CEM Rasik Mohan Chakma chairs meeting to form Tuichawng Zone Football Association

Kamalanagar, 10 December 2024: Dg. Rasik Mohan Chakma, Chief Executive Member, Chakma Autonomous District Council (CADC) and MLA, 36-Tuichawng Constituency, chaired a meeting today at the CADC Rest House Conference Hall, Kamalanagar. The meeting was attended by Pu Hrangthianga, Executive Member in-charge of Sports & Youth Services, Lai Autonomous District Council; Dg. Supreme Raj Chakma, Executive Member in-charge of Sports & Youth Services, CADC; representatives from local NGOs; and members of local football associations.

The meeting discussed the formation of a Zonal Football Association for the CADC area, including Chawngte-P and adjacent villages under the Lai Autonomous District Council. The association will be affiliated with the Lawngtlai District Football Association, providing a structured platform for the talented youths of the area to pursue football at higher competitive levels.

Pu Hrangthianga emphasized the importance of promoting football and creating opportunities for young footballers in the region. He remarked: โ€œThe absence of an affiliated football zone in the area has significantly limited the opportunities for talented youths to excel in the field. Establishing this association will help open pathways for these enthusiasts to progress from the Zone to District, State, National levels, and beyond.โ€

Dg. Rasik Mohan Chakma expressed his support for the initiative, calling it a positive step forward for the youth of the area. He proposed the creation of additional zones for Longpuighat and Borapansury in the future to include all the villages within the association.

After thorough discussion, the Tuichawng Zone Football Association was constituted with Dg. Supreme Raj Chakma, President; Pu J. Thanluaia, Senior Vice-President; Dg. Parbesh Chakma, Vice-President; Pu Lalthanzuala, Honorary Secretary; Dg. Sadhan Bikash Chakma, Treasurer; Dg. Prityrup Chakma, Joint Secretary, and Pu Omeg Lalramkinlova, Finance Secretary. It was resolved that the Ad hoc Association would induct up to ten Executive Members later.

Dg. Supreme Raj Chakma, President of the Ad hoc Association, thanked all stakeholders for their active participation and support. He expressed his hope that the formation of the association would create opportunities for talented young footballers to excel and succeed in the sport.

CDCEA Kicks Off Sports Meet with Enthusiastic Participation

Kamalanagar, December 2 2024: The Chakma District Council Employeesโ€™ Association (CDCEA) commenced its much-anticipated sports meet today with a grand inaugural programme held at the Kamalanagar Football Ground. The event saw a vibrant turnout and spirited participation from various departments and communities.

The inaugural ceremony was graced by the presence of Dg. Supreme Raj Chakma, Executive Member, i/c Sports & Youth Services, CADC, as the Chief Guest. In his address, he appreciated the initiative of organizing the annual sports meet. He emphasized the importance of maintaining both physical and mental health for employees to deliver efficient service. โ€œWithout a healthy mind and body, it is not possible to render service efficiently. This event will also provide employees an opportunity to socialize and build camaraderie among themselves,โ€ he remarked.

Dg. Pronit Bikash Chakma, Executive Secretary, CADC, attended the event as the Guest of Honour. He applauded the CDCEA for its efforts in organizing the sports meet and highlighted the importance of such events. He suggested that such initiatives should continue in the future, as they play a significant role in promoting health and fostering cooperation among various departments

The highlight of the inaugural programme was the thrilling football match between the Local Administration Department (LAD) and the Horticulture Department. Demonstrating superior skill and strategy, the Horticulture team emerged victorious with a score of 4-1.

The CDCEA Sports Meet is set to feature various athletic events and competitions over the coming days, fostering sportsmanship and community spirit. Participants are eagerly looking forward to showcasing their talents and vying for top honors in their respective categories. The event will conclude on 10th December 2024.

CADC Approves Reduction in Trade License Renewal Fee, Establishment of Social Security Cell, among others.

Kamalanagar, 23rd September 2024: The 14th Executive Committee Meeting of the Chakma Autonomous District Council (CADC) was held on Friday (20th September 2024), where several important resolutions were passed pertaining to trade regulations, social welfare schemes and administrative reforms in CADC, among others.

In a major decision, the committee reviewed the Chakma Autonomous District Council (Trading) Regulations, 2006, particularly concerning trade license fees. The council decided to maintain the existing fee structure for fresh trade licenses for residents, while non-residents will continue paying the current rates for temporary licenses. Besides, a 10% reduction in the license renewal fee for resident traders was approved.

The committee also gave a nod to the establishment of a dedicated cell under the Social Welfare Department for implementing the Government of India schemes such as the Pradhan Mantri Suraksha Yojana and Pradhan Mantri Jeevan Jyoti Bima Yojana. Moreover, health insurance policy of the State Bank of India (SBI) for CADC employees will be taken up by the Finance & Accounts Department, CADC, for introduction, opening of account and maintenance.

The Executive Committee also approved the proposal for framing of the CADC (Control of Parking and Collection of Parking Fees) Regulations, 2024, and the CADC (Display of Advertisement & Hoarding) Regulations, 2024, in conformity with similar regulations under the Lunglei Municipal Council. The draft regulations will be submitted for approval in the next session of CADC.

In an effort to strengthen administrative processes, a Personnel and Administrative Reform Cell will be set up under the General Administration Department (GAD). The committee resolved to engage Shri Sadanand Chakma (DTO), Shri Bijoy Kanti Chakma (RDO), Shri Suman Chakma, AEO (Agri), Shri Ashim Roy Chakma, OS (GAD) and Shri Prityrup Chakma, Assistant (GAD) for staff training.

The meeting also approved a cash reward of โ‚น50,000 for Miss Kerie Chakma, daughter of Shri Shanti Ranjan Chakma of Kamalanagar-II, in recognition of her achievement in sports. Miss Kerie, a state-level champion in cricket, has been selected to play at the national level cricket tournament.

Anapana Meditation to be introduced in schools, among other resolutions of CADC

Kamalanagar, the 13th June, 2024: The Executive Committee of the Chakma Autonomous District Council, in its 12th meeting held today took the following resolutions:

1.P/S & MS Education: It was resolved that Annapana meditation shall be introduced in the Primary and Middle Schools within CADC (optional). Teachers interested in taking 10 days Vipassana course may avail leave through the concerned Headmasters on a rotational basis. 10-minutes Anapana meditation shall be conducted at the start of the school. Mizoram Vipassana Meditation Centre, Kamalanagar, shall arrange introductory courses in meditation for all schools within the CADC.

2. Land, Revenue & Settlement Department: It was resolved that the following officials shall be entrusted with the drafting of Land & Revenue Act, 2024:

(i) Executive Member (Revenue) & Law & Judicial Department (ii) Executive Secretary, CADC (iii) Sr. Revenue Officer (iv) Dg. Manabendra Chakma, RSO and (iv) Dg. Uttam Chakma, Judicial Officer.  They have been advised to complete the task before the next Monsoon Session of CADC.

3. General Administration & Control Department: It was resolved that 9 (Nine) staff members of Borapansury Primary Health Centre who were found guilty during the inquiry shall be terminated immediately and the resulting vacant posts shall be filled up till the time the government takes up the PHC.

4. Law & Judicial Department: It was resolved that the compilation of CADC Court records shall be completed within 6 (Six) months by the concerned department. The Customary Law Code Sub Rule 6 of Rule 32 shall also be amended.

5. Sports & Youth Services Department: It was resolved that Cash reward shall be given to individuals from Chakma Autonomous District Council excelling in the field of sports as specified hereunder:

Individual player:

  • State Champion- Rs.50,000.
  • National Champion- Rs.1,00,000.
  • International Champion- Rs.3,00,000.

Team players:

  • State level- Rs.40,000.
  • National level- Rs.75,000.
  • International level- Rs.2,00,000.

Inter-School football tournament concludes

Kamalanagar, August 30, 2023: Dg. Molin Kumar Chakma, Adviser to the Chief Executive Member (CEM), CADC, graced the closing ceremony and prize distribution event of the Inter-School Football tournament. The week-long tournament organized by the Mizoram Chakma Studentsโ€™ Union (Central), commenced on 23rd August, 2023. A total number of 46 teams from 19 schools participated in the event. Dg. Buddhangkur Chakma, Sr. FAO, and Dg. Kulendra Bikash Chakma, Information & Public Relations Officer, were also present alongside other distinguished officials of CADC and heads of participating institutions.

In his address as the Chief Guest, Dg. Molin Kumar Chakma extended his gratitude to the Mizoram Chakma Studentsโ€™ Union (Central) for taking the initiative to organize this remarkable tournament. He emphasized the significance of embracing sports alongside formal education for the holistic development of students. He also stressed that for achieving success, students must possess three essential qualities: courage, interest, and passion. Dg. Chakma further advised the young participants to engage in regular self-introspection of their actions. He encouraged them to discard negative influences and adopt positive habits.

Dg. Buddhangkur Chakma, the Guest of Honour, took the stage to deliver an inspiring speech. He offered valuable advice to the students, urging them to delve within themselves, comprehend their capabilities, and set clear life goals. Drawing a metaphor, he likened an individual without a goal to a boat without a radar in a big ocean. Dg. Chakma cited the illustrious example of late Dr. APJ Abdul Kalam, renowned as the โ€œMissile man of India,โ€ who through his focused efforts, enabled the nationโ€™s remarkable strides in science and technology. He emphasized that with a well-defined objective, every achievement becomes attainable.

The inter-school football tournament witnessed intense competition across three categories โ€“ Higher Secondary School, High School and Middle School. The results of the tournament are as follows:

Rasik Mohan Chakma, the Chief Executive Member of CADC today graced the inaugural programme of the Inter-School Football Tournament organized by the Central Mizoram Chakma Studentsโ€™ Union, as the Chief Guest at Kamalanagar Playground. The inaugural ceremony was also graced by the presence of dignitaries including Dgb. Sona Chakma, MDC, CADC, Sr. FAO Dg. Buddhangkur Chakma, heads of institutions and several others.

Addressing the programme, the Chief Guest extended his warm wishes to the participating students, referring to them as โ€œRising Starsโ€. He emphasized that the tournament was not merely an occasion for competitive matches and prize distribution, but rather a platform for identifying and nurturing budding talents. Drawing inspiration from Mizoramโ€™s successful โ€œCatch Them Youngโ€ program, he highlighted how young athletes could pursue a fulfilling career in sports through proper coaching and guidance. He expressed his hope that the Inter-School Football Tournament could also serve this purpose by fostering talent at the grassroots level, thereby producing district, state, and national-level players.

Touching on the significance of timely action and effective resource utilization, he emphasized the importance of making the right decisions at the right time. He exemplified this point with an anecdote about the congested road, crowded with vendors and market-goers that was nearly impassable for vehicles due to the absence of adequate marketplace shelter which he encountered on his way to the playground. Reflecting on past missed opportunities, he lamented the ineffective utilization of sanctioned amount of Rs.54 lakh for the extension of the bazar shed building during the year 2015-2016, leading to the existing chaotic scenario. He stressed on the value of proper implementation in realizing positive outcomes, citing the successful organization of the football tournament was made possible due to the meaningful utilization of the funds allocated for the construction of the Astro-turf facility at Kamalanagar.

Addressing the young students, the Chief Guest conveyed his vision of witnessing not only talented football players but also accomplished orators, musicians, dancers, actors, and more emerging from their ranks to illuminate the society. He encouraged them to stay determined and focused in their pursuit of education and sports. He envisioned each participant as a potential โ€œRising Starโ€ who would contribute positively to the society.

CADC leadership calls on Honโ€™ble Governor of Mizoram

Kamalanagar, 11 August 2023: The Honโ€™ble Chief Executive Member of the Chakma Autonomous District Council (CADC), Dg. Rasik Mohan Chakma, today led a high-level delegation in a productive meeting with the Honโ€™ble Governor of Mizoram, His Excellency Dr. Hari Babu Kambhampati. The meeting, held at the Governorโ€™s Bungalow in Aizawl, discussed crucial subjects concerning the Chakma Autonomous District Council.

The meeting, which included cabinet colleagues, Members of District Council (MDCs), and prominent party leaders discussed various issues concerning the progress and development of CADC. Key subjects that were discussed in the meeting included the Gazette Notification of CADC Rules, disparity in distribution of Budget allocations among Autonomous District Councils in Mizoram, MUDRA Loans, Centrally Sponsored Schemes and Fishery Schemes.

Dr. Hari Babu Kambhampati, the Honโ€™ble Governor, while sharing valuable inputs with the delegation also expressed his commitment to actively intervene and play a constructive role for a positive transformation of Chakma Autonomous District Council.
