Shri Nirupam Chakma sworn in as Chief Executive Member of the 11th Chakma Autonomous District Council

Kamalanagar, 8 July, 2026: Shri Nirupam Chakma was sworn-in today as the Chief Executive Member (CEM) of the 11th Chakma Autonomous District Council (CADC) at the CADC Arts & Culture Hall, Kamalanagar. The oath of office and secrecy was administered by the Deputy Commissioner of Lawngtlai, Pu Donny Lalruatsanga, MCS.

The swearing-in ceremony was attended by Honโ€™ble Minister for District Council & Minority Affairs, Government of Mizoram, Pu C. Lalsawivunga; Hon’ble MLA and State President, BJP Mizoram, Dr. K. Beichhua; Shri Debesh Kumar, State Prabhari, BJP Mizoram; sitting Members of the Chakma Autonomous District Council; senior officers of the Government of Mizoram and the Chakma Autonomous District Council; former elected representatives; representatives of political parties; and other invited dignitaries. A large gathering of officials, employees and members of the public also witnessed the ceremony.

Shri Nirupam Chakma was appointed as the Chief Executive Member of the Chakma Autonomous District Council by the Honโ€™ble Governor of Mizoram on 3 July, 2026. In accordance with the conditions of his appointment, he is required to prove his majority on the floor of the District Council within seven days from the date of his appointment. A floor test (vote of confidence) is scheduled to be taken up on 9 July, 2026.

Shri Nirupam Chakma was elected as a Member of District Council (MDC) from the 6-Kamalanagar South MDC Constituency in 2023. He had earlier served as a Member of the Mizoram Legislative Assembly and as Minister of State in the Government of Mizoram from 1989 to 1998, during which he held several important portfolios. In 2024, he was appointed by the Honโ€™ble President of India as a Member of the National Commission for Scheduled Tribes (NCST).

In his address after taking the oath, Shri Nirupam Chakma described the occasion as the beginning of a new chapter for the Chakma Autonomous District Council. He said his Executive Committee would work with transparency, accountability and dedication, while giving priority to improving infrastructure, education, healthcare, agriculture, employment generation and public service delivery. He also called upon elected representatives, Government officials, civil society organisations and the people to work together for the progress and development of the Council area.

Congratulating Shri Nirupam Chakma on assuming office, Honโ€™ble Minister Pu C. Lalsawivunga expressed confidence that the new Executive Committee under his leadership would provide stable and people-oriented governance. He said the Government of Mizoram has continued to strengthen the Autonomous District Councils through increased financial support and administrative reforms. Referring to the State Budget, he noted that the Budget Estimates for the Chakma Autonomous District Council had increased from โ‚น14,181.45 lakh in 2023โ€“24 to โ‚น16,939.80 lakh in 2026โ€“27. He also highlighted the constitution of the Group/Cadre Review Committee in 2024 under the Chairmanship of the Chief Secretary to review the administrative set-up of the Autonomous District Councils and recommend improvements to recruitment rules, service rules and administrative functioning. The Honโ€™ble Minister further informed that the State Government has submitted a proposal to the Government of India to facilitate direct funding for the Autonomous District Councils and enable the application of the anti-defection law. He urged the new Executive Committee to maintain financial discipline, use public resources judiciously and work with sincerity and dedication for the welfare of the people. He assured the Council of the continued support and cooperation of the Government of Mizoram in its development efforts.

With Shri Nirupam Chakma assuming office as Chief Executive Member, the Governor’s Rule in the Chakma Autonomous District Council, which had been in force since 7 July, 2025 and was subsequently extended on 7 January, 2026, stands withdrawn in accordance with the orders of the Hon’ble Governor of Mizoram.
