State Election Commission notifies Model Code of Conduct for Government Servants within 7-Kamalanagar ‘W’ MDC Constituency

STATE ELECTION COMMISSION NOTIFIES MODEL CODE OF CONDUCT FOR GOVERNMENT SERVANT WITHIN 7-KAMALANAGAR โ€˜Wโ€™ MDC CONSTITUENCY

Dated Aizawl, the 23rd July, 2025 : WHEREAS, the State Election Commission, Mizoram has prescribed Model Code of Conduct for observance by the political parties, candidates and persons holding high public offices for the ensuing By-Election to 7-Kamalanagar โ€˜Wโ€™ MDC Constituency under Chakma Autonomous District Council, 2025; and

WHEREAS, the Commission feels that there has been necessity for imposing restrictions on the activities of the Government servants within 7-Kamalanagar โ€˜Wโ€™ MDC Constituency under Chakma Autonomous District Council during enforcement of Model Code of Conduct, i.e. from the date of announcement of election till the Announcement of the Result.

NOW, THEREFORE, in exercise of the powers conferred under Article 243ZA of the Constitution of India read with sub-rule (5) of Rule 7 of the Chakma Autonomous District Council (Constitution, Conduct of Business, etc.) Rules, 2002 as amended, the State Election Commission, Mizoram hereby orders that a Government servant holding office in the State Government, Central Government, Public Sector Enterprise of State or Central Government, Statutory Bodies getting financial assistance from the Government will come under the preview of the Code of Conduct for observance by the Government servants as follows:-

  1. A Government servant shall remain absolutely impartial during the election and he/she shall not indulge in any campaigning activities for or against any contesting candidate or political party;
  2. No Government servant shall subscribe in aid of, or assist in any way, any candidate;
  3. The Government servant shall not himself speak at or take active and prominent part in organizing or conducting the meeting;
  4. No Government servant should accompany a Minister or such other political functionaries for electioneering;
  5. No Government servant should attend any political meeting except those who are in- charge of maintenance of law and order or those deployed for security duties;
  6. Police Officials engaged in law and order duties shall not be construed as participating in the meeting of any candidate;
  7. While dealing with different political parties in day to day official transaction each Government servant shall maintain absolute neutrality. While registering cases on complaint filed by different political groups or contesting candidates or their supporters, police will take prompt steps in most impartial manner;
  8. Violation of Code of Conduct by any Government servant will make himself/herself liable to disciplinary proceeding under the provisions of the Central Civil Services (Classification, Control and Appeal) Rules, 1965.

Governor’s Rule imposed in CADC

In exercise of the power conferred by Para 16(2) read with Para 20 BB of the Sixth Schedule to the Constitution of India, the Hon’ble Governor of Mizoram is pleased to assume to himself all functions or powers vested in or exercisable by the Chakma Autonomous District Council. Further, the Governor of Mizoram is pleased to declare that such functions or powers shall be exercised by the Deputy Commissioner, Lawngtlai District on his behalf with immediate effect for a period of 6 (six) months or until further order.

CADC Special Session summoned on 16 June 2025

Lakkhan Chakma, Chairman, Chakma Autonomous District Council is pleased to summon the Members of the 11th Chakma Autonomous District Council to sit for a Special Meeting of the Council to be commenced on 16th June (Monday) 2025 at 10.30 A.M. in the Session Hall of Chakma Autonomous District Council, Kamalanagar.

The Executive Committee of the Chakma Autonomous District Council is pleased to accord sanction amounting Rs.29.10 lakhs (Rupees twenty nine lakhs ten thousand) only to the selected beneficiaries enclosed herewith at Annexure- A(3rd) & B(3rd) to avail assistance out of PMMSY Scheme 2023-2024 (CSS & SMS) 3rd Installment as per release order received from the Directorate of Fisheries, Govt. of Mizoram, Aizawl vide NO.B.23026/17/24-DTE(FS-PMMSY)/7 Dt. 16/05/2025 and NO.B.23026/17/24-DTE(FS-PMMSY)/8 Dt. 16/05/2025 respectively as per details shown below :-
