Kamalanagar, 15 December 2023: Dg. Kali Kumar Tongchangya, the Chairman of the Chakma Autonomous District Council (CADC), tendered his resignation today, the 15th of December, 2023.
In his resignation letter addressed to the Governor of Mizoram, Dg. Kali Kumar Tongchangya stated that he resigned from the office of the Chairman of the 11th Chakma Autonomous District Council in accordance with Sub-Rule (b) of Rule 16 of the Chakma Autonomous District Council (Constitution, Conduct of Business, etc.) Rules, 2002.
Kamalanagar, December 15, 2023: The Winter Session of 2023 of the 11th Chakma Autonomous District Council (CADC) concluded today, chaired by Dg. Sundor Muni Chakma, Deputy Chairman of CADC. The session commenced with the announcement of the resignation of the incumbent Chairman of CADC Dg. Kali Kumar from his office earlier today.
In a solemn tribute, the House observed an obituary reference for former Councilor of CADC, late Dg. Buddha Lila Chakma, who passed away on October 10, 2023 due to a hemorrhagic stroke at IBS Hospital in Delhi. The Chief Executive Member and House Leader Dg. Rasik Mohan Chakma delivered a heartfelt eulogy and acknowledged the various contributions of the departed leader to the community in different capacities. The House paid respects to the deceased leader through a poignant one-minute silent prayer.
The session transacted a total of 4 starred questions, 4 unstarred questions, and 3 supplementary questions. With this, the Winter Session of 2023 of the 11th CADC has been officially prorogued on the same day.

Rasik Mohan Chakma today received a grand reception at Kamalanagar upon his return from the swearing-in ceremony as an MLA of the Mizoram Legislative Assembly. This is his first visit to the constituency after being elected in the General Election to the 9th Mizoram Legislative Assembly, 2023.
The MLA, who arrived in the afternoon was greeted with enthusiasm by Members of the District Council and officials near the CADC Secretariat, Kamalanagar. Representatives of various departments of CADC congratulated him on his electoral victory.
Kamalanagar, 24 November 2023: The Chakma Autonomous District Council (CADC) convened a crucial Executive Committee Meeting today, presided over by Dg. Rasik Mohan Chakma, Chief Executive Member of CADC. The meeting addressed a range of significant agenda items, resulting in unanimous resolutions.
One of the key discussions centered around a proposal for the submission of an application to the Housing and Urban Development Corporation (HUDCO) for funding of Rs. 100.00 lakhs under the CSR fund. These funds are earmarked for the installation of solar street lights in Kamalanagar town. The proposal received unanimous approval, and the Executive Secretary, CADC, has been directed to take necessary actions following HUDCO’s prescribed application format.
The Executive Committee also deliberated on selecting a site for the establishment of the Tribal Museum at Sadarasora in Kamalanagar-II. With an approved project cost of Rs. 500.00 lakhs under the Ministry of Culture, Government of India, the Sr RSO, CADC, will initiate necessary action for geo-tagging the approved site. The committee has decided to invite interested individuals to design and submit the Museum icon and symbol, reflecting Chakma art and culture, to the Executive Secretary, CADC, within one month.
In a move to enhance local infrastructure, the Executive Committee approved a proposal to secure a loan from HUDCO for the development of road infrastructure within Kamalanagar town, covered under the RMCAs. The approved loan amount is Rs. 500.00 lakhs. The Executive Secretary, CADC, has been tasked with initiating the necessary actions for the submission of the application to obtain government guarantees and the sanctioning of funds from the concerned authorities.
Moreover, the committee greenlit a proposal for the review of processing fees on land leases granted to educational institutions/schools, village courts, playgrounds, safety/supply reserves, markets, and offices of various departments under CADC. The processing fees rate will be revised from Rs. 1000 to Rs. 500. The Land Revenue and Settlement (LRS) department, CADC, has been advised to take necessary action to issue notifications to all concerned to apply the land leases and complete the process within three months.

Kamalanagar, October 11, 2023: Former Chief Executive Member of Chakma Autonomous District Council, Dg. Buddha Lila Chakma passed away on Tuesday, 10th October 2023, at 4:30 PM at IBS Hospital in New Delhi. The 41-year-old leader had been battling for his life in the hospital since suffering a sudden stroke on 27th September 2023.
Dg. Buddha Lila Chakma was first elected as MDC in 2003, representing the Vaseitlang MDC Constituency. His commitment to public service saw him re-elected consecutively for the next three terms in 2008, 2013, and 2018. Throughout his career, he held various key positions within the Chakma Autonomous District Council, including Executive Member, Adviser to the CEM, Chairman, and Chief Executive Member.
A condolence meeting was held at the premises of CADC Secretariat today which was attended by EMs, MDCs and officials. Dg. Kalasoga Chakma, Executive Member, who addressed the meeting delivered a heartfelt eulogy of the deceased leader highlighting his numerous contributions for the people of CADC. A silent prayer was observed in honour of the deceased leader. To mourn the sad demise of Dg. Buddhalila Chakma, CADC has declared a one-day holiday for all offices and educational institutions tomorrow.
Born on April 16th, 1980 to Dg. Bhadra Sen Chakma and Dangubi Ranga Mila Chakma of Devasora (N), CADC, Dg. Buddha Lila Chakma completed his matriculation from Longpuighat High School and his Higher Secondary from Narangi College, Guwahati. He pursued his graduation from NEHU and completed his MA in Political Science from IGNOU.
Before embarking on his political career, he dedicated his early years to education, serving as a primary school teacher under CADC from 1999โ2003. He also held the position of President, Branch YCA, Devasora (N) from 1997โ2003.
Dg. Buddha Lila Chakma is survived by his wife, Dangubi Sujata Chakma, and two children. The Chakma Autonomous District Council mourns the loss of a visionary leader and extends its heartfelt condolences to the bereaved family.
๐๐๐ฆ๐๐ฅ๐๐ง๐๐ ๐๐ซ, ๐๐ ๐๐๐ฉ๐ญ๐๐ฆ๐๐๐ซ, ๐๐๐๐: Dg. Kali Kumar Tongchangya, the incumbent Chairman of the Chakma Autonomous District Council (CADC), has been disqualified from the membership of the Council with immediate effect. The disqualification follows his recent conviction on corruption charges in the Court of Special Judge, Prevention of Corruption Act, Mizoram, Aizawl, on 26th September, 2023.
In an official notification dated 27th September, 2023, issued by the District Council Secretariat of Chakma Autonomous District Council, the disqualification of Chairman Dg. Kali Kumar Tongchangya was announced after he was found guilty under Section 409 of the Indian Penal Code (IPC) and under Section 13(2) read with 13(1)(c) & (d) of the Prevention of Corruption Act, 1988. As a result, he has been sentenced to undergo four years of imprisonment along with a fine of Rs. 2 lakhs.
This disqualification action is in accordance with Clause (i) of Sub-rule (1) of Rule 12 of the Chakma Autonomous District Council (Constitution and Conduct of Business etc) Rules, 2002, and as amended. This rule stipulates that a member shall be disqualified if convicted of any offense other than those referred to in clause (f) & (g) and sentenced to imprisonment for not less than two years.
Dangu Sundor Muni Chakma, the Deputy Chairman of the Chakma Autonomous District Council, has exercised the powers provided under Sub-rule (1) of Rule 17 of the Chakma Autonomous District Council (Constitution and Conduct of Business etc) Rules, 2002, and as amended, to issue the disqualification order.
However, the notification states that, as per Sub-clause (j) of Sub-rule (1) of Rule 12 of the Chakma Autonomous District Council (Constitution and Conduct of Business etc.) Rules, 2002, and as amended, this disqualification will not take effect until three months have elapsed from the date of Dg. Kali Kumar Tongchangyaโs conviction. If, within that period, an appeal or application for revision is preferred from the conviction or the sentence, and an interim stay against such conviction or suspension of such sentence has been obtained by him from a competent appellate or divisional court, then the disqualification will be put on hold until a final decision is reached.
Kamalanagar, September 23, 2023: A crucial meeting to address sanitation issues in the Kamalanagar town area was held today at the CADC Conference Hall and chaired by Dg. Lakkhan Chakma, Executive Member in charge of Local Administration Department (LAD). It was attended by Dg. Inglon Chakma, Local Administration Officer and his staff, representatives from various branches of the Young Chakma Association (YCA), and Village Councils within the Kamalanagar town area.
The meeting was called in pursuance of resolutions passed during the Executive Committee meeting of the CADC held on September 13, 2023, for devising effective strategies in managing garbage disposal within the Kamalanagar town area. Dg. Inglon Chakma, during the meeting, outlined the key resolutions and earnestly sought the cooperation of all stakeholders in implementing these measures.
One of the significant decisions made during the meeting was the assignment of responsibility for collecting the monthly sanitation fee from households to the Branch Young Chakma Association of each Village Council area. Notably, 20% of the total collected fee will be allocated to the respective YCA branch. The Kamalanagar-III branch YCA proposed an alternative approach, suggesting the collection of sanitation fees for a full six-month period upfront, rather than monthly collections, for the convenience of both residents and collectors. In response to this proposal, the meeting resolved to leave the decision on the mode of fee collection to the discretion of individual YCA branches, taking into account local circumstances. In cases where the YCA branch is unwilling to take this responsibility, it was decided that the Local Administration Department will engage deserving individuals by providing them with remuneration.
Amid discussions, concerns were raised about certain locations within the town that are inaccessible by vehicles, which may hinder garbage collection efforts. Dg. Lakkhan Chakma assured that appropriate measures would be taken to address this issue. Concerns were also raised regarding the deteriorating condition of public urinal sheds and latrines in certain locations, leading to unhygienic conditions and unpleasant odors. The Chairman informed that the concerned authority would conduct a thorough survey of the town area and take necessary actions, including repairs or dismantling, wherever it is deemed necessary. He also said that measures would be taken to place dustbins at various locations within the town.
The Chairman concluded the meeting by urging all stakeholders, including LAD staff, Village Councils, and branches of the Young Chakma Association, to join hands in the successful implementation of these resolutions.
Kamalanagar, 20 September, 2023: Today, an official condolence programme was held at the CADC Secretariat office to pay tribute to late Pu F. Rohnuna, a distinguished and veteran politician of the Lai Autonomous District Council, who breathed his last on September 19, 2023, at 1:20 PM. The programme, which was attended by Executive Members, MDCs, officers and staff from all departments, was led by Dg. Rasik Mohan Chakma, Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC).
Pu F. Rohnuna had a long and illustrious career serving the people of the Lai Autonomous District Council in various capacities, including Chief Executive Member, Chairman, Executive Member, and Adviser to the Chief Executive Member.
During the condolence programme, Dg. Rasik Mohan Chakma, CEM, CADC, delivered a heartfelt eulogy for the departed soul. He fondly remembered Pu F. Rohnuna and spoke about the profound impact he had on the political landscape of the sister Autonomous District Councils in Mizoram. His contributions, dedication, and steadfast commitment to the welfare of the people will be deeply missed.

Kamalanagar, September 13, 2023: A meeting of the Executive Committee of the Chakma Autonomous District Council was held today at the CADC Conference Hall, Kamalanagar, chaired by Chief Executive Member Dg. Rasik Mohan Chakma. The meeting, attended by Executive Members and high-ranking CADC officials, focused on several crucial agenda items.
One of the notable decisions made during the meeting was to publish all future CADC session proceedings in the Chakma scripts and language. To facilitate this initiative, the Legislative Department will be equipped with a computer set.
The meeting also resolved to constitute separate Departmental Promotion Committees (DPCs) for general staff and school teaching staff to ensure systematic evaluation of promotional cases of eligible employees under the CADC.
In an effort to uphold sanitation standards within the town area, the committee introduced a structured schedule for garbage disposal and sanitation fees. The schedule designates specific days for disposal in different parts of the town, with sanitation fees fixed at Rs. 50 for Kamalanagar-III, Kamalanagar-II, Kamalanagar-IV, SSB Colony, Bajeisora, and Baganpara while the fee is fixed at Rs. 100 for Kamalanagar-I.
The Executive Committee also decided to lease out the CADC lake for a ten-year period, against an annual amount of at least Rs. 1.00 lakh which shall be incremented by 10% annually. Similarly, the CADC brick kiln will also be leased out against an amount of at least Rs. 3.00 lakhs, initially for a one-year period which may be extended as per requirement. It was also decided that room rent charges at all CADC Rest Houses for pensioners and senior citizens shall be at par with officials on duty. To avail this benefit, pensioners will be required to produce a pension card to be issued by the Finance and Account Department, CADC.
Kamalanagar, August 30, 2023: Dg. Molin Kumar Chakma, Adviser to the Chief Executive Member (CEM), CADC, graced the closing ceremony and prize distribution event of the Inter-School Football tournament. The week-long tournament organized by the Mizoram Chakma Studentsโ Union (Central), commenced on 23rd August, 2023. A total number of 46 teams from 19 schools participated in the event. Dg. Buddhangkur Chakma, Sr. FAO, and Dg. Kulendra Bikash Chakma, Information & Public Relations Officer, were also present alongside other distinguished officials of CADC and heads of participating institutions.
In his address as the Chief Guest, Dg. Molin Kumar Chakma extended his gratitude to the Mizoram Chakma Studentsโ Union (Central) for taking the initiative to organize this remarkable tournament. He emphasized the significance of embracing sports alongside formal education for the holistic development of students. He also stressed that for achieving success, students must possess three essential qualities: courage, interest, and passion. Dg. Chakma further advised the young participants to engage in regular self-introspection of their actions. He encouraged them to discard negative influences and adopt positive habits.
Dg. Buddhangkur Chakma, the Guest of Honour, took the stage to deliver an inspiring speech. He offered valuable advice to the students, urging them to delve within themselves, comprehend their capabilities, and set clear life goals. Drawing a metaphor, he likened an individual without a goal to a boat without a radar in a big ocean. Dg. Chakma cited the illustrious example of late Dr. APJ Abdul Kalam, renowned as the โMissile man of India,โ who through his focused efforts, enabled the nationโs remarkable strides in science and technology. He emphasized that with a well-defined objective, every achievement becomes attainable.
