CADC Monsoon Session held

Kamalanagar, 09 September, 2020: The Monsoon Session of Chakma Autonomous District Council was held today with the approval of the Governor of Mizoram amidst restriction due to Covid-19 pandemic. The Session discussed and passed the motion of thanks to the present Executive Committee for the achievement it has made since assuming office, moved by Dg. Charan Singh Chakma, Deputy Chief Whip.

Achievements in respect of school education and good governance made by the current Executive Committee since assuming office in January, 2019 were discussed. Some of the achievements highlighted during the course of the discussion that are worth a mention are regularization of NFT/MR/Fixed pay staff that are long overdue, according due to the deprived employees, facilitating training for a large number of technical staff, recruitment of staff by conducting examination, implementation of VRS for the aged and incapacitated staff, contribution of Rs.6.78 crore to the Pension Contributory Fund, withdrawing charging of school admission fees, providing durable school furniture to all schools, providing school text book in full set free of cost, vertical extension of PWD office, restructuring the Land Revenue administrative set up, legislation of as many as seven rules, providing relief to persons affected by Covid-19, procurement of 12 office vehicles, construction of roads across CADC under PMGSY including arterial roads like Kamalanagar-Borapansury road, Kamalanagar-Longpuighat road, retention of Kamalanagar Composite Water Supply Scheme, agriculture and school infrastructure projects under NEC, etc.

The Session had to be summoned over a short notice served on 7th September, 2020 which has aggrieved the MDCs of BJP legislature party. The MDCs of the BJP legislature party have remained absent in the session today. Earlier, yesterday, the BJP legislature party aggrieved by the short notice of the summon submitted a memorandum to Dg. H. Amaresh Chakma, Chairman, CADC while alleging violation of rules of CADC (Constitution and Conduct of Business, etc.) Rules, 2002 and demanded rescheduling of the summon of the Monsoon session to maintain the time gap between serving the notice of summon and commencement of the session.

The District Council Secretariat in its reply to the BJP legislature party maintained that no rules have been violated and the Session was called in accordance of Sub-Rule 6 of Rule 33 which states, โ€œNotwithstanding anything contained in this rule, nothing shall restrict the power of the Governor to summon a meeting of the District Council at any time as he may think fit in public interest.โ€

The District Council Secretariat in a letter dated 14th August, 2020 sought His Excellencyโ€™s permission to conduct the Monsoon session from 8th September, 2020 which stated that due time to conduct the Monsoon session was mid-July, which could not be maintained due to Covid-19 prohibitory orders of the government issued from time to time. The governor in a letter dated 7th September, 2020 accorded permission to conduct the Session on 08/09/2020 which had to be deferred by a day for convenient of all.

CADC celebrates 74th Independence Day with restrain amidst covid-19

Kamalanagar, 15 August, 2020: Amidst Covid-19 pandemic, still looming large Chakma Autonomous District Council celebrated Indiaโ€™s 74th Independence Day with restrain avoiding mass participation and observing protocols that are in force like maintaining social distance and wearing mask.

Dg. H. Amaresh Chakma, Chairman, CADC in the early morning, hoisted the National Flag in the premises of CADC Secretariat in the presence of leaders and Heads of offices of CADC.

The Chairman in his Independence Day speech said the difficulties due to coronavirus pandemic has hampered developmental activities and implementation of policies for the welfare of the people.

โ€œNotwithstanding, the present Executive Committee has executed the Voluntary Pension Scheme which has brought in fresh and energetic employees in place of aged staff; metalled the approach road to dumping ground with PCC concrete; purchased a new vehicle for disposal of garbage and set aside Rs.50 lakhs for construction new LAD office buildingโ€.

He further added that Rs.4.39 Crore has been allocated for CADC under 15th Finance Commission which shall be utilized to create community welfare assets.

โ€œThe CADCโ€™s Budget session which could not be held in due time due to the prevalent pandemic has been very productiveโ€, he said.

The celebration of the Day organised by the Chawngte Sub-Division Office in the compound of Baptist Boarding School was attended by Pu S. Kaptluanga, SDO(C), Chawngte as Chief Guest besides other heads of offices of Kamalanagar and Chawngte area. The school compound has been chosen as venue for the programme to avoid crowding by the public.

The SDO speaking stated about the grim situation we are passing through due to coronavirus pandemic and aggression posed by some of our neighbouring countries. He has appreciated the velour of our soldiers in confronting the enemy soldiers of our neighbours.

โ€œTo alleviate the suffering of the people in distress due to Covid-19 the government has been providing financial assistance under PMGDY and PM Kissan and by creating opportunities for employment under MGNREGSโ€.

He further stated that in spite of the hardship due to the pandemic the Chawngte-Ajasora road under PMGSY and Udalthana-Gulsingbapsora road under BADP will be completed within this year.

He has urged for communal harmony and mutual respect for each otherโ€™s religion and tradition while stating that Kamalanagar-Chawngte is lived by Chakma, Lushai, Lai, Bawm, pang and Tripuri people.

He also spoke about the announcement made by the government of India about the new education policy that is likely to come into effect very soon.

CADC Budget, 2020-2021 passed

Kamalanagar, 22 July, 2020: Chakma Autonomous District Council in its Emergency Budget Sessionโ€™ 2020-2021 which started on 17/07/2020 passed the Budget today unanimously for an amount of Rs.10566 Lakh.

Rs.97,30,41,000/- accounts for salary, Rs.5,85,00,000/- for non-salary, Rs.63,84,00/- for remuneration to Village Councils and Rs.77,98,000/- for non-salary under Village Councils. Local Revenue collection estimated for the current financial year is Rs.1,09,40,000/-.

The estimated requirement for salary to be incurred out of normal grant-in-aid is Rs.110,17,24,000/- resulting in a deficit of Rs.12,86,83,000/-. The estimated requirement of salary for the Village Council remuneration is Rs.67,35,000/- showing a deficit of Rs.3,51,000/-. The deficit against salary is mainly due to demand for implementation of the amended Rules pertaining to Salaries and allowances of the Members.

The Budget Session also presented the Supplementary Demand for Grants, 2019-20 for an amount of Rs.19,66,14,000/-. A portion of the amount has been utilized for payment of salary. The non-salary amount has been utilized for construction of drainage system in Kamalanagar-III, SMBT Road in Borapansury, setting up of brick kiln at Udalthana-I, verticle extension of PWD office building, installation of deep bore well at Chakma House, Aizawl, for payment of outstanding vehicle repairing bills, councilors pending TA/DA bills and for purchase of 11 number of Mahendra Scorpio and 1 407 Tipper.

The Budget Session also passed the following bills:

  1. The CADC (Salaries and allowances of Chief Executive Member and Executive Members) (Second Amendment) Bill 2020.
  2. The CADC (Salaries and allowances of Chairman and Deputy Chairman) (Second Amendment) Bill 2020.
  3. The CADC (Salaries and allowances and pension of Members) (Third Amendment) Bill 2020.
  4. The CADC Secretariat (Recruitment and Condition of services) Bill, 2020.
  5. The CADC Technical Service (Group A & B posts) Recruitment Bill, 2020.
  6. CADC (Forest) (Amendment) Bill, 2020.
    The findings and suggestions of the CADC Audit Committee on CAG report for the period 2009-2010 to 2014-2015 was discussed and passed in the House.

The Budget Session, 2020-21 could not be held in due time and got postponed for about four months due to Covid-19 induced lockdown. The session could be conducted on an emergency notice after being consented by the Governor, Mizoram. The session was conducted while maintaining social distance among the Members who have attended the session.

Clarification on CADCโ€™s status in dealing with Covid-19

Kamalanagar, 5 June, 2020: In the wake of damage being caused to the reputation of Chakma Autonomous District Council due to some people questioning the lack of activism on the part of CADC in the fight against Covid-19 it is being felt to dispel misgivings so created in the minds of the public.

First of all it has to be understood that CADCโ€™s power and function are limited and defined, within the bound of which it exercises its power and function. As for the matter of dealing with containment of Covid-19, it is a subject matter of the State government by virtue of implementation of the Mizoram Epidemic Diseases (Covid-19) Regulations, 2020 and the Mizoram (Containment and Prevention of Covid-19) Ordinance, 2020. CADC cannot act on its whims and fancies disregarding the above mentioned regulations.

To be specific it has come to the cognizance of the CADC authority that question was being raised as to why CADC was not bearing responsibility to dispose waste of the quarantined centres at Kamalanagar when sanitation was its subject. It has been also pointed out that while LADC was rendering the service in the quarantine centres of Lawngtlai why CADC stayed away. It is being clarified that the district authorities who are the authorized persons as per the above regulations did not make any requisition for such service from CADC.

As regards to the question being raised as to why the staff of CADC being not engaged in the service of running the quarantine centres which has been the case in LADC, it is that no requisition for such requirement have been made by the authorized persons.

Notwithstanding the fact about CADCโ€™s status with regards to dealing with Covid-19 pandemic, it has been putting effort to mitigate distress of people affected by the pandemic and coordinating with stakeholders in their effort for containment and prevention of spread of Covid-19.

The MDCs of CADC have been supporting the VLTFs of their constituencies with financial assistance since the beginning. Rs.50,000 was given to CYCA to help them manage the voluntary services in the fight against Covid-19. Subsequently, CADC has sponsored the NGOs to tour the villages of Indo-Bangla border to sensitize and motivate the VLTFs, for which Rs.1 lakh was sanctioned out of the Rs.20 lakhs set aside for Covid-19. CADC has listed the stranded migrant workers which were forwarded to Ministry of Labour and Employment and to the government of Mizoram for relief and to facilitate in evacuation. Rs.2000, to each stranded migrant workers, was sanctioned for transfer to their account as relief out of the Rs.20 lakhs. The stranded students were also listed to understand the scenario and to facilitate in their evacuation if necessary.

SDO(C), Chawngte calls meeting on implementation of the Mizoram (Containment and Prevention of Covid-19) Ordinance, 2020

Kamalanagar, 04 May, 2020: Pu S. Kaptluanga, SDO(C), Chawngte in a meeting attended by representatives of CADC, Health Department, Police Department, Intelligence Department, local NGO leaders and VLTFs of Kamalanagar town area and Chawngte area called for implementation of the Mizoram (Containment and Prevention of Covid-19) Ordinance, 2020. The meeting also discussed restriction/prohibition to be observed during the 3rd stage lockdown announced by the government.

Stranded people in the state of Assam, Meghalaya, Tripura and Manipur to report with Resident Commissioners

Kamalanagar, 29 April, 2020: It has been communicated that people from Mizoram stranded in the state of Assam, Meghalaya, Tripura and Manipur will be brought back home and transport facility will be arranged by the state government. People can also opt to use private vehicle on their own for the journey.

On enquiry with the official of Home Department, Mizoram it has been told that all willing persons shall have to report with the Deputy Resident Commissioner (DRC) of the nearest Mizoram House and express preference for mode of transportation (government transport/personal vehicle). Those intending to use private vehicle will have to obtain permission from the concerned DRC. The contact numbers of the Mizoram Houses at various locations in the northeast are as given below:

Those stranded in the state of Manipur will report with the YMA in the state and those in Tripura will report with the Mizo Welfare Society.

All returnees shall be screened and quarantined for 14 days on arrival at the designated quarantine centre at the district level.

Indian Medical Association and Covid-19 Medical Operational Team hold meeting at Kamalanagar on Covid-19

Kamalanagar, 26 April, 2020: A team of three doctors from Covid-19 Medical Operational Team and Indian Medical Association held a meeting today at Kamalanagar with representatives of CHC, Chawngte, VLTFs of Kamalanagar and Chawngte town area and local NGO leaders. Dg. Lakkhan Chakma, Executive Member i/c Disaster Management represented CADC in the meeting. The meeting was chaired by Pu S. Kaptluanga, SDO(C), Chawngte.

The team came to assess the covid-19 situation in the sub-division and to sensitize the key people on Covid-19.

The doctors spoke on the importance of maintaining social distance, regular hand washing, wearing double layer mask, the role of mask and the various situations when use of full set of PPE (personal protective equipment) is required. It was recommended that the double layer cotton mask be discarded after 5 to 7 time of washing.

They said that wearing of hand gloves is not necessary for the common public and observed that it rather gives a false sense of security. They urged not to stigmatize the Covid-19 patients. For burial/cremation of Covid-19 dead bodies full set of PPE is not required.

It was also clarified on being asked that prophylactic (preventive) use of hydroxychloroquine can be dangerous.

The team was also asked if truck drivers entering Mizoram with essential goods are being tested or just screened. It has been clarified that only screening was done; however to ensure safety the guidelines requires the truck drivers stay inside the truck and return after unloading and have food outside the town/village.

The VLTFs were urged to allow the farmers to visit their farmlands as season for cultivation has arrived.

The team has brought masks and sanitizers for the area which were handed over to the SMO, Chawngte.

Dg. Lakkhan Chakma urged for the deployment of medical personnel at Longpuighat till the situation due to covid-19 gets better.

The SDO highlighted the various challenges of the area with respect to fighting the pandemic. He spoke on the very poor health facility in the sub-division and the need to deploy medical personnel at Longpuighat and Parva. The SMO, Chawngte will submit proposal for setting up of PHC at Longpuighat and Parva and for Borapansury PHC, presently run by CADC, to be fully taken up by the state government.

Pu S. Kaptluang proposed the 30 VLTFs along Indo-Bangla international boundary within CADC be categorized under special category for 24 X 7 vigilance.

CADC to facilitate return of people stranded in the Northeastern states

Kamalanagar, 15 April, 2020:ย ย ย  The Executive Committee, Chakma Autonomous District Council in its meeting held today in the morning decided to facilitate the return of Chakma people stranded in different northeastern states due to lockdown imposed throughout the country to fight Covid-19. This has come following the decision of the state government to bring back people stuck in the northeastern states.

All such people willing to return home can submit their details by accessing the link https://forms.gle/gW48BtUDWUVo7fB68 . The list of such people will be forwarded to the Mizoram government for further necessary action. The Mizoram House Liaison Officers of respective states can also be contacted to register names of persons intending to come back home as and when the state government issues order in this regards.

The returnees may be put under quarantine at Aizawl at designated centers before they are allowed to proceed to their respective home.

CADC MDCs and employees to donate to CM Relief Fund and PM CARES Fund

Kamalanagar, 8 April, 2020: In a gesture of solidarity and to join hands in the Nationโ€™s fight against Coronavirus pandemic that has sieged the country the Members of Chakma Autonomous District Council and its employees decided to contribute to the Mizoram Chief Minister Relief Fund and to PM CARES Fund, instituted to fight the pandemic.

Rs.2.80 lakhs will be contributed to the Chief Minister Relief Fund by the MDCs and other portfolio holders like the Adviser to CEM, President DSEB, Chairman, Town Planning Committee and Vice-Chairman, Town Planning Committee. The employees will contribute an amount of Rs.1,80,102 to the PM CARES Fund.

Earlier, CADC has contributed Rs.50,000 to Central Young Chakma Association as financial assistance to help maintain and observe the 21 days lockdown imposed throughout the nation to contain the outbreak of Covid-19.

Besides, Rs.10,000 each was paid to YCA, Longpuighat and YCA, Borapansury. The MDCs of the twenty MDC Constituencies have been extending all possible helps either in cash or kinds to all the VLTFs in their respective constituency.
