Notification: Allocation of Portfolios among the Executive Members of CADC

In exercise of the powers conferred under Rule 30 of Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2002 and as amended from time to time read with rule 4 of CADC (Allocation of Business) Rules, 2009, the Chief Executive Member, Chakma Autonomous District Council is pleased to allocate portfolios among the members of the Executive Committee of the 11th Chakma Autonomous District Council as shown below with immediate effect.

Chief Executive Member Inspects New CADC Secretariat Building, Mineral Water Bottling Plant

Kamalanagar, August 1, 2026: The Hon’ble Chief Executive Member (CEM), Chakma Autonomous District Council (CADC), Dg. Nirupam Chakma, today inspected the New CADC Secretariat Building, the Duichhuani-cum-Mineral Water Bottling Plant, Poran Memorial School and the existing CADC Secretariat Building. He was accompanied by the Chairman, Vice-Chairman of the Planning & Development Committee, Members of District Council, the Executive Secretary and other officials of the Council.

At the New CADC Secretariat Building, the CEM inspected the project site and instructed the Executive Engineer, Public Works Department (PWD), to prepare a detailed estimate for completion of the remaining works, including a water reservoir facility. He also directed that the area around the building be cleared, the land be measured and land pass be obtained.

The CEM then visited the Duichhuani-cum-Mineral Water Bottling Plant, which has remained incomplete for several years. He directed the concerned officials to examine the condition of the infrastructure and equipment and submit the necessary proposals for making the mineral water bottling plant operational. He also instructed that separate chowkidar quarters be constructed at both sites.

During his visit to Poran Memorial School, the CEM found the school building to be in a deteriorated condition. He was informed that rainwater leaks through the roof during the monsoon and that sections of the walls have been badly damaged. As the school has already been included under the North Eastern Council (NEC) School Infrastructure Development Programme, he instructed the Executive Engineer, PWD, to prepare an estimate for renovation of the existing building to address the immediate problems.

The CEM also inspected the existing CADC Secretariat Building and instructed the Executive Engineer, PWD, to prepare estimates for construction of masonry steps alongside the Secretariat Building and a drainage system from Bijoy Nagar Bridge through Kamalanagar-II up to the bridge near the SBI Chawngte Branch. He further instructed the Executive Secretary, CADC, to take necessary steps for construction of a barbed-wire boundary fence from the CADC Secretariat Building to the Session Hall.

CADC Industry Department distributes sewing machines to 42 beneficiaries

Kamalanagar, 21st April, 2026: The Industry Department, Chakma Autonomous District Council, distributed composite sewing machines along with related materials to 42 (forty-two) selected beneficiaries under the scheme “Purchase and Distribution of Sewing Machines and other related materials” for the financial year 2025–2026, with a total outlay of Rs. 3.50 lakhs. The distribution programme was held on 21st April, 2026 at the CADC Rest House Ground, Kamalanagar. The initiative aims to promote self-employment among trained tailors within the CADC area.

The Executive Secretary, CADC, Dg. Pronit Bikash Chakma, attended the programme as the Chief Guest. Dg. Santosh Chakma, District Industry Officer, and Dg. Bipin Bihari Chakma, Senior Revenue & Settlement Officer, were present, along with other officials of CADC.

Addressing the gathering, the Chief Guest stated that the initiative was intended to strengthen livelihood opportunities for trained tailors and encourage self-employment. He further stated that, despite limited financial resources, the CADC has been exploring various avenues to support income generation among the people. He urged the beneficiaries to utilise the machines effectively for sustainable livelihood.

The beneficiaries were selected on merit following a Screening Test conducted on 5th and 6th March, 2026, in accordance with the resolution of the Beneficiary Selection Committee meeting held on 9th March, 2026. A total of 85 applicants appeared in the selection process, out of which 42 applicants were selected.

Notification on Distribution of Composite Sewing Machine under Industry Department, CADC

In continuation of this Department’s Notification of even No. dated 01/04/2026 regarding the program for free distribution of Composite Sewing Machine and other related materials to 42 (forty-two) selected beneficiaries under Industry Department, CADC is hereby rescheduled as under:

Date: 21st April, 2026 (Tuesday).
Venue: CADC Rest House Ground, Kamalanagar-II. Time: 12:00 Noon sharp.

All the selected beneficiaries must attend the said program in person to collect their materials.

They are also required to bring their Voter ID/Aadhaar Card as proof of identity.

Selected candidates list for screening test for sewing machine beneficiaries

The Beneficiary Selection Committee of the Industry Department has completed its review of applications for free composite sewing machines for the 2025-2026 financial year. Based on the resolutions adopted on February 24, 2026, the department has shortlisted 75 eligible candidates to proceed to a mandatory screening test as notified below.

Tests will be conducted in two phases at the Industry Department office starting at 10:00 AM, with candidates 1-38 scheduled for March 5 and candidates 39-75 scheduled for March 6, 2026. All selected individuals are required to bring a Voter ID or Aadhaar Card, along with their own scissors and measuring tape, on their assigned test date.

Applications invited for free distribution of composite sewing machines to trained tailors within CADC

The Industry Department of the Chakma Autonomous District Council has announced the free distribution of 42 (forty-two) USHA-HAND Composite Sewing Machines and related materials for the 2025-26 financial year to trained individuals residing within the CADC area who have completed tailoring courses from government-recognized institutions.

Applicants must submit a passport photo, tailoring certificate, Aadhaar or Voter ID, and an ST Certificate. Interested individuals must collect and submit forms to the District Industry Officer by January 30, 2026. Final beneficiaries will be chosen by a Beneficiary Selection Committee through a screening test to assess tailoring skills.

CADC delegation conducts exposure visits of SELCO Foundation Units in Aizawl

Kamalanagar, 16 June 2025: In continuation of the awareness programme on livelihood enhancement through renewable energy-driven solution held last month at Kamalanagar, a delegation from the Chakma Autonomous District Council led by Dg. Santosh Chakma, (DCIO & Nodal Officer), visited the SELCO Foundation office in Aizawl on 12–13 June 2025 to explore sustainable energy solutions and livelihood opportunities for potential implementation in the CADC area.

They were accompanied by SELCO’s representatives, Dg. F. Lalawmpuia, Field Coordinator, and Dgb. Usma Chakma, Project Manager, during their site visit.

The delegation visited a solar dryer unit in Chawlhmun, a solar tailoring unit at Bethlehem, solar-powered agro-processing units along Lengpui Road, and various energy-efficient infrastructure at Lengpui Airport.

A briefing session was held earlier today in the office chamber of the Executive Secretary, CADC where it was proposed that a Memorandum of Understanding (MoU) be signed between CADC and SELCO Foundation to initiate collaborative efforts in implementing SELCO’s various programmes in CADC area.

CADC partners with SELCO for renewable-driven livelihood solutions

Kamalanagar, 16 May 2025: An awareness meeting on livelihood enhancement through renewable energy-driven solutions was held at the CADC Rest House, Kamalanagar, on 16th May 2025. The programme was jointly organized by the Chakma Autonomous District Council and SELCO Foundation with the objective of promoting sustainable and renewable-based interventions to support livelihoods within CADC.

Dg. Montu Chakma, Executive Member and in-charge Chief Executive Member, attended the programme as the Chief Guest. The meeting was chaired by Dg. Pronit Bikash Chakma, Executive Secretary, CADC. Among the notable attendees were Dg. Jagadish Chakma, District Council Agriculture Officer; Dg. Dayamoy Dhammei, District Council Horticulture Officer; Dg. Santosh Chakma, District Council Industry Officer; and representatives from SELCO Foundation and Waste Solution Mizoram (WSM).

During the meeting, various strategies were deliberated upon to integrate renewable energy solutions with livelihood generation activities. It was proposed that CADC would initially earmark an amount of ₹15.00 lakh as its share for the implementation of the programme during the first quarter of the financial year 2025–26, with rest of the contribution to be provided by SELCO Foundation. The initiative will support beneficiaries in areas such as procurement of sugarcane juicer machines, development of handloom and textiles, installation of solar-powered lighting with fans for petty shops, and distribution of solar sprayers for agricultural use.

The programme is envisaged to be implemented on a cluster basis with quarterly targets, ensuring planned and phased roll-out. The Planning and Development Department of CADC will undertake need assessments in the identified areas and will also be responsible for monitoring the implementation process in coordination with the partner organizations.

Notification inviting sealed tender for public auction to lease out CADC Brick Kiln

The Executive Committees of the Chakma Autonomous District Council is pleased to invite Sealed Tender Notice for public auction to lease out the CADC Brick Kiln, Brick Making Machine and other equipments located at Udalthana-l for a period of 5(five) years with effect from 2024-2025 to 2028-2029. Interested persons are invited to take part in the auction to be held on 22nd October, 2024 at 12:00 Noon in the Office chamber of the District Industry Officer, Chakma Autonomous District Council
