Dg. Supreme Raj Chakma Sworn in as Executive Member of the 11th CADC

Kamalanagar, 21 May 2024: Dg. Supreme Raj Chakma, MDC, has been officially sworn in as an Executive Member of the 11th Chakma Autonomous District Council in a ceremony held today at the Arts & Culture Hall, Kamalanagar. His appointment, recommended by the Chief Executive Member of CADC, was approved by the Governor of Mizoram on May 7, 2024.

Pi B. Malsawmtluangi, MCS, Additional Deputy Commissioner of Lawngtlai, administered the Oath of Office and Secrecy in the presence of CADC councilors, officials and other dignitaries.

Dg. Supreme Raj Chakma was elected as an MDC from the 3-Chhotapansury Constituency on Indian National Congress (INC) party ticket in the CADC General Election, 2023, and later joined the MNF party. This marked his successful debut in electoral politics. He holds a law degree from University of Delhi, and had been a practicing lawyer before joining politics.

The Chief Executive Member & MLA, Mizoram, Dg. Rasik Mohan Chakma, addressing the gathering, warmly congratulated the newly sworn-in Executive Member and expressed confidence in his capabilities. He emphasized the significance of this momentous day, noting that his swearing-in completes the 11th Executive Committee of CADC which also coincides with current Executive Committeeโ€™s successful completion of one year in office.

Reflecting on the various challenges faced, he commended the present Executive Committee for its commitment to good governance. He firmly asserted that the Executive Committee bears no blame for any shortcomings and highlighted its marked improvement over previous administrations. He expressed his commitment to uphold this standard and sought the support of all stakeholders to continue serving the people with dedication.

He also expressed concern over certain elements within the Chakma society propagating negativity driven by hatred, and emphasized the need to discard such detrimental mindsets for the brighter future of the community.

CIRCULAR: Resumption of Helicopter Service

As per Helicopter weekly schedule of operation and new fare w.e.f 21/08/2023 issued by GAD (Aviation Wing), Govt. of Mizoram, helicopter service between Aizawl and Kamalanagar (Chawngte) resumed w.e.f. 04/03/2024. It shall operate on every Thursday of a week at a revised rate of fare.

75th Republic Day of India celebrated at Kamalanagar

Kamalanagar, January 26, 2024: The 75th Republic Day of India was celebrated with great fervour at Kamalanagar, the headquarters of the Chakma Autonomous District Council (CADC) on Friday. The Chief Guest of the occasion, Pu Lalneihthanga Colney, MCS, SDO (C), Chawngte, unfurled the national flag during the ceremony at Kamalanagar playground. The event saw the presence of CADC Councilors, officials from CADC and the State government, Village Council representatives, and leaders from local NGOs.

Nine contingents, including the NCC unit of Govt. Kamalanagar College, participated in the impressive march-past. The celebration was further enhanced by vibrant cultural dances performed by artists from the Art & Culture Department, CADC, and members of the Young Mizo Association, Chawngte-P.

In his address, Chief Guest Pu Lalneihthanga highlighted the developmental accomplishments of various departments under Chawngte Sub-Division during 2023-2023 which included road infrastructure, healthcare, education, social welfare, water supply, food and civil supplies, rural housing, and power and electricity.

A short programme held earlier at the CADC Secretariat premises was graced by Dg. Sundor Muni Chakma, Deputy Chairman, CADC, as the Chief Guest, alongside Executive Members, MDCs, high-ranking officials, and staff. The Chief Guest in his address expressed gratitude to Dr. B.R. Ambedkar and other members of the drafting committee of the Constitution for ensuring justice, liberty, equality, and fraternity. He attributed the existence of the CADC to the visionary leaders who drafted the Constitution.

Dg. Sundor Muni Chakma congratulated the Zoram Peopleโ€™s Movement (ZPM) on forming the government with an absolute majority in Mizoram. He expressed confidence in their ability to fulfill the hopes and aspirations of the State. He also thanked the State government for releasing additional fund amounting to Rs. 26,56,86000 against salary of CADC employees for the months of November and December 2023. He expressed hope for the continued cordial relationship between CADC and the State Government of Mizoram. Commending the current Executive Committee of CADC under the leadership of Dg. Rasik Mohan Chakma, CEM and MLA, 36-Tuichawng Constituency, he appreciated its efforts in fostering development across all fronts while highlighting some notable achievements during 2023-2024, including fund allocations for social welfare, environmental initiatives, flood relief, and financial assistance for piggery and poultry farming.

In exercise of the powers conferred under Sub-Rule 1 & 2 of Rule 15 of the Chakma Autonomous District Council (District School Education Board) Rules, 2002, the Executive Committee of Chakma Autonomous District Council is pleased to appoint Shri Anand Kumar Chakma, S/o Shri Nogendra Chakma of Devasora North as President of the District School Education Board (DEB), Chakma Autonomous District Council for a period of 3 (three) years with immediate effect.

CADC taking concrete steps to develop common cremation grounds

Kamalanagar, December 29, 2023: In a significant move toward enhancing public amenities, Dg. Rasik Mohan Chakma, the Chief Executive Member of the CADC and MLA of the 36-Tuichawng Assembly Constituency, led a site visit to the designated cremation ground on the outskirts of Baganpara village, today. He was accompanied by Dg. Molin Kumar Chakma, Adviser to CEM, and officials from the Public Works Department.

During the visit, the team conducted a thorough examination of the site to assess the feasibility of constructing an approach road and an RCC bridge over the Sobasalawsora rivulet to improve access to the cremation ground. The need for this infrastructure has been felt as community members currently find themselves compelled to conduct cremations on the bank of the Toijong River due to the absence of a motorable road and bridge, making it challenging to transport dead bodies to the elevated cremation ground.

Dg. Rasik Mohan Chakma also revealed a future plan for the establishment of an electric crematorium facility. To materialize this plan, the CADC will enact the Management and Control of Cremation Grounds Regulation. This legislative measure, he said, is aimed at curbing the current practice of community members cremating bodies at their discretion, particularly on private lands, without consideration for public health concerns.

Dg. Rasik Mohan Chakma, MLA and CEM, CADC inspects progress of Water Treatment Plant under construction at Sadarasuk

Kamalanagar, 19 December 2023: Member of Legislative Assembly, 36-Tuichawng Assembly Constituency, Mizoram, and Chief Executive Member, CADC, Dg. Rasik Mohan Chakma, led a team of Executive Committee Members, MDCs and officials from PHE Department to the site of the Water Treatment Plant being constructed under the Chawngte Rural Drinking Water Supply Scheme at Sadarasuk on Monday. The purpose of the visit was to assess the current status of the project, which is expected to significantly improve the water supply in the Chawngte area. He was also accompanied by Dg. Nirupam Chakma, MDC and a prominent leader representing the opposition benches in the council.

During the inspection, the team meticulously examined various components of the water treatment plant, including the infiltration gallery, pump house, filter and chemical house, and reservoir. Dg. A. Bindulal Chakma, Junior Engineer from the PHE Chawngte Section, provided detailed technical explanations of the infrastructure and their respective functions. Dg. Rasik Mohan Chakma expressed his satisfaction with the progress made on the project.

The Chawngte Rural Drinking Water Supply Scheme is a significant initiative undertaken by the CADC authority under the leadership of Dg. Rasik Mohan Chakma and implemented by Public Health Engineering Department, Government of Mizoram with fund provision from National Bank for Agriculture and Rural Development (NABARD). The project, initiated in January 2021 at a cost of Rs. 9 Crore, is on track for completion in March 2024. Once operational, the facility is expected to significantly alleviate the long-standing water crisis faced by residents of Kamalanagar town, including the Chawngte area. It will have the capacity to supply water to the residents for a minimum of 12 hours a day. The project also includes providing free water connections to the uncovered areas of Kamalanagar and Chawngte.

Earlier on the day, CEM Dg. Rasik Mohan Chakma and his team visited the designated site for an education and community development project at Kamalanagar-VI. The land, donated by Dg. Birendra Bijoy Chakma of Kamalanagar-I, had been chosen for the establishment of a Middle School, an Anganwadi Center, and a Village Council House. Earth cutting and leveling of the site has already been completed.

CADC Executive Committee takes key resolutions on solar streetlights, cultural museum and infrastructural development

Kamalanagar, 24 November 2023: The Chakma Autonomous District Council (CADC) convened a crucial Executive Committee Meeting today, presided over by Dg. Rasik Mohan Chakma, Chief Executive Member of CADC. The meeting addressed a range of significant agenda items, resulting in unanimous resolutions.

One of the key discussions centered around a proposal for the submission of an application to the Housing and Urban Development Corporation (HUDCO) for funding of Rs. 100.00 lakhs under the CSR fund. These funds are earmarked for the installation of solar street lights in Kamalanagar town. The proposal received unanimous approval, and the Executive Secretary, CADC, has been directed to take necessary actions following HUDCO’s prescribed application format.

The Executive Committee also deliberated on selecting a site for the establishment of the Tribal Museum at Sadarasora in Kamalanagar-II. With an approved project cost of Rs. 500.00 lakhs under the Ministry of Culture, Government of India, the Sr RSO, CADC, will initiate necessary action for geo-tagging the approved site. The committee has decided to invite interested individuals to design and submit the Museum icon and symbol, reflecting Chakma art and culture, to the Executive Secretary, CADC, within one month.

In a move to enhance local infrastructure, the Executive Committee approved a proposal to secure a loan from HUDCO for the development of road infrastructure within Kamalanagar town, covered under the RMCAs. The approved loan amount is Rs. 500.00 lakhs. The Executive Secretary, CADC, has been tasked with initiating the necessary actions for the submission of the application to obtain government guarantees and the sanctioning of funds from the concerned authorities.

Moreover, the committee greenlit a proposal for the review of processing fees on land leases granted to educational institutions/schools, village courts, playgrounds, safety/supply reserves, markets, and offices of various departments under CADC. The processing fees rate will be revised from Rs. 1000 to Rs. 500. The Land Revenue and Settlement (LRS) department, CADC, has been advised to take necessary action to issue notifications to all concerned to apply the land leases and complete the process within three months.
