77th Republic Day celebrated at Kamalanagar

Kamalanagar, 26 January 2026 : The 77th Republic Day of India was celebrated with due solemnity at the premises of the Chakma Autonomous District Council (CADC) Secretariat, Kamalanagar, today.

Shri Sundor Muni Chakma, Honโ€™ble Deputy Chairman, Chakma Autonomous District Council, attended the programme as the Chief Guest and unfurled the national flag in the presence of officers and staff of the CADC, invited guests, and other dignitaries.

In his address, the Honโ€™ble Deputy Chairman highlighted the significance of the Constitution of India and recalled the contributions of the freedom fighters and the framers of the Constitution. He stated that autonomous institutions such as the Chakma Autonomous District Council exist due to the provisions of the Constitution, particularly the Sixth Schedule, which safeguards the social, cultural, and administrative interests of tribal and minority communities.

He highlighted the major activities undertaken by the CADC during 2025โ€“2026, including the organisation of school-level and zonal sports, distribution of sports materials, teacher training programmes, and literacy survey. He also referred to financial assistance provided to farmers, distribution of sewing machines for skill development, implementation of social welfare schemes, plantation programmes, strengthening of forest administration, promotion of sports, improvement of office infrastructure, and execution of public works to ensure connectivity and public safety. The Honโ€™ble Deputy Chairman called upon all concerned to uphold constitutional values and serve the people with sincerity and accountability.

The district administration also organised a celebration programme at the Kamalanagar Football Playground. Pu Lalnunpuia Renthlei, MCS, Sub-Divisional Officer (C) and Block Development Officer, Chawngte, unfurled the national flag as the Chief Guest. The programme was attended by MLA Shri Rasik Mohan Chakma, former MLA Shri Buddha Dhan Chakma, Members of the District Council, officers of the Chakma Autonomous District Council, and other local leaders.

In his address, the Chief Guest highlighted the importance of constitutional values, citizensโ€™ responsibility, and public service in strengthening democratic governance. He referred to recent improvements in connectivity, education, health services, and rural development under various government schemes implemented in the area.

He also highlighted developmental achievements under Chawngte Sub-Division, including progress under the Mizoram State Rural Livelihoods Mission, implementation of MGNREGA through generation of wage employment and creation of rural assets, strengthening of health services at the Community Health Centre, Chawngte, expansion of ICDS services through Anganwadi Centres, infrastructure development and academic achievements of EMRS, Chawngte, and public works undertaken by the State Public Works Department.
He further referred to the implementation of food security schemes under the National Food Security Act and the Mid-Day Meal Scheme in the Chawngte area, ensuring the distribution of rice to eligible beneficiaries.

Three NCC units and seven schools participated in the march past. Special cultural items were presented by the Art & Culture Department, CADC, Branch YMA Chawngte-L, and Branch YMA Chawngte-P. The Chief Guest also visited the Community Health Centre, Chawngte, where he distributed gifts to the patients.

CADC issues strict directives to ensure regular attendance and punctuality of officers and staff

The General Administration & Control Department of the Chakma Autonomous District Council (CADC) has reiterated instructions for strict compliance regarding office attendance. This notification follows a decision taken during the Heads of Departments meeting held on January 16, 2026, to enforce administrative discipline across all departments.

All officers and staff must attend office regularly during prescribed hours, as unauthorized absence or late arrivals will be recorded and may lead to disciplinary action. Heads of Departments are required to submit a consolidated monthly attendance report using a specific proforma by the first week of every following month. All personnel are directed to follow these instructions in letter and spirit, with any delay in report submission being viewed as a lapse in duty

Search cum Selection Committee constituted to empanel advocates for CADC legal cases

The Deputy Commissioner of Lawngtlai has constituted a Search cum Selection Committee for the Chakma Autonomous District Council (CADC). This committee is tasked with empaneling advocates to represent the CADC’s interests regarding legal cases involving two Border Outposts (BOPs) located at Vaseitlang and Damdep-II.

The committee is responsible for recommending suitable advocates to the General Administration & Control Department. Upon completion of the selection process, the final report must be submitted to the General Administration & Control Department for further necessary action.

Governor extends Governorโ€™s Rule to address political instability within the Chakma Autonomous District Council

The Hon’ble Governor of Mizoram has extended the assumption of all functions and powers of the Chakma Autonomous District Council (CADC). This decision was made in exercise of powers under Paragraph 16(2) read with Paragraph 20-BB of the Sixth Schedule to the Constitution of India, following the Governor’s assessment of frequent shifts in political allegiance and the pending results of an Inquiry Commission.

The Governorโ€™s Rule is extended for another period of six months or until further order, effective from January 7, 2026. The Deputy Commissioner of Lawngtlai District is designated to exercise these functions and powers on behalf of the Governor.

Governor constitutes Inquiry Commission to probe administrative irregularities and political instability of CADC

The Hon’ble Governor of Mizoram has appointed the Deputy Commissioner of Lunglei to lead an Inquiry Commission into the Chakma Autonomous District Council. This decision was made using discretionary powers available to the Hon’ble Governor under paragraph 20-BB of the Sixth Schedule read with paragraph 14(1) of the Constitution of India.

The Commission will investigate four main issues over the next six months:

  • Illegal Recruitment: Whether hiring continued despite a strict 2023 moratorium.
  • Administrative Reports: Giving legal status to previous reports by a Chief Secretary-led Study Group and Shri Cheemala Siva Gopal Reddy.
  • Political Instability: To look into the constant political instability and submit concrete proposal in the best interest of the public.

Detailed report alongwith recommendations should be submitted within a period of 6 (six) months.

Notification inviting applications from empanelled advocates w.r.t. Vaseitlang and Damdep-II BoPs

The Chakma Autonomous District Council (CADC) is seeking advocates to handle legal matters regarding the Vaseitlang and Damdep-II BOPs. Applicants must have at least six years of High Court experience. Responsibilities include representing the CADC before the Supreme Court, Gauhati High Court, and District Courts. Interested candidates must submit their bio-data and documents by December 29, 2025. Terms of service and fees will be governed by a formal agreement.

Working Hours for CADC offices and Rest Houses

In pursuance of Govt. of Mizoram L.No.F-23014/37/2025-ESTT-GAD Dt.22.09.2025 and in the interest of public service, it is notified that the office working hours on all 5 (five) working days (Monday to Friday) during Winter Season and Summer Season for the offices of Chakma Autonomous District Council shall be as shown below:

Notification of Extension for Canteen Lease Application

This notice is to inform all prospective applicants that the deadline for the submission of applications pertaining to the leasing of the canteen at the CADC Rest House Lunglei has been extended by 30 days. The new and final date for the submission of all applications is now November 23, 2025.

All other terms and conditions of the original notification remain unchanged. Applicants are advised to submit their documents before the new deadline.

CADC Observes 79th Indian Independence Day

Kamalanagar, 15 August 2025: The Chakma Autonomous District Council (CADC) observed the 79th Independence Day of India with programmes at the CADC Secretariat in Kamalanagar, Borapansury, the Chakma House Complex in Aizawl, and other local venues. The events were attended by Members of District Council (MDCs), officials, and community leaders.

At the CADC Secretariat, the National Flag was hoisted by Shri Sundor Muni Chakma, Deputy Chairman, CADC, as Chief Guest. The programme was attended by MDCs, former councillors, CADC officials, and dignitaries.

In his address, Shri Sundor Muni Chakma extended greetings to the people of CADC and paid tribute to the freedom fighters of Indiaโ€™s independence movement. He stated that Independence Day is both a celebration of freedom and a reminder of responsibility, reaffirming the commitment to uphold democracy, unity, and progress. He highlighted recent achievements of CADC in cultural preservation, livelihood promotion, land governance, environmental conservation, fisheries, and infrastructure development. These included plantation drives, distribution of agricultural inputs, land digitisation, and completion of projects such as a student hostel at Aizawl Chakma House and renovation of the CADC Secretariat. He concluded by calling for collective efforts towards progress in education, economic growth, and social development with equal opportunities for all.

The District Administration also organised a programme at the Kamalanagar Football Playground, with Shri Lalnunpuia Renthlei, MCS, SDO (Civil) & BDO, Chawngte, as Chief Guest. He urged citizens to value freedom as both a legacy and a duty, encouraging youth to contribute to national progress. He highlighted developmental works within Chawngte Sub-Division under various schemes such as PMAY-G, MzSRLM, MGNREGA, healthcare improvements at CHC Chawngte, rural water supply, road upgrades, and new Anganwadi Centres.

Eighteen contingents participated in the march past, in which the Government Kamalanagar College NCC Unit was adjudged the best. Cultural performances were presented by various educational institutions, and gifts were distributed to patients at CHC Chawngte.

In Borapansury, Shri Sanjib Chakma, Honโ€™ble MDC, hoisted the National Flag as Chief Guest. At the Chakma House Complex in Aizawl, a celebration programme was organized for the first time, with Shri Supreme Raj Chakma, Honโ€™ble MDC, unfurling the National Flag and addressing the gathering.
