In pursuance of the directive received from General Administration & Control Department, Government of Mizoram vide L/No. F.14011/2/2012-GAD(RTI) date Aizawl, the 25th January 2021, the Executive Committee of Chakma Autonomous District Council is pleased to appoint the following State Public Information Officers (SPIOs) in all the Department of CADC as per Section 5(1) of the RTI ACT, 2005 to provide information under the Act.

Dg. Anil Kanti Chakma, MDC elected as Deputy Chairman, CADC

Kamalanagar, 04 June, 2021: Dg. Anil Kanti Chakma, MDC was elected today the Deputy Chairman, Chakma Autonomous District Council. The post has remained vacant since Dg. Mohesh Boran Chakma resigned from the post on 21 April this year.

He was the lone candidate who has filed nomination for election to the post yesterday and was declared elected uncontested today in a sitting of the Chakma Autonomous District Council held in its Session Hall.

Dg. Anil Kanti Chakma contested and won the CADC General Election 2018 from 4-Bajeisora MDC Constituency with BJP ticket who later joined the MNF party. This is his second term as MDC the other being the 8th CADC from 2008-2013.

Todayโ€™s election was held observing Covid-19 protocols and guidelines with prior permission from the Deputy Commissioner, Lawngtlai.

Dg. Bubon Kumar Chakma, MDC and Dg. Sanjeev Chakma, MDC take oath of office as Executive Member, CADC

Kamalanagar, 18 May, 2021: Member of Chakma Autonomous District Council Dg. Bubon Kumar Chakma and Dg. Sanjeev Chakma who could not attend the oath taking ceremony of Executive Member held on 30th April, 2021 both of whom were then under home quarantine due to Covid were administered the oath of office today.

Dr. Manesia Khaimeichho who was authorised by the Deputy Commissioner, Lawngtlai administered the oath of office and secrecy.

Dg. Bubon Kumar Chakma was elected from 19-Devasora โ€˜Sโ€™ MDC Constituency and it is his third consecutive term as MDC while Dg. Sanjeev Chakma was elected from 7-Kamalanagar West.

Dg. Durjya Dhan Chakma, CEM, CADC speaking at the end of the programme expressed hope of working together with the newly posted SDO for the development of the area. He apprised him, โ€œThe area being very backward concerted effort is expedient โ€œ.

Executive Committee – Portfolios

In excercise of the powers conferred under Rule 30 of Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2020 and as amended from time to time, the portfolios among the members of the Executive Committee of the 10th Chakma Autonomous District Council are allocated as shown below with immediate effect.

Dg. Mohan Chakma becomes the new Chairman of CADC

Kamalanagar, 21 April, 2021: Dg. Mohan Chakma, MDC, Chakma Autonomous District Council today was declared the new Chairman, CADC elected. He has succeeded Dg. H. Amaresh Chakma, the outgoing Chairman, who was removed in a no-confidence motion in the first sitting of the recently concluded Budget Session.

Nomination filing for the election was notified for yesterday with election to be held today. However, Dg. Mohan Chakma was the lone candidate who filed nomination and was declared elected uncontested today.

The 10th CADC is his third consecutive stint as MDC who have been contesting from 20-Parva constituency since joining active politics. In the last two terms he has held the post of Executive Member, CADC.

CADC Budget Session, 2021-2022 adjourned indefinitely

Kamalanagar, 30 March, 2021: The second sitting of the Budget Session-2021-2022 held today was adjourned sine die after no business could be transacted due to dissolution of the Executive Committee, Chakma Autonomous District Council caused by the resignation of Dg. Rasik Mohan Chakma from the post of Chief Executive Member.

Dg. Rasik Mohan Chakma resigned from the post of CEM yesterday following the removal of the Chairman, CADC in a no-confidence motion moved on 26th March 2021.

Dg. Mohesh Boran Chakma, Deputy Chairman was on the chair who informed the House about the resignation tendered by Dg. Rasik Mohan Chakma which was received and forwarded yesterday to the Governor, Mizoram.

Attributing to the circumstances so caused due to the resignation of the CEM, the Deputy Chairman adjourned the Session sine die under Rule 35(2) of the CADC (Constitution and Conduct of Business, etc) Rulesโ€™ 2020 while stating that the list of business like presentation of the Budget, questions of the sitting all pertains to the House Leader.

Motion for removal of Chairman, CADC moved and passed

Kamalanagar, 26 March, 2021: Today in a turn of event in the first sitting of the CADC Budget Session, 2021 – 2022 a motion for removal of Dg. H. Amaresh Chakma from the office of Chairman was moved and all 15 elected Members present voted in favour of the motion. Dg Mohesh Boran Chakma, Deputy Chairman who conducted the proceeding of the sitting declared the Chairman removed by majority vote.

Dg. Mohan Chakma who is also an Executive Member of the present Executive Committee, CADC moved the motion. 16 elected Members out of 20 including the Deputy Chairman attended todayโ€™s sitting. Of the 15 Members who voted in favour of the motion 8 belonged to the treasury bench (MNF party) and 7 to the opposition (BJP). 4 Members from the treasury bench including the Chairman remained absent.

Dg. H. Amaresh Chakma who has contested the CADC General Election with MNF party ticket won from the 6-Kamalanagar South MDC Constituency.

The session was adjourned till next Tuesday.

Notification: Emergency Budget Session 2021-2022

Dangu H. Amaresh Chakma, Chairman, CADC is pleased to summon the Members of the 10th Chakma Autonomous District Council to sit for Emergency Budget Session 2021-2022 to commence from 26th March (Friday) 2021 at 10:20 A.M. in the Session Hall of Chakma Autonomous District Council, Kamalanagar.

CADC Winter Session concluded

Kamalanagar, 12 January, 2021: The Winter Session of Chakma Autonomous District Council which started on 5th January concluded today with its third sitting. The Second Sitting was held on 8th January.

In three Sittings the Session has passed one amendment bill, two bills, adopted a Rule of Mizoram Government and answered 12 unstarred and 2 starred questions.

In the Second Sitting the CADC (Constitution and Conduct of Business, etc.) (Amendment) Rules, 2020 was passed and the Mizoram Government Employees (Counting of Past Service) Rules, 2020 was adopted.

In the third Sitting held today the CADC (Finance & Accounts) Services Rules, 2020 and the CADC (Publication Board) Rules, 2020 were discussed and passed.

The Finance and Accounts Department will be the second department in CADC to have its own service rule, the first being the Legislative Department which had its service rule (Chakma Autonomous District Council Secretariat (Recruitment and Condition of Services) Rule, 2020) passed in the Special Budget Session, 2020 held in the month of July, 2020. The Bill mover Dg. Rasik Mohan Chakma, Honโ€™ble CEM, CADC made a point that effort shall be made to make every department have their own services rules. Presently, there is only one services rule for all the departments of CADC.

The CEM also expressed regret over the inordinate long time taken for the rules to receive the assent of the Governor. As many as 13 thirteen rules passed by CADC are languishing with the government of Mizoram for the assent of the Governor.

CADC Winter Session held

Kamalanagar, 05 January, 2021: The Winter Session of Chakma Autonomous District Council started today with all precautionary measures in place to avoid the spread of Covid-19.

The sitting answered seven unstarred questions and one starred question all of which were put by opposition members belonging to BJP. Some of the questions sought the list of employees regularized by the present Executive Committee, list of resident traders issued trade licences and fees charged, details of projects/schemes sanctioned by NEC, details of works and list of beneficiaries under RKVY during 2018-2021, details of beneficiary farmers and assistant amount received under AH & Vety Department during 2020-21 and detail of Local Revenues received during 2020-21.

The sitting introduced one amendment bill, one bill and a rule of Mizoram government for adoption. The CADC (Constitution and Conduct of Business etc.) (Amendment) Rulesโ€™ 2020 and the Mizoram Government Employees (Counting of Past Service) Rules 2020 were introduced by Dg. Rasik Mohan Chakma, CEM, CADC and CADC (Publication Board) Rules, 2020 was introduced by Dg. Lakhi Dhan Chakma, EM i/c Art & Culture, etc. The rules will be discussed and voted in the subsequent sittings.

The CADC (Constitution and Conduct of Business etc.) (Amendment) Rulesโ€™ 2020 seek to amend clause (g) of Sub-rule 2 of Rule 28 of principal Rules. If the amendment get passed and receives the assent of the Governor prior approval of the Governor will not be required to fill up created gazette officer post falling vacant due to retirement or death.

The CADC (Publication Board) Rules will facilitate for formation of a Publication Board for the first time to promote and patronize publication of books in Chakma language.

The adoption of the Mizoram Government Employees (Counting of Past Service) Rules, 2020 will fulfill the absence of any rules for CADC to regulate the condition of service of officials with prior service rendered as Work charged, Contract, Provisional or any ad hoc/officiating employees.

The session was adjourned till 8th January 2021.
