CEM Nirupam Chakma Meets NCST Chairperson Antar Singh Arya in New Delhi

New Delhi, 5 September 2026: Shri Nirupam Chakma, Hon’ble Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC), today met Shri Antar Singh Arya, Hon’ble Chairperson of the National Commission for Scheduled Tribes (NCST), at his official residence in New Delhi.

Shri Antar Singh Arya warmly welcomed Shri Nirupam Chakma and felicitated him on his assumption of office as the Chief Executive Member of the Chakma Autonomous District Council.

During the meeting, the two leaders held detailed discussions on a wide range of issues concerning the welfare, rights, development and constitutional safeguards of Scheduled Tribes across the country. They also exchanged views on strengthening the institutional mechanisms for protecting the interests of tribal communities.

Shri Nirupam Chakma requested the Hon’ble Chairperson to expedite the ongoing review of the Fifth and Sixth Schedules to the Constitution of India, keeping in view the contemporary challenges and aspirations of Scheduled Tribe communities. He further requested that the NCST consider preparing a comprehensive Special Report on the review, for submission to the Hon’ble President of India, highlighting the need to strengthen the constitutional safeguards and institutions governing Scheduled Areas and Autonomous District Councils.

Shri Chakma also requested the Chairperson’s intervention and support in facilitating the allotment of a suitable plot of land in New Delhi for the construction of a Students’ Hostel and Guest House for the Chakma community, which would provide accommodation and institutional support to students and visitors from the community coming to the national capital.

Another important proposal discussed during the meeting was the organisation of a National Conference of State Commissions for Scheduled Tribes, bringing together the NCST and State Commissions to deliberate on issues relating to tribal rights, constitutional safeguards, socio-economic development and effective implementation of welfare programmes.

Shri Nirupam Chakma also proposed that the Foundation Day of the National Commission for Scheduled Tribes be commemorated on a larger and more significant national scale, providing an appropriate platform to highlight the constitutional mandate and achievements of the Commission and to deliberate on emerging challenges faced by Scheduled Tribe communities.

The meeting was held in a cordial and constructive atmosphere, with both leaders reaffirming their commitment to strengthening constitutional safeguards and promoting the welfare, dignity and development of Scheduled Tribes across India.

CEM CADC Attends 9th Edition of North East Students Festival in New Delhi

Kamalangar, 4 September 2026:The Chief Executive Member (CEM) of Chakma Autonomous District Council (CADC), Shri Nirupam Chakma, attended the 9th Edition of the North East Students Festival as the Guest of Honour at Talkatora Stadium, New Delhi, today. The festival was organised by My Home India, an organisation committed to strengthening national integration and promoting greater understanding of the diverse cultures and communities of North East India.

Shri Nirupam Chakma was among the distinguished guests attending the festival and was felicitated by the Founder of My Home India, Shri Sunil Deodhar ji.

Addressing the gathering, the CEM expressed his gratitude to My Home India for inviting him to the important occasion and congratulated the organisation on completing 21 years of dedicated service. He appreciated the sustained efforts of My Home India in promoting the rich cultural heritage, talent and aspirations of the people of North East India through various programmes and initiatives, particularly the North East Students Festival.

Shri Chakma said that such platforms provide an important opportunity for students and young people from the North East to showcase their cultural diversity, interact with people from different parts of the country and contribute to strengthening the spirit of national unity and integration.

He particularly appreciated the role of My Home India in creating greater awareness about the North East among the people of the rest of the country and in providing students from the region with opportunities to connect, participate and excel.

NCST Member Shri Jatothu Hussain Calls on CADC CEM Shri Nirupam Chakma

New Delhi, 3 September 2026:Hon’ble Member of the National Commission for Scheduled Tribes (NCST), Shri Jatothu Hussain, called on the Hon’ble Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC), Shri Nirupam Chakma, at Mizoram House, Chanakyapuri, New Delhi.

During the meeting, Shri Jatothu Hussain and Shri Nirupam Chakma held detailed discussions on various issues concerning the welfare, development and constitutional safeguards of the Scheduled Tribes. They exchanged views on matters relating to the effective implementation of the provisions of the Fifth and Sixth Schedules of the Constitution and the need to strengthen institutional mechanisms for protecting the rights and interests of Scheduled Tribal communities.

The two leaders also discussed issues affecting Scheduled Tribes in different parts of the country, particularly those relating to socio-economic development, education, employment, livelihood opportunities and access to government schemes and programmes.

Shri Nirupam Chakma expressed his appreciation to Shri Jatothu Hussain for his continued efforts towards safeguarding the constitutional rights and interests of Scheduled Tribes. CEM Shri Nirupam Chakma Visits National Commission for Scheduled Tribes in New Delhi

New Delhi, 3 September 2026:The Hon’ble Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC), Shri Nirupam Chakma, today visited the National Commission for Scheduled Tribes (NCST) in New Delhi and met senior officials of the Commission.

During his visit, Shri Nirupam Chakma held discussions with senior officials, including Shri Amit Nirmal, Joint Secretary, Dr. P. Kalyan Reddy, Director, and Shri K. D. Verma, Deputy Secretary, NCST.

The officials briefed the Hon’ble CEM on the initiatives being undertaken by the Commission for the review of the Fifth and Sixth Schedules of the Constitution, as part of the preparation of a Special Report to be submitted to the Hon’ble President of India. He was also briefed on various activities and programmes being undertaken by the NCST for the protection of constitutional safeguards and promotion of the welfare and development of Scheduled Tribes across the country.

Shri Nirupam Chakma also took a tour of the Commission’s office and interacted with officers and staff members of various sections. He encouraged them to continue discharging their responsibilities with dedication and sincerity towards the welfare, rights and development of the Scheduled Tribes.

This was Shri Nirupam Chakma’s first visit to the NCST after his resignation as a Member of the National Commission for Scheduled Tribes to take up the office of Chief Executive Member of the CADC.

The visit was an emotional and nostalgic moment for Shri Nirupam Chakma, as he had served as a Member of the Commission and had closely worked with its officers and staff in advancing the interests and constitutional safeguards of Scheduled Tribes. He expressed his appreciation to the officials and staff of the Commission for their continued commitment to the cause of Scheduled Tribes and conveyed his best wishes for their future endeavours.

In the interest of public service and pursuant to the decision taken by the Executive Committee, Chakma Autonomous District Council in its meeting held on 10th & 11th of August, 2026 under item No.24, the Executive Committee, Chakma Autonomous District Council is pleased to Upgrade the Parva Revenue Circle to Parva Revenue Division with immediate effect.

The administrative jurisdiction of the newly created Parva Revenue Division shall be with the existing area of the Parva Revenue Circle.

CEM-led CADC delegation discusses key development and financial issues with Mizoram Government

𝐀𝐢𝐳𝐚𝐰𝐥, 𝟏 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟐𝟎𝟐𝟔: Shri Nirupam Chakma, Chief Executive Member (CEM), Chakma Autonomous District Council (CADC), along with Shri Kali Kumar Tongchangya, Chairman, CADC, and Shri Kalendra Tongchangya, OSD, CADC, held a meeting with the Secretary, District Councils & Minority Affairs Department, Government of Mizoram, at the New Secretariat, Aizawl, today.

During the meeting, the CADC delegation discussed a wide range of issues concerning the development and financial requirements of the Chakma Autonomous District Council.

The delegation particularly raised the issue of salary deficits and the need for adequate financial support to enable CADC to meet its establishment and administrative obligations. The delegation also sought financial assistance for the completion of the new CADC Secretariat Building, which is essential for strengthening and modernising the administrative infrastructure of the Council.

The issue of providing furniture grants for the Chakma Students’ Hostel at Aizawl was also discussed. The hostel building has already been constructed, and financial assistance for furniture and essential facilities is required to make the hostel fully operational for students from the CADC and other rural areas.

Another important matter discussed was the grant of mineral extraction licences and sharing of mineral royalties in respect of minerals within the CADC area, in accordance with Paragraph 9 of the Sixth Schedule to the Constitution of India. The CADC delegation emphasised the need for an appropriate institutional mechanism and coordination between the State Government and CADC for giving effect to the constitutional provisions relating to mineral resources and royalties.

The CEM emphasised that timely resolution of these issues would significantly contribute to strengthening the institutional capacity of CADC and accelerating sustainable development in the Council area.

The Secretary, District Councils & Minority Affairs Department, heard the issues raised by the CADC delegation and assured that the matters would be examined by the concerned authorities.

The CEM and the Chairman also paid a courtesy call on Pu Lalmuanpuia Punte, MLA and Political Adviser to the Chief Minister of Mizoram.

Education EM Dg. Doymoy Daveng Chakma calls for dignity and professionalism in teaching

𝐊𝐚𝐦𝐚𝐥𝐚𝐧𝐚𝐠𝐚𝐫, 𝐀𝐮𝐠𝐮𝐬𝐭 𝟑𝟏, 𝟐𝟎𝟐𝟔: Executive Member, i/c Education, Chakma Autonomous District Council (CADC), Dg. Doymoy Daveng Chakma has called upon the teaching community to take pride in their profession and recognise their role as major contributors to the development of society, while stressing the need for reforms to strengthen the education system in CADC.

Addressing the inaugural session of a two-day Teachers’ Seminar on Educational Reforms in CADC at the Art & Culture Hall, Kamalanagar, Dg. Doymoy Daveng Chakma, who was the Chief Guest, said that every teacher has the potential to become a quality teacher and make a meaningful contribution to society. He emphasised that teachers should measure their success not merely by their professional position, but also by the positive impact their students make in society.

“If a student becomes a doctor, scientist, politician or community leader because of your contribution, then you’ll feel successful,” he remarked.
The Executive Member expressed concern over the need to restore the dignity of the teaching profession in CADC and urged teachers to take greater pride in their profession while recognising themselves as important contributors to society.

He said that the seminar was a step in the right direction towards bringing about reforms in the education sector. At the same time, he stressed that the government had a responsibility to ensure the welfare of the teaching community and create a conducive environment for effective teaching and learning.

He also announced that he intended to propose the “CADC Transfers & Posting of Elementary Teachers’ Rules” before the Executive Committee to regulate the posting and transfer of teachers and ensure a fair and systematic approach. He observed that the preference for postings in town areas had resulted in an excess of teachers in some town schools while leaving shortages in other areas, underscoring the need for a balanced approach to teacher postings.
Dg. Doymoy Daveng Chakma further informed that two education infrastructure projects had been submitted and were under process for inclusion in the State’s priority list. If implemented, he said, the projects would enable the construction of 20–25 new school buildings in CADC.

Urging teachers to take greater responsibility for the educational development of their community, he called upon them to teach with a sense of purpose and commitment. He said that the children being educated today have the potential to make positive contributions to the community in the future.

Other speakers, including Dangu. Molin Kumar Chakma, Adviser to CEM and Guest of Honour, also urged the teaching community to discharge their duties with dedication and commitment.

The two-day seminar, organised by the Middle School Education Department, CADC, is themed “Strengthening Teaching Competencies, Educational Leadership and Students’ Learning Achievement” and covers areas including student attendance, retention and dropout prevention; salient features of the National Education Policy (NEP), 2020; the role of teachers; enhancement of teaching quality; digital and ICT-enabled education; mentorship; and values and personality development.

The seminar will continue tomorrow with sessions covering various aspects of academic leadership, classroom teaching, professional development, academic monitoring and community engagement.
A total of 390 teachers from different schools across CADC participated in the inaugural session. Senior officials of CADC and invited guests were also present.

CEM discusses mineral extraction licences and royalty sharing with Directorate of Geology & Mining

Aizawl, August 31: Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC), Shri Nirupam Chakma, along with Shri Kalendra Tongchangya, OSD, Chakma House, today held discussions with officials of the Directorate of Geology and Mining, Government of Mizoram, at Luangmual, Aizawl, on matters relating to mineral extraction licences and sharing of mineral royalties under Paragraph 9 of the Sixth Schedule to the Constitution of India.

During the meeting, the CEM discussed matters concerning the granting of mineral extraction licences by the State Government and the sharing of mineral royalties with the Autonomous District Councils. He emphasised the need for greater clarity and coordination between the State Government and the three Autonomous District Councils on matters relating to mineral extraction and royalty sharing.

Shri Nirupam Chakma suggested that the State Government convene a joint meeting with all three Autonomous District Councils to deliberate on the issues and evolve an appropriate mechanism in accordance with the constitutional provisions of the Sixth Schedule.

Pu Liangura Pachuau, Director, Geology and Mining, and Er. Lalremmawia, Joint Director, Geology and Mining, briefed the CEM on the relevant provisions, procedures and issues concerning mineral extraction licences and royalty matters.

The CEM appreciated the officials for the detailed briefing and expressed the hope that a structured consultation involving the State Government and all three Autonomous District Councils would help resolve outstanding issues and facilitate the effective implementation of the constitutional provisions relating to mineral resources and royalties.

NCC Commanding Officer holds interactive session at Kamalanagar

Kamalanagar, 27 August 2026: Col. Sagar K Mohanty, Commanding Officer, 2 Mizo Battalion NCC, Lunglei, accompanied by Lt. Col. Crossmawi L. Hmar and Smt. Uma Rana, Girls Cadet Instructor, held an interactive session on the National Cadet Corps (NCC) at the Art & Culture Hall, Kamalanagar, today. The Hon’ble Chief Executive Member (CEM), CADC, Dg. Nirupam Chakma, Heads of Departments and staff of the Chakma Autonomous District Council (CADC) attended the programme.

During the session, Col. Mohanty gave an overview on the history, objectives, scope, mission and various activities of the NCC through a PowerPoint presentation. He explained the role of the organisation in developing discipline, leadership, character, physical fitness, a spirit of adventure and a sense of service among young people.

He also shared the circumstances and efforts that led to the establishment of the 2 Mizo Battalion NCC at Lunglei and spoke about his experience in the process. He briefed the gathering on the progress made by the Battalion and some of its success stories since its establishment.

He referred to the first-ever National Cadet Corps (NCC) Fest and Parasailing Camp in Mizoram which took place in Lunglei from May 5 to May 11, 2026 during which Chakma cultural items were presented and widely appreciated. He further stated that a number of NCC cadets from the CADC area, including a girl cadet, had subsequently joined the military forces through the opportunities and exposure provided by NCC.

The Commanding Officer said that boys and girls in Mizoram have a natural aptitude for firing and suggested that a suitable site be identified at Kamalanagar for establishment of a firing range. Such a facility, he said, would enable NCC cadets from the area to undergo firing training here instead of having to travel to Lunglei. He also appealed to parents to support and encourage their children to join the NCC and make use of the opportunities available through the organisation.

Col. Mohanty further shared that he plans to write a book titled Magical Mizoram, in which Kamalanagar would receive a special mention.

The Hon’ble CEM appreciated Col. Mohanty and the accompanying officers for conducting the interactive session at Kamalanagar. While describing the session as truly inspiring, he said the NCC Commanding Officer’s message on the benefits of taking part in NCC would be taken to other parts of CADC.
Dg. Nirupam Chakma said he was particularly impressed by the objective of developing human resources through the NCC, particularly by instilling discipline, character, a spirit of adventure and a sense of service to the nation among young people, and the opportunities it provides to students for personal development and their future career.

The CEM also stressed the importance of encouraging female leadership and providing greater opportunities for girls. Referring to the recent NCC fraternity meet held at Kamalanagar, he said that he was pleased to see a large number of NCC cadets from CADC area participating in the programme. He suggested that opportunities should also be created for more students from Longpuighat and Borapansury to join the NCC.

Dg. Nirupam Chakma also referred to the reluctance of some parents in the CADC area to allow their children to join the NCC, an issue that had also been raised by Col. Mohanty during his presentation. He expressed hope that the interactive session would help address such concerns and encourage more parents to support their children in taking up NCC activities.

The CEM requested the NCC authorities to take initiatives to organise more NCC programmes at Kamalanagar and assured that the CADC administration would extend the required cooperation for such programmes.

DSEB Notification: Common Question Examination 2026-27 cancelled, to commence from 2027-28

DSEB hereby notifies that the proposal for conducting Common Question Examinations for Classes III, V, VI and VII from the Academic Session 2026-2027 could not be materialised. And as per the direction of the Middle School Education Department, CADC, vide Letter No. A.45011/02/2026-CDC(MSED)/52 dated 18th August, 2026, and pursuant to the approval of the Executive Committee, CADC, in its 20th Meeting held on 10th and 11th August, 2026, it has been decided that the proposed Common Question Examination for Classes III, V, VI and VII shall be conducted from the Academic Session 2027-2028 onwards.
