CADC seeks enhanced fund allocation from 16th Finance Commission for infrastructural development

Kamalanagar, 26th February 2025: A delegation from the Chakma Autonomous District Council (CADC) led by Hon’ble Chief Executive Member Dg. Molin Kumar Chakma met with Dr. Arvind Panagariya, Chairman, and other members of the 16th Finance Commission in Aizawl on Monday during its four-day visit to Mizoram. The delegation, which included Hon’ble MLA Dg. Rasik Mohan Chakma, Senior Finance & Accounts Officer Dg. Buddhangkur Chakma, and Planning & Development Officer Dg. Prabin Chakma, submitted a representation seeking enhanced financial allocation to bridge the infrastructural deficit within CADC.

During the meeting, the delegation gave a detailed presentation on the socio-economic challenges faced by CADC, citing its backwardness including lower literacy rate and inadequate infrastructure. It was pointed out that despite being categorised as an “Excluded Area” and outside the purview of Part IX and Part IXA of the Constitution, CADC has been receiving funds under two categories—Rural Local Body Grants to Village Councils and Excluded Area Grants. However, the delegation emphasized that the inconsistency and irregularity in the Excluded Area Grants have hampered the implementation of major infrastructure projects, particularly those related to administrative development.

The delegation urged the Finance Commission to continue providing Excluded Area Grants on a regular basis to address the infrastructural deficit until corrective legislative measures are undertaken by the Government of India to enhance the financial resources of Autonomous District Councils. It was further emphasised that ADCs and Tribal Areas under the Sixth Schedule should receive special consideration while determining grants under the Central Finance Commission, given their unique socio-economic challenges.

The representation also underscored the need for special financial provisions under Article 275(1) of the Indian Constitution to raise the level of administration in Sixth Schedule Areas. Drawing parallels to the separate treatment accorded to the Sixth Schedule Areas in Assam under clause (a) of Article 275(1), the delegation argued that similar treatment should be extended to ADCs in Mizoram to ensure equitable development. They pointed out that despite the Finance Commission’s approach of treating ADCs as two tiers Local Body Institutions —with Autonomous District Council as Zilla Panchayat and Village Councils as Gram panchayats—CADC has not received any share of grants allocated to Zilla Panchayats during the entire period of the 15th Finance Commission. They also urged the Commission to recommend for additional fund provision for CADC, in addition to the normal grants under the Excluded Area Grants, to address specific problems, as was done under the 13th Finance Commission.

Some of the projects proposed under the 16th Finance Commission include the completion of the New Secretariat Building at Kamalanagar, the construction of the Chief Executive Member’s Office Building, the establishment of Village Council Court Buildings, construction of Electric Crematorium and an ITI Building, construction of MDC Hostels and Court Buildings, among others.

Model Code of Conduct enforced for the ensuing Village Council Elections 2025 in CADC

In exercise of the powers conferred under Article 243K of the Constitution of India read with sub-section (7) of Section 3 of The Chakma Autonomous District Council’ (Village Councils) Act, 2002 as amended, the State Election Commission, Mizoram has issued Model Code of Conduct for General Election to Village Councils under Chakma Autonomous District Council, 2025 which has come into operation w.e.f. 14th February, 2025 and the same shall remain in force till Completion of the Election process.

CADC CEM Dg. Molin Kumar Chakma wins confidence vote

Kamalanagar, 17 February 2025: The Chief Executive Member (CEM) of Chakma Autonomous District Council (CADC), Dg. Molin Kumar Chakma, has successfully proved his majority on the floor of the house during the Vote of Confidence (Floor Test) held today in the Session Hall of the District Council.

The Vote of Confidence was brought in the house pursuant to the notification issued by the Chairman, CADC, in compliance with the Government of Mizoram Notification No. A.43016/3/2018-DC&MA (C) dated 31st January 2025, which mandated the vote of confidence to be taken up within 30 days from the date of appointment of the Chief Executive Member.

The confidence motion having been introduced in the house was discussed extensively by the members and put to vote. The members expressed their hope to see a stable Executive Committee that would work for the welfare of the people of CADC. The opposition benches reiterated their commitment to playing the role of a constructive opposition, by which they would hold the Executive Committee accountable but would extend their full cooperation if its policies are beneficial for the people of CADC. 14 councillors voted in favour of the motion, 3 voted against, while 2 members remained absent. With the floor test having been successfully concluded, the session was prorogued.

CADC CEM holds meeting with HODs on administrative reforms

Kamalanagar, February 14, 2025: Dg. Molin Kumar Chakma, the Chief Executive Member of Chakma Autonomous District Council, chaired a meeting with the Heads of Departments (HODs) yesterday at the CADC Rest House Conference Hall to discuss administrative improvements and ensure the smooth functioning of offices in CADC.

During the meeting, the HODs presented reports on staff strength and office discipline in their respective departments, as per a recent order from CADC requiring all departments to submit status reports. After reviewing them, the CEM called for greater accountability, improved work ethics, and administrative efficiency. He sought input from officials on enhancing work culture and staff performance. He called upon the heads of departments to remain sincere and steadfast in their commitment to their duty towards the welfare of CADC despite external pressures.

This was the CEM’s first official meeting with the department heads since assuming office on February 4, 2025. Prior to this, he had held separate meetings with leaders of all political parties and representatives of local NGOs, where he discussed issues concerning the welfare and development of the people of CADC and Chawngte area.

CADC CEM holds meeting with local NGOs to discuss governance and development

Kamalanagar, 11 February, 2025: The Chief Executive Member of Chakma Autonomous District Council, Dg. Molin Kumar Chakma today chaired a meeting with local NGOs of Chawngte area at Kamalanagar. Representatives from Chakma Mahila Samiti, CYCA, CMCSU, MSU, YLA, and TARUM attended the meeting.

Addressing the meeting, the CEM remarked, “Since Chawngte area is inhabited by different communities, there are numerous common issues that require joint efforts, including the implementation of development works. It is essential to work hand in hand to resolve these common issues.” He urged the NGO representatives to share their ideas and opinions and assured them that the CADC is ready to extend its full cooperation.

The joint NGOs, in their activities report, highlighted their recent representations to the Government of Mizoram regarding poor roads conditions, inadequate staff at Chawngte Police Station, and the lack of necessary medical equipment in the Community Health Centre, Chawngte, among other issues.
The NGOs expressed hope that the new Executive Committee headed by the incumbent CEM would bring about good governance and expressed their willingness to cooperate with CADC. They also expressed hope of receiving necessary support whenever necessary from CADC that will benefit the society.
It was also proposed that CADC raise the amount allocated as financial assistance to NGOs in the next budget, which currently stands at Rs.3 lakhs only.

Raising concerns over inequity in the distribution of school teachers due to untimely transfers, they proposed that teachers be transferred only within their respective education circles. It was also proposed that the Education department of CADC conduct competitive exams such as Olympiads, essay writing competitions etc. for school students. This will help in boosting their confidence and foster a spirit of competition.

Proposals presented in the meeting included amendment to the Chakma Customary Law, specifically certain penal provisions, which have not been amended since its enactment in 1997; reservation for women in employment under CADC; measures to curb absenteeism among staff in schools and offices, and introduction of traditional dress code for staff in office at least once a week, among others.

On environmental issues, it was noted that there is a general lack of awareness among the public leading to a decline in the forest covers of CADC. It was suggested that the Environment, Forest & Climate Change Department, CADC involve the local organizations working for the protection of environment to organize awareness campaigns.

Dg. Molin Kumar Chakma Takes Oath as CEM of CADC

Kamalanagar, 4 February 2025: Dg. Molin Kumar Chakma was sworn in today as the Chief Executive Member (CEM) of the 11th Chakma Autonomous District Council (CADC) in a ceremony held at Kamalanagar. Pu Zoramsiama Hmar, MCS, Additional Deputy Commissioner, Lawngtlai, administered the oath of office and secrecy to him.

The swearing-in ceremony was attended by several dignitaries, including Dg. Rasik Mohan Chakma, MLA, 36-Tuichawng Constituency; Puhpa K. Hrahmo, MLA, 40-Palak Constituency; Puhpa M. Laikaw, Chief Executive Member, MADC; Puhpa N. Viakhu, Chairman, MADC; Dg. Mohan Chakma, Chairman, CADC; Shri Devesh Kumar, Prabhari of Mizoram BJP; MDCs, and other senior officials of CADC.

In his maiden speech as the CEM, Dg. Molin Kumar Chakma described the event as an auspicious beginning of a new Executive Committee under the Bharatiya Janata Party (BJP) in CADC. He called upon all political parties, NGOs, and intellectuals of the area to lend their support to his Executive Committee for the smooth running and progress of administration.

He announced the names of Dg. Kalasoga Chakma, Dg. Supan Chakma, Dg. Montu Chakma, Dg. Amit Bayan Chakma, and Dg. Ananta Bikash Chakma as members in his Executive Committee. He stated further that the allocation of other portfolios in the Executive Committee would be announced in due course. In conclusion, he expressed optimism that with the support of Shri Devesh Kumar, BJP Prabhari, Mizoram and Dg. Nirupam Chakma, Member, NCST, CADC would receive assistance from the central government for development of CADC.

Dg. Molin Kumar Chakma’s appointment as CEM followed a political reshuffle necessitated by a no-confidence motion against the former CEM, Dg. Rasik Mohan Chakma, during the first sitting of the Winter Session on 11th December 2024, which led to the dissolution of the Executive Committee. Subsequently, on 28th January, 2025, the Hon’ble Governor of Mizoram appointed Dg. Molin Kumar Chakma as the Chief Executive Member of CADC.

Dg. Molin Kumar Chakma was elected as an MDC from the 4-Bajeisora Constituency during the 2023 CADC general elections on a BJP ticket. He later joined the Mizo National Front (MNF). In the previous Executive Committee, he held the posts of Adviser to CEM and subsequently, the post of Vice-Chairman of Planning & Development Board, CADC. Prior to his entry in politics, he was actively engaged in social work, through his involvement in Guwahati Chakma Students’ Union (GCSU) and the Central Young Chakma Association (CYCA).

CADC CEM Dg. Rasik Mohan Chakma loses Confidence Motion in First Sitting of Winter Session

Kamalanagar, December 11, 2024: Dg. Rasik Mohan Chakma was removed from office of the Chief Executive Member, CADC, through a No-Confidence Motion brought in the first sitting of the Winter Session 2024-2025, held today.

The motion was moved by a member of the opposition bench, Dg. Doymoy Daveng Chakma, under Rule 84 (1) of the CADC (Constitution, Conduct of Business, etc.) Rules, 2002. Of the 18 elected members present and voting — including the Chairman, who normally votes only in the event of a tie — 9 members voted in favour of the motion, while 8 members opposed it. Two elected members were absent in the session.

Following the count of votes, the Chairman declared the removal of the Executive Committee headed by Dg. Rasik Mohan Chakma immediately from office. The session was subsequently prorogued.

CEM Rasik Mohan Chakma chairs meeting to form Tuichawng Zone Football Association

Kamalanagar, 10 December 2024: Dg. Rasik Mohan Chakma, Chief Executive Member, Chakma Autonomous District Council (CADC) and MLA, 36-Tuichawng Constituency, chaired a meeting today at the CADC Rest House Conference Hall, Kamalanagar. The meeting was attended by Pu Hrangthianga, Executive Member in-charge of Sports & Youth Services, Lai Autonomous District Council; Dg. Supreme Raj Chakma, Executive Member in-charge of Sports & Youth Services, CADC; representatives from local NGOs; and members of local football associations.

The meeting discussed the formation of a Zonal Football Association for the CADC area, including Chawngte-P and adjacent villages under the Lai Autonomous District Council. The association will be affiliated with the Lawngtlai District Football Association, providing a structured platform for the talented youths of the area to pursue football at higher competitive levels.

Pu Hrangthianga emphasized the importance of promoting football and creating opportunities for young footballers in the region. He remarked: “The absence of an affiliated football zone in the area has significantly limited the opportunities for talented youths to excel in the field. Establishing this association will help open pathways for these enthusiasts to progress from the Zone to District, State, National levels, and beyond.”

Dg. Rasik Mohan Chakma expressed his support for the initiative, calling it a positive step forward for the youth of the area. He proposed the creation of additional zones for Longpuighat and Borapansury in the future to include all the villages within the association.

After thorough discussion, the Tuichawng Zone Football Association was constituted with Dg. Supreme Raj Chakma, President; Pu J. Thanluaia, Senior Vice-President; Dg. Parbesh Chakma, Vice-President; Pu Lalthanzuala, Honorary Secretary; Dg. Sadhan Bikash Chakma, Treasurer; Dg. Prityrup Chakma, Joint Secretary, and Pu Omeg Lalramkinlova, Finance Secretary. It was resolved that the Ad hoc Association would induct up to ten Executive Members later.

Dg. Supreme Raj Chakma, President of the Ad hoc Association, thanked all stakeholders for their active participation and support. He expressed his hope that the formation of the association would create opportunities for talented young footballers to excel and succeed in the sport.
