Kamalanagar, 13th August, 2026: A delegation of the Mizoram Chakma Students’ Union (Central) (CMCSU), led by its President, Dg. Parbesh Chakma, today met the Hon’ble Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC), Dg. Nirupam Chakma, at his office and submitted a representation on recruitment rules, teacher transfer and posting, and the introduction of a CADC Scholarship Examination.

In the representation, CMCSU sought a review of the existing CADC Recruitment Rules in view of changing administrative requirements and the increasing number of educated youth seeking public employment. It proposed clearer provisions on qualifications, eligibility, recruitment and selection procedures, promotional avenues and other service conditions, with recruitment to vacant posts being carried out through a transparent and uniform process.

On the deployment of teachers, CMCSU proposed a policy for rationalisation based on student enrolment, prescribed teacher-student ratios, school-wise vacancies and geographical conditions. It suggested that schools with inadequate teaching staff, particularly those in remote and difficult areas, should be provided with adequate teachers.

The Union also proposed clear criteria for transfer and posting of teachers, taking into account length of service, administrative requirements, hardship and the needs of individual schools. It suggested reasonable stability of tenure while allowing transfers in cases of administrative exigency and other genuine circumstances.

CMCSU further proposed an annual CADC Scholarship Examination for students at the Middle School, High School and Higher Secondary levels. The examination, according to the representation, would provide a mechanism for identifying meritorious students and supporting them in continuing their education. The Union also sought dedicated budgetary provision for scholarships and examination-related expenses, along with guidelines for eligibility, examination, evaluation, selection and disbursement.
CMCSU expressed its willingness to serve as the implementing agency for the proposed scholarship examination, subject to approval and terms and conditions prescribed by the competent authority.

The Union requested the Hon’ble CEM to consider the proposals and take appropriate legislative, administrative and budgetary measures, including placing the relevant matters before the forthcoming Session of the CADC wherever necessary.
