Dg. Rasik Mohan Chakma becomes the new CEM of CADC for a second time of this term of 10th CADC

Kamalanagar, 14 October, 2021: Dg. Rasik Mohan Chakma, MDC who was appointed as the new Chief Executive Member of Chakma Autonomous District Council with effect from 09.10.2021 was sworn-in today in a function organized in the CADC Art & Culture Hall, Kamalanagar attended by MDCs, CADC officials, village council and NGO leaders.

The Oath of Affirmation and Oath of office and secrecy was administered by Dr. Andrew H. Vanlaldika, Deputy Commissioner, Lawngtlai District who arrived today from Lawngtlai for the purpose.

For Dg. Rasik Mohan Chakma this is his second time to be appointed as CEM of CADC during this term of 10th CADC in taking over from Dg. Durjya Dhan Chakma, MDC who resigned from the post of CEM, CADC in the first week of this month.

He has expressed thanks to his colleague MDCs in reposing their confidence in him once again to lead the administration of CADC.

He has hailed the present District Council with all the 20 Members belonging to the MNF party as unprecedented achievement and termed it as opposition-free government.

Speaking on the occasion he lamented the political affairs of CADC, of the last one month as a blot in the history of CADC which had witnessed outrageous arbitrary abuse of power disqualifying Members with absolute disregard of the rules while adding and assuring all present on the occasion that under his leadership he shall not allow โ€˜the guardian/potector of the rule book to become the violatorโ€™.

In the second year of this term, in January 2019, Dg. Rasik Mohan Chakma took over from Dg. Shanti Jiban Chakma as CEM, CADC when the former proved his majority in a Trust Vote conducted by the Deputy Commissioner, Lawngtlai at the behest of the Governor. After about two years, in April, 2021, Dg. Durjyo Dhan Chakma, MDC took over from Dg. Rasik Mohan Chakma following the later resigning from the post. Dg. Durjyo Dhan Chakma remained in office for about six months to replace him again by Dg. Rasik Mohan Chakma.

CADC Monsoon Session 2021 held peacefully

Kamalanagar, 04 October, 2021: The Chakma Autonomous District Council Monsoon Session initially scheduled on 20th August 2021 and later deferred circumstantially was held today peacefully in the backdrop of a political crisis that has been brewing for the last one and half month.

The political crisis has taken a new development with the resignation of Dg. Durjya Dhan Chakma yesterday from the office of Chief Executive Member, CADC. He has been in office for about six months having assumed the office of CEM on 6th April, 2021 after Dg. Rasik Mohan Chakma resigned from the post.

With the resignation of Dg. Durjya Dhan Chakma, CEM, CADC the Executive Committee, CADC was rendered dissolved and hence, todays Session was held without transaction of any business in the absence of an Executive Committee. The new development requires that a new Executive Committee is formed at the earliest.

The chairman addressing the Session today informed the members that Dg. Rasik Mohan Chakma, MDC has been elected yesterday as the new Leader of the CADC MNF Legislature Party.

Rule 22(2) of the CADC (Constitution and Conduct of Business, etc.) Rule, 2002 has it that the leader of the largest legislature party having majority of MDCs shall be appointed as the CEM, CADC.

The Chairman, Chakma Autonomous District Council is pleased to summon the Members of the 10th Chakma Autonomous District Council to sit for the Monsoon Session, 2021 to be commenced from 4th October (Monday), 2021 at 10:30 A.M. in the Session Hall of the Chakma Autonomous District Council, Kamalanagar.

All business, official and non-official admitted earlier shall be taken up without admitting any fresh business thereby.

Dg. Rasik Mohan Chakma, MDC, CADC disqualified as Member of District Council

Kamalanagar, 20 September, 2021: Dg. Rasik Mohan Chakma, Member of District Council, Chakma Autonomous District Council was disqualified today of his membership as MDC by the Chairman, CADC Dg. Mohan Chakma on charges of having breached the provisions of Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution and Conduct of Business, etc.) Rules, 2002 and provision of Rules of Mizoram Salaries, Allowances and Pension of Members of Legislative Assembly Act, 1999.

He has been found to have drawn simultaneously salary as MDC and pension of MLA as well. The matter has been brought to the notice of the Chairman, CADC in the form of complaints by Dg. Onish Moy Chakma, MDC about a year back and recently, by five MDCs; acting upon which the Chairman issued show cause notice to Dg. Rasik Mohan Chakma three days back.

The explanation submitted by Dg. Rasik Mohan Chakma have been found to be unsatisfactory and hence, guilty of the charges which prompted the Chairman to take this punitive measure of disqualifying him of his membership as MDC.

All benefits and privileges due to an MDC shall stand withdrawn from him due to the disqualification for a period of five years.

Kamalanagar, 17 September, 2021: Shri Mohan Chakma, the Honโ€™ble Chairman, Chakma Autonomous District Council issued a show cause notice to Rasik Mohan Chakma today in the wake of separate complaints lodged by Onishmoy Chakma, MDC and jointly by five other MDCs seeking explanation on his alleged violation of Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules 2002 and Section 15(5)(c) of the Mizoram Salaries, Allowances and Pension of the members of Legislative Assembly Act, 1999.

The Chairman sought clarification giving three days time on why he shall not be disqualified for allegedly violating the established rules tantamount to office of profit. Rasik Mohan Chakma was a member of the Mizoram Legislative Assembly from 2003 to 2006 till he tendered his resignation as MLA subsequent to passing of the Mizoram State Legislature Membersโ€™ (Removal of Disqualification) (Amendment) Bill 2006 which forbids MLA to simultaneously hold the position of Chief Executive Member of an Autonomous District Council.

However, Rasik Mohan Chakma was re-elected as Member of Chakma Autonomous District Council in 2018 and thereafter elected leader of the Legislature party before assuming the office of the Chief Executive Member in early 2019 till April 2020.

Councillors in their complaint letter alleged that Rasik Mohan Chakma committed offence of criminal misconduct for drawing pension of Legislator and simultaneously drawing the salaries and all other admissible allowances as the Chief Executive Member of Chakma Autonomous District Council for the period July 2019 to January 2020 which is in gross violation of the Acts & Rules mentioned earlier and entails for disqualification from membership of District Council under Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2002.

All party and all NGO meeting on 125th Amendment Bill, 2019 of the Sixth Schedule held

Kamalanagar, 06 August, 2021: A meeting called by Chakma Autonomous District Council to discuss the 125th Amendment Bill, 2019 concerning amendment of the Sixth Schedule to the Constitution of India was held today in the CADC conference hall chaired by Dg. Durjya Dhan Chakma, Honโ€™ble CEM, CADC.

The meeting was attended by MDCs (CADC), representative of all political parties and major Chakma NGOs.

The meeting has been called to the effect of a meeting called by Mizoram Government on the same subject which is scheduled to be held in the Chief Secretaryโ€™s Conference Hall on 10th August. The meeting is to be attended by the CEMs and Executive Secretaries of all the three ADCs of Mizoram.

The meeting discussed the various amendment proposals submitted earlier by Chakma Autonomous District Council to the Chairman, Parliamentary Standing Committee on the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019. The amendment proposals which have not been included in the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019 were noted. The report of the Parliamentary Standing Committee on the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019 was also discussed.

It has been finally decided that Chakma Autonomous District Council shall stick to the amendment proposals submitted earlier and keep pursuing them with the central government.

Dg. Anil Kanti Chakma, MDC elected as Deputy Chairman, CADC

Kamalanagar, 04 June, 2021: Dg. Anil Kanti Chakma, MDC was elected today the Deputy Chairman, Chakma Autonomous District Council. The post has remained vacant since Dg. Mohesh Boran Chakma resigned from the post on 21 April this year.

He was the lone candidate who has filed nomination for election to the post yesterday and was declared elected uncontested today in a sitting of the Chakma Autonomous District Council held in its Session Hall.

Dg. Anil Kanti Chakma contested and won the CADC General Election 2018 from 4-Bajeisora MDC Constituency with BJP ticket who later joined the MNF party. This is his second term as MDC the other being the 8th CADC from 2008-2013.

Todayโ€™s election was held observing Covid-19 protocols and guidelines with prior permission from the Deputy Commissioner, Lawngtlai.

CEM Relief Fund constituted

Kamalanagar, 24 May, 2021: In view of the unabated rise in cases of covid patients, a clear indication of community spread, in Chakma Autonomous District Council particularly within Kamalanagar town area the Executive Committee, Chakma Autonomous District Council today held a meeting in the office chamber of CEM, CADC to take stock of the situation and to discuss intervention thereof.

Dg. Durjya Dhan Chakma, CEM, CADC chaired the meeting and was attended by his colleague Executive Members and Executive Secretary, CADC.

The meeting constituted the much-needed CEMโ€™s Relief Fund to provide assistance in times of disaster and natural calamity. The urgent need to constitute the Fund has been felt in the wake of fund constraint being faced to run the growing number of Covid Care Centres and Quarantine Centres that are being added with increasing number of covid positive cases.

As of today there are five Covid Care Centres and one quarantine centre.

The Fund will be managed by a Committee constituted with the CEM, CADC as Chairman, the Executive Secretary, CADC as Member Secretary, LAO, Sr.FAO, I&PRO and President, CYCA CADC as Members.

Guideline regulating the fund have been formulated and it shall be notified later on. A bank account will be opened in the SBI Chawngte Branch at the earliest for the Fund. Public donation, be it from individuals, Organizations, Trusts, Companies and Institutions will be accepted and receipt will be issued for each and every contribution received and the detail of the account will be made accessible online through the official website of CADC โ€“ cadc.gov.in.

It has also been decided that budgetary allocation will be made for the fund subject to availability of resources in the council.

Contribution to the fund has been inaugurated in the meeting itself with the Executive Committee deciding to set aside Rs.50,000/- out of MDC LAD Fund of each of the twenty MDC which shall amount to Rs.10 Lakhs.

The CEM, CADC Dg. Durjya Dhan Chakma stated that contribution to the fund shall be sought from institutions like SBI, HUDCO, LIC, etc.

In addition, the meeting also discussed on the pattern of funding to the three ADCs of Mizoram. Fund sharing between the three ADCs is determined based on certain criteria like population, area, distance from Aizawl to the concerned District Council Headquarter, literacy rate and number of electrified villages as reflected in the 1st Mizoram Finance Commission Report.

Comparative study of allocation of fund to the three ADCs in the last seven years revealed that the criteria for sharing of fund among the three ADCs has not been maintained.

The meeting decided that the matter will be brought to the notice of the Mizoram Government and the Second Mizoram Finance Commission for necessary course correction. The meeting also observed that the two criteria โ€“ literacy and number of electrified villages seemed to be flawed and unreasonable which should instead be illiteracy and number of unelectrified villages.

It was also decided that โ€˜distance from district headquartersโ€™ shall be pursued for inclusion as a new criteria which is the direct bearing on CADCs budget.

Dg. Bubon Kumar Chakma, MDC and Dg. Sanjeev Chakma, MDC take oath of office as Executive Member, CADC

Kamalanagar, 18 May, 2021: Member of Chakma Autonomous District Council Dg. Bubon Kumar Chakma and Dg. Sanjeev Chakma who could not attend the oath taking ceremony of Executive Member held on 30th April, 2021 both of whom were then under home quarantine due to Covid were administered the oath of office today.

Dr. Manesia Khaimeichho who was authorised by the Deputy Commissioner, Lawngtlai administered the oath of office and secrecy.

Dg. Bubon Kumar Chakma was elected from 19-Devasora โ€˜Sโ€™ MDC Constituency and it is his third consecutive term as MDC while Dg. Sanjeev Chakma was elected from 7-Kamalanagar West.

Dg. Durjya Dhan Chakma, CEM, CADC speaking at the end of the programme expressed hope of working together with the newly posted SDO for the development of the area. He apprised him, โ€œThe area being very backward concerted effort is expedient โ€œ.
