Dg. Nirupam Chakma appointed as CEM, CADC
Shri Nirupam Chakma has been appointed as Chief Executive Member of the 11th Chakma Autonomous District Council w.e.f. 03.07.2026 under Rule 22(3) of the CADC Rules, 2002.He shall be required to prove his majority on the floor of the Council within 7 days.Governorโs Rule in CADC shall stand withdrawn from the date he assumes office.
Plantation drive during Cooperation Week
In Pursuance of a letter received from Government of Mizoram Vide L.No.B.12015/3/2026-RCOOP(ESTT)/ dt. 16/6/2026, it is hereby informed that the Cooperation Department CADC is going to organise a tree plantation drive during the Cooperative Week in connection with the fifth Anniversary Celebration 2026.
Allocation of the CADC (Money Lending & Control) Regulations, 2016 to the Finance & Accounts Department
The Chakma Autonomous District Council, in exercise of powers conferred under Rule 3 of the Chakma Autonomous District Council (Allocation of Business) Rules, 2009, hereby notifies the formal allocation of the subject “the CADC (Money Lending & Control) Regulations, 2016” to the Finance & Accounts Department, Chakma Autonomous District Council. The subject is formally incorporated and placed at Sl. No. 15 under the schedule of the Chakma Autonomous District Council (Allocation of Business) Rules, 2009.
Notification: Invitating Applications for the Construction of PCC Pavement Road at Nalbanya
The Executive Engineer, Public Works Department, Chakma Autonomous District Council, in pursuance of the administrative approval accorded vide letter No.G.25011/10/2026-2027/FIN/CADC/ dated Kamalanagar, the 8th May 2026, and subject to the approval of the Deputy Commissioner, Lawngtlai & Caretaker of CADC dated 18/05/2026, hereby invites applications for the execution of public works.
The procurement and execution process will adhere to the following key points:
- Scope of Work: Construction of PCC Pavement Road at Nalbanya (From WRC site area of Subal Chakma to the Hill top near Huzee Mawnaw Vihar).
- Estimated Cost: Rs. 5,00,000.00 (Rupees five lakh) only, funded out of the Local Receipt Fund during the year 2026-2027.
- Eligibility Criteria: Open strictly to financially eligible local Contractors within the Chakma Autonomous District Council.
- Required Documentation: Applications must be submitted on plain paper accompanied by the following mandatory documents:
- House Tax Payee Certificate (HTPC).
- Bank Account Statement covering at least the preceding six months.
- Valid Voter ID.
- Aadhaar Card.
- Financial Soundness Certificate.
All applications must reach the office of the undersigned within seven days from the date of issue of the notice, with the final date for receipt fixed on 26th May 2026 for strict compliance.
55th CADC Day Celebrated at Kamalanagar
Kamalanagar, 29th April, 2026 : The 55th CADC Day was celebrated at the CADC Secretariat today. Shri Sundor Muni Chakma, Honโble Deputy Chairman, Chakma Autonomous District Council, attended the programme as the Chief Guest and unfurled the National Flag and the CADC Flag.
The programme was attended by Members of the District Council, former councillors, and officers and staff of CADC.
The Chakma Autonomous District Council was formed on 29th April, 1972 under the Sixth Schedule to the Constitution, following the trifurcation of the erstwhile Pawi-Lakher Regional Council into the Chakma, Lai and Mara Autonomous District Councils.
In his address, the Chief Guest highlighted the historical significance of the day and recalled the contributions of the then Chakma leaders in the movement for autonomy. He paid tribute to the prominent leaders associated with the movement and acknowledged their role in laying the foundation of the present institutional framework. He also expressed respect to the framers of the Constitution for providing a constitutional framework for self-governance in tribal areas through the Sixth Schedule.
He noted that various communities residing within the Chakma Autonomous District Council continue to maintain peaceful coexistence, contributing to social harmony and developmental progress. He emphasised the role of Village Councils and civil society organisations in grassroots governance, implementation of schemes, and community mobilisation.
The Chief Guest highlighted major works undertaken by the Council during 2025โ2026, including implementation of social welfare schemes for vulnerable sections, infrastructure development, plantation and environmental initiatives, and promotion of livelihood opportunities through skill-based support. He also referred to a literacy survey conducted across all Village Councils, which recorded a literacy rate of 61.03 percent.
He acknowledged the support received from the Government of Mizoram and the Government of India, and emphasised the need for public cooperation for effective implementation of development initiatives.

Notification Prohibiting Participation in Indefinite Pen-Down Strike and Mandating Normalcy of Duties
In exercise of the authority vested in the Chakma Autonomous District Council (CADC), the following Office Memorandum is issued in response to the strike notice served by the CDCEA and CDCTA.
The decision of said associations to commence an indefinite pen-down strike on 02/04/2026 is viewed with utmost seriousness by the authority. While the grievances regarding non-receipt of salaries are noted, a proposal for fund release under the 1st Quarter 2026-2027 has already been submitted to the Government of Mizoram and is currently under active consideration.
CADC issues strict directives to ensure regular attendance and punctuality of officers and staff
The General Administration & Control Department of the Chakma Autonomous District Council (CADC) has reiterated instructions for strict compliance regarding office attendance. This notification follows a decision taken during the Heads of Departments meeting held on January 16, 2026, to enforce administrative discipline across all departments.
All officers and staff must attend office regularly during prescribed hours, as unauthorized absence or late arrivals will be recorded and may lead to disciplinary action. Heads of Departments are required to submit a consolidated monthly attendance report using a specific proforma by the first week of every following month. All personnel are directed to follow these instructions in letter and spirit, with any delay in report submission being viewed as a lapse in duty
Search cum Selection Committee constituted to empanel advocates for CADC legal cases
The Deputy Commissioner of Lawngtlai has constituted a Search cum Selection Committee for the Chakma Autonomous District Council (CADC). This committee is tasked with empaneling advocates to represent the CADC’s interests regarding legal cases involving two Border Outposts (BOPs) located at Vaseitlang and Damdep-II.
The committee is responsible for recommending suitable advocates to the General Administration & Control Department. Upon completion of the selection process, the final report must be submitted to the General Administration & Control Department for further necessary action.
