.

The program concluded with a vote of thanks proposed by Dg. Mrinal Kanti Chakma, J.O., Law & Judicial Department, and a closing song by the Art & Culture Department.

CADC issues strict directives to ensure regular attendance and punctuality of officers and staff

The General Administration & Control Department of the Chakma Autonomous District Council (CADC) has reiterated instructions for strict compliance regarding office attendance. This notification follows a decision taken during the Heads of Departments meeting held on January 16, 2026, to enforce administrative discipline across all departments.

All officers and staff must attend office regularly during prescribed hours, as unauthorized absence or late arrivals will be recorded and may lead to disciplinary action. Heads of Departments are required to submit a consolidated monthly attendance report using a specific proforma by the first week of every following month. All personnel are directed to follow these instructions in letter and spirit, with any delay in report submission being viewed as a lapse in duty
