Pu S Kaptluanga, SDO(C) visits Nagdarasora to see developmental works

Nagdarasora, 08 December, 2020:    Pu S Kaptluanga, SDO(C) and BDO, Chawngte RD Block, today visited Nagdarasora accompanied by Dg. Ganachandra Chakma, Education Officer, CADC, Pu Rattan Kumar, SDPO, Chawngte and Prabin Chakma, I&PRO, CADC to see the construction of the road connecting Udalthana and Gulsinghbapsora via Nagdarasora and the construction of a new Primary School building. 

The team was accorded a warm welcome by the villagers who gathered at the entrance of the village. 

The road measuring more than 15 km is being constructed at a cost of Rs.1.20 Crore funded under BADP. The construction will only do the formation cutting of the road. The SDO said permanent works like surface metaling, construction of drains and culverts will be done from other schemes. 

For the first time Nagdarasora will be connected by road. The internal road of the village has been also cut from the fund and now vehicle can reach the village in about 2 hours. Earlier, it used to take more than 6 hours on foot. 

The team also visited the school under construction. The school is being constructed at a cost of Rs.22 Lakhs with full brick wall consisting of 5 rooms under BADP. 

The SDO interacted with the villagers and he was told about the other need of the village for a Community hall, a Bazar shed and a football field. 

Pu Kaptluanga expressed concern to the villagers about the lot of trees being felled for log which he has seen while coming on the way and urged the villagers to ensure forest cover is protected while adding that things like road for development becomes meaningless if environment turns out to be a victim. 

Pu Robert Romawia Royte, Hon’ble Minister of State unveiled the laying of Astro Turf surface at Kamalanagar Football Ground

Kamalanagar, 03 December, 2020: Pu Robert Romawia Royte, Hon’ble Minister of State who has arrived yesterday at Kamalanagar, headquarters of Chakma Autonomous District Council today unveiled the laying of Astro Turf surface at Kamalanagar Football Playground amidst great excitement especially among the young sports enthusiasts. The event was witnessed by a huge crowd.

The programme was attended by Dg. Rasik Mohan Chakma, CEM, CADC, Pu Lawmawma Tochhawng, Vice-Chairman, HPC Lunglei and Pu S. Kaptluanga, SDO(C), Chawngte besides other dignitaries.

The infrastructure will be first of its kind for this remote area. The creation of the asset indicates the keen intention of the government to make available world class sporting infrastructure to the remotest part of the state to provide opportunity to young talents. Football is the most loved game of the state and it has produced world class players who have excelled in the game at the national level.

The laying of artificial turf will be done at a cost of Rs.532.50 Lakhs which will also include site preparation, security fencing, concrete paver block footpath around the ground and RCC building for pavilion and changing room. The Department of Sports and Youth Services, Government of Mizoram will provide technical and professional assistance. The Project will be operated and maintained by the Department.

Pu Royte, addressing the gathering said that the construction of the football ground will be the beginning of an era of development for this backward area and cited many projects that are in the pipeline for this area like Construction of Community Service Centre at a cost of Rs.140 Lakhs, Construction of Girls Hostel at a cost of Rs.282.80 Lakhs, Construction of Volley Ball Court with viewing gallery at a cost of Rs.32.87 Lakhs and construction of Residential School at a cost of Rs.3461.70 Lakhs. He has said a football academy shall also be established at Chawngte in the coming days.

He urged for communal harmony between all the communities like Lushai, Chakma, Lai, Bawm, Bru, Hindu Bengali and Muslim Bengali living in Chawngte and Kamalanagar and added that the football ground shall be a force of integration and unity between the different communities. Incidentally Pu Royte was wearing a Mizo traditional shirt and a Chakma waist coat.

He stated, “Working for social and economic development of the minority communities of Mizoram was in our election manifesto and we shall remain committed to its spirit.”

He further added, “Without developing backward southern Mizoram we cannot claim to be a developed state.”

Dg. Rasik Mohan Chakma was full of appreciation for Pu Royte for his ability to reign-in central fund for developmental work and thanked him profusely for the project which he stated was beyond their expectation, Kamalanagar being such a small town located in the remote corner of the state. He praised for his vision of inclusiveness, to develop Mizoram as a whole and his love for Mizoram. Apprising the Minister about CADC he said, “Here our needs are all very basic and for developing this area one has to start from the scratch.”

Pavement of Saizawh village internal road completed

Kamalanagar, 01 December, 2020: Dg. Rasik Mohan Chakma, Hon’ble CEM, CADC today inaugurated the completion PCC pavement of internal roads of Saizawh (W) village about 1 Km from Kamalanagar in a programme organised by Pu. S. Kaptluanga, SDO (C) and BDO, Chawngte RD Block.

The pavement of the road measuring 500 m long was completed at a cost of Rs.12 Lakhs. Bamboo reinforcement which is gaining widespread usage has been used in the pavement of the road. The work has been funded by Rural Development Department, Government of Mizoram.

The CEM and the SDO(C) speaking made mention of other developmental works being executed within Saizawh village during the current term of the Executive Committee, CADC. PCC pavement of another road within Saizawh at a cost of Rs.5.7 lakhs, construction of Saizawh (W) Comprehensive Middle School at a cost of Rs.31 Lakhs and Construction of Community Hall at a cost of Rs.20 Lakhs are the major works so far taken up.

Saizawh (W) is a village lived by the ‘Bawm’ and ‘Thlanglau’ tribe and its origin dates back to 1948. It has a population of 470 as per record of village population register.

Kamalanagar Town Planning Committee meeting held; prior permission/NOC for construction of building to be obtained

Kamalanagar, 13 November, 2020: A joint meeting of the Kamalanagar Town Planning Committee (KTPC), town area VCPs, local NGO leaders and CADC officers was held today under the chairmanship of Dg. Durjya Dhan Chakma, Executive Member and i/c CEM to discuss the growing problem due to construction of buildings in an unplanned manner within Kamalanagar town which especially entails encroachment of the main roads.

Dg. H. Amaresh Chakma, Chairman, CADC also attended the meeting. Both Dg. Durjya Dhan Chakma and Dg. H Amaresh Chakma speaking observed the urgent need to address the problem of unplanned growth of Kamalanagar town due to its rapid urbanization. They have emphasized the need for cooperation of the village council leaders of the town area and that of the local NGO leaders in this endevour.

It has been stated that the encroachment of the main road by construction of private building on one hand and gradual increase of vehicular traffic on the other is going to make day to day life within Kamalanagar town a big problem. The measures that are envisaged to curtail unauthorized construction will go a long way in making Kamalanagar a livable town for the coming generation.

The meeting has resolved to revise the general guidelines to be observed for construction of buildings within Kamalanagar town area and ensure its enforcement strictly. The extant guidelines has that permission and NOC need to be obtained from the KTPC for construction of any building within Kamalanagar town besides other measures that prohibit activities that cause damage to the town area roads and cause traffic congestion. However, it has been a sad experience with regards to its implementation, as so far very few people have approached for permission or NOC and the purpose of today’s meeting is to address it.

The Executive Committee, CADC shall consider the expansion of the 5 (five) members KTPC by including the President, CYCA, President, CMS, President, CADC VCA, Sr. Revenue Officer, CADC and EE, PWD, CADC for effective implementation of the guidelines.

The meeting also constituted a joint inspection team comprising of all the KTPC members, President, CYCA, President, CMS, VCPs of town area, Presidents, Br. YCA of town area, concerned local MDC, representatives from LRS department and PWD. The team shall conduct survey of the town area and identify cases of unplanned/unauthorized building construction or encroachment of the road.

Upon consideration of the prevailing situation due to COVID-19 outbreak, and on the recommendation of the consultative meeting held in the presence of the Hon’ble Minister, Health & Family Welfare Department and the Hon’ble Minister, Home/Disaster Management & Rehabilitation Department with various stakeholders on 02.11.2020, it is considered necessary to continue with the extant restrictions imposed within Aizawl municipal area vide Order of even No. dated 26.10.202O for a further period of 6 (six) days.

Now therefore, the undersigned in his capacity as Chairman, State Executive Committee, State Disaster Management Authority, Mtzoram, in exercise of the powers conferred under Section 22(2)(hl & 24(I) of the Disaster Management Act, 2005 hereby orders that guidelines issued vide Order of even No. dated 26.10.2020, with certain modifications as appended hereto, shall continue to be implemented till 09.1I.2O2O, 4:3O AM.

Further, upon expiry of the aforesaid period, ‘COVID- 19 No Tolerance Fortnight’ shall be observed from 09.11 .2O2O, 4:3O AM till 23.11.2020, 12:00 PM within Arzawl municipal area. Consequent upon the guidelines for ‘COVID-19 No Tolerance Fortnight’ coming into effect, the remaining clauses of Unlock 4.O guidelines issued vide Order of even No. dated 30.09.2020 shall also remain in force within Aizawl municipal area till 23.11.2020.

Training given to ASHA/Health worker at Kamalanagar for enrolment under Mizoram Health Care Scheme

Kamalanagar, 30 September, 2020:    The Community Health Centre, Chawngte today organised training for the ASHA and Health Workers of Chakma Autonomous District Council area for enrolment under Mizoram State Health Care Scheme. The ASHAs and health workers have been urged to aggressively campaign for a universal enrolment.

The training programme was held in the Conference Hall of CADC Rest House, Kamalanagar which was conducted by DR. Vantea , MO   (State health care society) in the presence of Dr. H. Thangliana, Medical Officer, CHC, Chawngte. 

The Mizoram State Health Care Scheme is a health insurance scheme implemented by the Mizoram State Health Care Society, Government of Mizoram since 2008. Under the scheme a beneficiary can claim medical expenses for reimbursement upto Rs.2 Lakh. The scheme covers almost all the illnesses including referral cases, pre-existing conditions and ailments, maternity and there is no age restriction. 

The policy card remains valid for one year which can be renewed every year. Enrolment for the upcoming period w.e.f 1st October, 2020 to 30th September, 2021 shall start from September 2020 till 31st December, 2020. The existing policy card holders of 2019-2020 shall have to renew their cards before 31st December, 2020. 

All AAY and BPL family ration card holders are eligible for availing the benefit of the scheme. APL family ration card holders who cannot avail MR Bill from the government are also eligible for the scheme. The Golden card holders under AB-PMJAY (Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana) can also enroll for the scheme.

The BPL card holders can enroll against payment of just Rs.100 while the APL card holders need to enroll for Rs.1000.

CADC Monsoon Session held

Kamalanagar, 09 September, 2020: The Monsoon Session of Chakma Autonomous District Council was held today with the approval of the Governor of Mizoram amidst restriction due to Covid-19 pandemic. The Session discussed and passed the motion of thanks to the present Executive Committee for the achievement it has made since assuming office, moved by Dg. Charan Singh Chakma, Deputy Chief Whip.

Achievements in respect of school education and good governance made by the current Executive Committee since assuming office in January, 2019 were discussed. Some of the achievements highlighted during the course of the discussion that are worth a mention are regularization of NFT/MR/Fixed pay staff that are long overdue, according due to the deprived employees, facilitating training for a large number of technical staff, recruitment of staff by conducting examination, implementation of VRS for the aged and incapacitated staff, contribution of Rs.6.78 crore to the Pension Contributory Fund, withdrawing charging of school admission fees, providing durable school furniture to all schools, providing school text book in full set free of cost, vertical extension of PWD office, restructuring the Land Revenue administrative set up, legislation of as many as seven rules, providing relief to persons affected by Covid-19, procurement of 12 office vehicles, construction of roads across CADC under PMGSY including arterial roads like Kamalanagar-Borapansury road, Kamalanagar-Longpuighat road, retention of Kamalanagar Composite Water Supply Scheme, agriculture and school infrastructure projects under NEC, etc.

The Session had to be summoned over a short notice served on 7th September, 2020 which has aggrieved the MDCs of BJP legislature party. The MDCs of the BJP legislature party have remained absent in the session today. Earlier, yesterday, the BJP legislature party aggrieved by the short notice of the summon submitted a memorandum to Dg. H. Amaresh Chakma, Chairman, CADC while alleging violation of rules of CADC (Constitution and Conduct of Business, etc.) Rules, 2002 and demanded rescheduling of the summon of the Monsoon session to maintain the time gap between serving the notice of summon and commencement of the session.

The District Council Secretariat in its reply to the BJP legislature party maintained that no rules have been violated and the Session was called in accordance of Sub-Rule 6 of Rule 33 which states, “Notwithstanding anything contained in this rule, nothing shall restrict the power of the Governor to summon a meeting of the District Council at any time as he may think fit in public interest.”

The District Council Secretariat in a letter dated 14th August, 2020 sought His Excellency’s permission to conduct the Monsoon session from 8th September, 2020 which stated that due time to conduct the Monsoon session was mid-July, which could not be maintained due to Covid-19 prohibitory orders of the government issued from time to time. The governor in a letter dated 7th September, 2020 accorded permission to conduct the Session on 08/09/2020 which had to be deferred by a day for convenient of all.

CADC celebrates 74th Independence Day with restrain amidst covid-19

Kamalanagar, 15 August, 2020: Amidst Covid-19 pandemic, still looming large Chakma Autonomous District Council celebrated India’s 74th Independence Day with restrain avoiding mass participation and observing protocols that are in force like maintaining social distance and wearing mask.

Dg. H. Amaresh Chakma, Chairman, CADC in the early morning, hoisted the National Flag in the premises of CADC Secretariat in the presence of leaders and Heads of offices of CADC.

The Chairman in his Independence Day speech said the difficulties due to coronavirus pandemic has hampered developmental activities and implementation of policies for the welfare of the people.

“Notwithstanding, the present Executive Committee has executed the Voluntary Pension Scheme which has brought in fresh and energetic employees in place of aged staff; metalled the approach road to dumping ground with PCC concrete; purchased a new vehicle for disposal of garbage and set aside Rs.50 lakhs for construction new LAD office building”.

He further added that Rs.4.39 Crore has been allocated for CADC under 15th Finance Commission which shall be utilized to create community welfare assets.

“The CADC’s Budget session which could not be held in due time due to the prevalent pandemic has been very productive”, he said.

“The session has passed the CADC (Salaries and allowances of Chief Executive Member and Executive Members) (Second Amendment) Bill 2020, the CADC (Salaries and allowances of Chairman and Deputy Chairman) (Second Amendment) Bill 2020, the CADC (Salaries and allowances and pension of Members) (Third Amendment) Bill 2020, the CADC Secretariat (Recruitment and Condition of services) Bill, 2020, the CADC Technical Service (Group A & B posts) Recruitment Bill, 2020 and the CADC (Forest) (Amendment) Bill, 2020”.

The celebration of the Day organised by the Chawngte Sub-Division Office in the compound of Baptist Boarding School was attended by Pu S. Kaptluanga, SDO(C), Chawngte as Chief Guest besides other heads of offices of Kamalanagar and Chawngte area. The school compound has been chosen as venue for the programme to avoid crowding by the public.

The SDO speaking stated about the grim situation we are passing through due to coronavirus pandemic and aggression posed by some of our neighbouring countries. He has appreciated the velour of our soldiers in confronting the enemy soldiers of our neighbours.

“To alleviate the suffering of the people in distress due to Covid-19 the government has been providing financial assistance under PMGDY and PM Kissan and by creating opportunities for employment under MGNREGS”.

He further stated that in spite of the hardship due to the pandemic the Chawngte-Ajasora road under PMGSY and Udalthana-Gulsingbapsora road under BADP will be completed within this year.

He has urged for communal harmony and mutual respect for each other’s religion and tradition while stating that Kamalanagar-Chawngte is lived by Chakma, Lushai, Lai, Bawm, pang and Tripuri people.

He also spoke about the announcement made by the government of India about the new education policy that is likely to come into effect very soon.

CADC Budget, 2020-2021 passed

Kamalanagar, 22 July, 2020: Chakma Autonomous District Council in its Emergency Budget Session’ 2020-2021 which started on 17/07/2020 passed the Budget today unanimously for an amount of Rs.10566 Lakh.

Rs.97,30,41,000/- accounts for salary, Rs.5,85,00,000/- for non-salary, Rs.63,84,00/- for remuneration to Village Councils and Rs.77,98,000/- for non-salary under Village Councils. Local Revenue collection estimated for the current financial year is Rs.1,09,40,000/-.

The estimated requirement for salary to be incurred out of normal grant-in-aid is Rs.110,17,24,000/- resulting in a deficit of Rs.12,86,83,000/-. The estimated requirement of salary for the Village Council remuneration is Rs.67,35,000/- showing a deficit of Rs.3,51,000/-. The deficit against salary is mainly due to demand for implementation of the amended Rules pertaining to Salaries and allowances of the Members.

The Budget Session also presented the Supplementary Demand for Grants, 2019-20 for an amount of Rs.19,66,14,000/-. A portion of the amount has been utilized for payment of salary. The non-salary amount has been utilized for construction of drainage system in Kamalanagar-III, SMBT Road in Borapansury, setting up of brick kiln at Udalthana-I, verticle extension of PWD office building, installation of deep bore well at Chakma House, Aizawl, for payment of outstanding vehicle repairing bills, councilors pending TA/DA bills and for purchase of 11 number of Mahendra Scorpio and 1 407 Tipper.

The Budget Session also passed the following bills:

  1. The CADC (Salaries and allowances of Chief Executive Member and Executive Members) (Second Amendment) Bill 2020.
  2. The CADC (Salaries and allowances of Chairman and Deputy Chairman) (Second Amendment) Bill 2020.
  3. The CADC (Salaries and allowances and pension of Members) (Third Amendment) Bill 2020.
  4. The CADC Secretariat (Recruitment and Condition of services) Bill, 2020.
  5. The CADC Technical Service (Group A & B posts) Recruitment Bill, 2020.
  6. CADC (Forest) (Amendment) Bill, 2020.
    The findings and suggestions of the CADC Audit Committee on CAG report for the period 2009-2010 to 2014-2015 was discussed and passed in the House.

The Budget Session, 2020-21 could not be held in due time and got postponed for about four months due to Covid-19 induced lockdown. The session could be conducted on an emergency notice after being consented by the Governor, Mizoram. The session was conducted while maintaining social distance among the Members who have attended the session.
