NOTIFICATION
Whereas, the government of Mizoram has decided to bring back people of Mizoram stranded in different north-eastern states of India due to Covid-19 and to facilitate in this endeavour Chakma Autonomous District Council has undertook the exercise to list such Chakma people from Mizoram willing to return home.
In the exercise so undertaken 281 people have reported being stranded and willing to return home and the list was subsequently submitted to government of Mizoram for further necessary action.
The government of Mizoram in a reply letter requested that all such people (stranded in different states outside Mizoram) report in the portal โ tangkhang.mizoram.gov.in – launched by it.
Therefore, I am directed to inform that all such stranded people (irrespective of whether one intends to return or not) including those who have earlier reported in the link https://forms.gle/gW48BtUDWUVo7fB68 need to report in the portal www.tangkhang.mizoram.gov.in as desired by the government of Mizoram.

Kamalanagar, 15 April, 2020:ย ย ย The Executive Committee, Chakma Autonomous District Council in its meeting held today in the morning decided to facilitate the return of Chakma people stranded in different northeastern states due to lockdown imposed throughout the country to fight Covid-19. This has come following the decision of the state government to bring back people stuck in the northeastern states.
All such people willing to return home can submit their details by accessing the link https://forms.gle/gW48BtUDWUVo7fB68 . The list of such people will be forwarded to the Mizoram government for further necessary action. The Mizoram House Liaison Officers of respective states can also be contacted to register names of persons intending to come back home as and when the state government issues order in this regards.
All persons willing to avail this initiative of the government shall have to abide by the guidelines to be issued by the government of Mizoram in due course of time. The returnees may be put under quarantine at Aizawl at designated centers before they are allowed to proceed to their respective home.
Kamalanagar, 8 April, 2020: In a gesture of solidarity and to join hands in the Nationโs fight against Coronavirus pandemic that has sieged the country the Members of Chakma Autonomous District Council and its employees decided to contribute to the Mizoram Chief Minister Relief Fund and to PM CARES Fund, instituted to fight the pandemic.
Rs.2.80 lakhs will be contributed to the Chief Minister Relief Fund by the MDCs and other portfolio holders like the Adviser to CEM, President DSEB, Chairman, Town Planning Committee and Vice-Chairman, Town Planning Committee. The employees will contribute an amount of Rs.1,80,102 to the PM CARES Fund.
Earlier, CADC has contributed Rs.50,000 to Central Young Chakma Association as financial assistance to help maintain and observe the 21 days lockdown imposed throughout the nation to contain the outbreak of Covid-19.
Besides, Rs.10,000 each was paid to YCA, Longpuighat and YCA, Borapansury. The MDCs of the twenty MDC Constituencies have been extending all possible helps either in cash or kinds to all the VLTFs in their respective constituency.
Kamalanagar, 7th March, 2020: Today an awareness programme on the threat posed due to outbreak of Coronavirus in many parts of the country was held at CADC Conference Hall, Kamalanagar. The programme was organised by the Sub-Divisional Officer (Civil), Chawngte Pu S. Kaptluanga.

Dr. Rinisha Chakma, Medical Officer, Chawngte CHC as a resource person conducted the programme through a power point presentation.
She spoke about the origin of the virus, how it is highly contagious, its effect around the world and how it has become a public health emergency around the world. She educated about the measure of personal hygiene to be adopted to avoid being contracted, on the importance of hand washing, practicing coughing etiquettes and on how a mask is to be used and its effectiveness.
While stating that with no particular treatment regime available till date she said the need to adopt preventive practices is the most desired option and urged all the participants to educate as many people as possible on how to maintain personal hygiene to avoid contracting the virus.
The programme was attended by heads of institutions, officers, teachers, village council leaders, NGO leaders of Kamalanagar and Chawngte area.
The Chairman of CADC has notified that the Budget Session of Chakma Autonomous District Council shall commence from 3rd April (Friday) 2020 at 10.30 A.M.
All Business both Official and Non-official meant for the Budget Session may be submitted to the Chairman, CADC during office hours on or before 16th March, 2020.
Notification issued by the Secretary, Selection Board, Chakma Autonomous District Council in respect of candidates found valid based on documents produced for selection to the posts of Auditors and Audit Officers.

Kamalanagar, 26 January, 2020: The 71st Republic Day of India was celebrated at Kamalanagar in the football playground. Pu S. Kaptluanga, SDO (Civil), Chawngte hoisted the National flag.
Dg. Nihar Kanti Chakma, MLA, Mizoram, beside the MDCs of CADC witnessed the celebration programme.
Eleven parade contingents representing different schools of the locality took part in the March Past. Two parade contingents representing the Mizoram Chakma Student Union and Young Chakma Association also took part in the March Past.
Pu S. Kaptluanga, Chief Guest of the programme addressing the public highlighted the various developmental programmes of the state government and that of CADC.

While emphasizing the commitment of the district administration for improvement of school education he spoke about construction of new school building being completed and taken up under various CS schemes like BADP and PMJVKY. An additional academic block at Kamalanagar College has been proposed under PMJVKY at an estimated cost of Rs.2.5 Crore.
In expressing concern about the poor literacy rate of the area he invited all stakeholders especially the teachers, Village Education Committees, NGOs and students to fight the scourge on a war footing.
In stating that developmental goals canโt be fully achieved without road communication he informed that the government had sanctioned fund for construction of permanent bridges and PCC pavements at many places within CADC.
He assured that maximum fund under his disposal will be allocated to Tegha Valley of CADC for he has witnessed the poor living condition of the people of that side.

He also spoke about the governmentโs commitment to improve telecommunication and said that some 50 mobile towers shall be erected within CADC out of which some are already operating.
He said, survey under Mission Antyodaya has revealed that there are more than 7387 kutcha houses within CADC and the government is committed to provide pucca houses to all the families. Already 331 families have been sanctioned for construction of houses under PMAY(G) and 260 families are under proposal. In addition a project for RS.136.44 Crore under Ministry of Tribal Affairs has been submitted to provide pucca houses to the needy.
To address the acute water crisis of Kamalanagar and Chawngte area a Composite Water Supply Scheme amounting to Rs.117 Crore was submitted to Ministry of Minority Affairs, he informed. He further informed that an Electrical Cremation Incinerator was proposed with Ministry of Minority Affairs to facilitate cremation of dead bodies which has become urgent with Kamalanagar growing into a town.

Earlier, in the wee hours of the morning Dg. H Amaresh Chakma, Chairman, CADC hoisted the National flag in the premises of the CADC secretariat in the presence of the leaders and employees of CADC. In his address to the gathering he highlighted the various developmental achievements made by the present Executive Committee within one year of assuming office in CADC. He made mention of providing free text book in full set to all students, making school admission free, renovating schools, providing class room furniture; providing scope for training technical staff under various departments like agriculture, horticulture, fishery and forest; initiative taken to recruit gazette officers to strengthened the office administration and to fill up various vacant posts including teacher; initiative taken to explore ground water to address crisis for potable water in Kamalanagar; initiative taken to facilitate coconut farming.
He also expressed hope of provide pucca roads across CADC within this term with the help of PMGSY.
He informed about receipt of a sanction of Rs.5 Crore from government of Mizoram recently for taking up developmental works like vertical extension of office buildings, setting up of a permanent brick kiln, metalling of internal roads of Borapansury, etc.

Kamalanagar, 30 December, 2019: New Jagnasury also known as Damdep, one of the oldest village in Chakma Autonomous District Council completed 50 years of founding. To commemorate the occasion a celebration programme was organized yesterday.
Dg. Rasik Mohan Chakma, CEM, CADC and Chief Guest of the programme unveiled the memorial tablet and proclaimed to metal the internal roads of the village to mark the occasion.
New Jagnasury was founded by Dg. Kegera Tongchnagya, father of Dg. Kali Kumar Tongchangya, Vice-Chairman Planning, CADC when he came to settle there in 1969 with a group of families from Vaseitlang, a designated grouping centre during the Mizo insurgency period. Dg. Kegera Tongchangya was the grandson of Dg. Debicharan Tongchangya, a designated Chief who was allowed to settle with 15 families in Lukisuri by the Sub-Divisional Officer, Lunglei in 1933.
Dg. Atul Chandra Chakma, the first nominated CEM of Chakma Regional Council was the first MDC elected from Damdep in the first general election to Chakma Autonomous District Council held in 1972.
Kamalanagar, 21 December, 2019: Department of Fishery, Chakma Autonomous District Council inaugurated the 3-Day training on โComposite Fish Culture Systemโ at Kamalanagar sponsored by National Fisheries Development Board (NFDB), Hyderabad. Some 50 fish farmers attended the training programme.

Dg. Rasik Mohan Chakma, CEM, CADC and Dg. Hiranand Tongchangya, EM i/c Fisheries graced the inaugural programme as Chief Guest and Guest of Honour.
The training will be given to some 300 selected fish farmers in six batches all over CADC and it will be conducted at Longpuighat and Borapansury besides Kamalanagar. All the trainees will be provided manual on composite fish culture. The training is an outcome of constant effort with NFDB to avail various schemes under it. The CEM speaking informed that there is another project namely โDevelopment of Fish Farming in CADCโ submitted through the state government which did not materialize due to delay in submission. He assured it will be pursued the next time.
While urging the fish farmers to take up fish farming with commercial interest the CEM asserted that we have to be fed up of living in poverty and take the profession as a challenge to make a living out of it. He informed that on enquiry from the fish suppliers from Silchar and Lunglei it has been estimated that at least business to the tune of Rs.20 lakh get transacted on fish supply to Kamalanagar per month. โThis 20 lakh can be yours and this training programme is being conducted with that objectโ, he said to the trainees.
โTo make fish farming a business we have to leave behind the primitive way and adopt the modern way of fish culture and the purpose of this training is to equip you with the modern waysโ.

While explaining how fish farming can be a wise choice over wet rice cultivation he said fish farming is more profitable and if it fetches money rice can be bought which is in abundance.
In stressing the need to be competitive in pricing the local fish with respect to fish from Silchar he urged for commercial scale production of fish.
Dg. Hiranand Tongchangya speaking in the programme reminded that fish supplied from Silchar are medicated and not fresh and therefore less healthy and less tasty. He also said that we can give a competition to the fish supply business as our area has the potential for fish farming.
Kamalanagar, 20 December, 2019: The CADC Winter Session 2019 in its second sitting held today passed the CADC (Election to Village Councils) (Amendment) Rules, 2019 unanimously while referring the CADC (Forest) (Amendment) Act, 2019 to a Select Committee.
The two amendment bills were introduced in the first sitting. The CADC (Election to Village Councils) (Amendment) Rules, 2019 was moved by Dg. Uday Tongchangya, Executive Member while the CADC (Forest) (Amendment) Act, 2019 was moved by Dg. Durjya Dhan Chakma.
Before start of discussion over the amendment bills, Dg Buddha Lila Chakma, MDC proposed two amendment bills one each for the CADC (Election to Village Councils) (Amendment) Rules, 2019 another for the CADC (Forest) (Amendment) Act, 2019.
The bills though missed the requirement of submission to the Secretary, District Council before three clear days, the Chairman, CADC Dg. H. Amaresh Chakma calling his discretion allowed the bills moved by Dg. Buddha Lila Chakma to be discussed and voted.
After prolonged discussion the CADC (Election to Village Councils) (Amendment) Rules, 2019 was passed unanimously while the CADC (Forest) (Amendment) Act, 2019 was referred to a Select Committee for further study. It is hoped that the bill will be tabled in the next session with necessary changes.
The sitting answered four questions during the question hour. With the conclusion of the second sitting today the session was declared prorogued.
