Shri Bipin Bihari Chakma: Formerly serving as the Senior Revenue & Settlement Officer (Sr. R&SO) within the Land Revenue & Settlement Department, he is hereby posted as the Court President & Recorder under the Law & Judicial Department.
Shri Bhanu Dhan Chakma: Formerly serving as the Court President & Recorder (CP&R) within the Law & Judicial Department, he is hereby posted as the Senior Revenue & Settlement Officer under the Land Revenue & Settlement Department.
Kamalanagar, March 27, 2025: The Chakma Autonomous District Council (CADC) today marked a significant milestone with the official launch of the Digital India Land Records Modernization Programme (DILRMP) and the Survey of Villages and Mapping with Improvised Technology in Village Areas (SVAMITVA) schemes. The launch ceremony was held at the Conference Hall of the CADC Rest House.
Dg. Molin Kumar Chakma, Hon’ble Chief Executive Member (CEM), graced the occasion as the Chief Guest. He was accompanied by esteemed dignitaries including Dg. Doymoy Daveng Chakma, Adviser to CEM, Dg. Supan Chakma, Executive Member i/c LAD and Heads of various departments along with the staff.
The program commenced with a welcome address delivered by Dg. Bipin Bihari Chakma, Senior Revenue & Settlement Officer. Dg. Manabendra Chakma, Nodal Officer of DILRMP for CADC, provided a detailed explanation of the two pivotal schemes.
In his address, CEM Dg. Molin Kumar Chakma emphasized the importance of employee upskilling and adherence to due processes in fulfilling their duties. He acknowledged the challenging working conditions faced by the employees, including cramped workspaces and inadequate office infrastructure. โAlthough our Executive Committee has been in office for a brief period, we are committed to addressing these infrastructure issues,โ he assured.
The CEM highlighted the transformative potential of the DILRMP and SVAMITVA schemes for the people of CADC. He urged the employees, particularly those in the Land Revenue and Settlement (LRS) Department, to dedicate their best efforts towards ensuring the success of these and future initiatives.
Dg. Doymoy Daveng Chakma, Adviser to CEM, congratulated the LRS Department for launching the implementation of the schemes in CADC. He underscored the numerous benefits that these schemes will bring to the citizens of the region.
The launch of these programs signifies a major step forward in modernizing land records and empowering rural communities within the Chakma Autonomous District Council.

Kamalanagar, the 13th June, 2024: The Executive Committee of the Chakma Autonomous District Council, in its 12th meeting held today took the following resolutions:
1.P/S & MS Education: It was resolved that Annapana meditation shall be introduced in the Primary and Middle Schools within CADC (optional). Teachers interested in taking 10 days Vipassana course may avail leave through the concerned Headmasters on a rotational basis. 10-minutes Anapana meditation shall be conducted at the start of the school. Mizoram Vipassana Meditation Centre, Kamalanagar, shall arrange introductory courses in meditation for all schools within the CADC.
2. Land, Revenue & Settlement Department: It was resolved that the following officials shall be entrusted with the drafting of Land & Revenue Act, 2024:
(i) Executive Member (Revenue) & Law & Judicial Department (ii) Executive Secretary, CADC (iii) Sr. Revenue Officer (iv) Dg. Manabendra Chakma, RSO and (iv) Dg. Uttam Chakma, Judicial Officer. They have been advised to complete the task before the next Monsoon Session of CADC.
3. General Administration & Control Department: It was resolved that 9 (Nine) staff members of Borapansury Primary Health Centre who were found guilty during the inquiry shall be terminated immediately and the resulting vacant posts shall be filled up till the time the government takes up the PHC.
4. Law & Judicial Department: It was resolved that the compilation of CADC Court records shall be completed within 6 (Six) months by the concerned department. The Customary Law Code Sub Rule 6 of Rule 32 shall also be amended.
5. Sports & Youth Services Department: It was resolved that Cash reward shall be given to individuals from Chakma Autonomous District Council excelling in the field of sports as specified hereunder:

Kamalanagar, 29 August 2023: Dg. Rasik Mohan Chakma, Chief Executive Member of the Chakma Autonomous District Council (CADC), visited a designated site at Kamalanagar-V earlier today. The purpose of the visit was to inspect the land chosen for the construction of a Middle School, an Anganwadi Centre, and a Village Council House. The sprawling 6,478.39 square metres tract of land, was generously contributed by Dg. Birendra Bijoy Chakma of Kamalanagar-I.
During his visit, Chief Executive Member Dg. Rasik Mohan Chakma also revealed plans for the development of a playground within the premises. He also mentioned that additional government facilities would be established on the land as and when the need arises in the future. Currently, preparation is underway for land development, with an access road being constructed to link the site to the existing Arotinagar to Kamalanagar-V road.
The CEM was accompanied by Dg. Kamal Chakma, Assistant Engineer, and Dg. Bagirath Chakma, Junior Engineer, both from the Public Works Department, CADC.

Dg. Rasik Mohan Chakma expressed profound gratitude and collective appreciation of the Chakma Autonomous District Council to the donor Dg. Birendra Bijoy Chakma, and his family for their magnanimous contribution to the noble cause of education and community development. He expressed his optimism that the upcoming educational and community infrastructures to be built on this land, will immensely benefit the local populace.
In exercise of powers conferred under Rule 30 of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2002 and as amended from time to time, the Chief Executive Member of Chakma Autonomous District Council is pleased to allocate the portfolios among the members of the Executive Committee of the 11th Chakma Autonomous District Council as shown below with immediate effect.

In pursuance of the directive received from General Administration & Control Department, Government of Mizoram vide L/No. F.14011/2/2012-GAD(RTI) date Aizawl, the 25th January 2021, the Executive Committee of Chakma Autonomous District Council is pleased to appoint the following State Public Information Officers (SPIOs) in all the Department of CADC as per Section 5(1) of the RTI ACT, 2005 to provide information under the Act.
