Dg. Lakhi Dhan Chakma, MDC elected as the new Deputy Chairman
Kamalanagar, 16 November, 2021: Dg. Lakhi Dhan Chakma, Member of District Council, Chakma Autonomous District Council was elected today as the new Deputy Chairman in an election held today in the CADC Session Hall. He was the lone contestant to file nomination for the post and was declared elected uncontested.

The post of the Deputy Chairman has been lying vacant since Dg. Anil Kanti Chakma, MDC resigned from the post on 4/10/2021.
Dg. Lakhi Dhan Chakma was elected to the 10th Chakma Autonomous District Council from 14-Longpuighat MDC constituency.
The Chairman before dismissing the Session read out the notification of the Governor dated 1st October 2021 setting aside the order of the Chairman, CADC issued on 20th September, 2021 to disqualify Dg. Rasik Mohan Chakma, then an MDC, now the Chief Executive Member, CADC for a period of 5 years while expressing deep regret for the action so taken without any merit and offered apology for the unnecessary harm so caused. He has attributed the cause for such an unwarranted move to a situation triggered by the then political crisis.
CADC Monsoon Session 2021 held peacefully
Kamalanagar, 04 October, 2021: The Chakma Autonomous District Council Monsoon Session initially scheduled on 20th August 2021 and later deferred circumstantially was held today peacefully in the backdrop of a political crisis that has been brewing for the last one and half month.
The political crisis has taken a new development with the resignation of Dg. Durjya Dhan Chakma yesterday from the office of Chief Executive Member, CADC. He has been in office for about six months having assumed the office of CEM on 6th April, 2021 after Dg. Rasik Mohan Chakma resigned from the post.
With the resignation of Dg. Durjya Dhan Chakma, CEM, CADC the Executive Committee, CADC was rendered dissolved and hence, todays Session was held without transaction of any business in the absence of an Executive Committee. The new development requires that a new Executive Committee is formed at the earliest.
The chairman addressing the Session today informed the members that Dg. Rasik Mohan Chakma, MDC has been elected yesterday as the new Leader of the CADC MNF Legislature Party.
Rule 22(2) of the CADC (Constitution and Conduct of Business, etc.) Rule, 2002 has it that the leader of the largest legislature party having majority of MDCs shall be appointed as the CEM, CADC.

All business, official and non-official admitted earlier shall be taken up without admitting any fresh business thereby.

Dg. Rasik Mohan Chakma, MDC, CADC disqualified as Member of District Council
Kamalanagar, 20 September, 2021: Dg. Rasik Mohan Chakma, Member of District Council, Chakma Autonomous District Council was disqualified today of his membership as MDC by the Chairman, CADC Dg. Mohan Chakma on charges of having breached the provisions of Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution and Conduct of Business, etc.) Rules, 2002 and provision of Rules of Mizoram Salaries, Allowances and Pension of Members of Legislative Assembly Act, 1999.
He has been found to have drawn simultaneously salary as MDC and pension of MLA as well. The matter has been brought to the notice of the Chairman, CADC in the form of complaints by Dg. Onish Moy Chakma, MDC about a year back and recently, by five MDCs; acting upon which the Chairman issued show cause notice to Dg. Rasik Mohan Chakma three days back.
The explanation submitted by Dg. Rasik Mohan Chakma have been found to be unsatisfactory and hence, guilty of the charges which prompted the Chairman to take this punitive measure of disqualifying him of his membership as MDC.
All benefits and privileges due to an MDC shall stand withdrawn from him due to the disqualification for a period of five years.
Dg. Rasik Mohan Chakma, MDC and Adviser To CEM, CADC served show cause notice
Kamalanagar, 17 September, 2021: Shri Mohan Chakma, the Honโble Chairman, Chakma Autonomous District Council issued a show cause notice to Rasik Mohan Chakma today in the wake of separate complaints lodged by Onishmoy Chakma, MDC and jointly by five other MDCs seeking explanation on his alleged violation of Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules 2002 and Section 15(5)(c) of the Mizoram Salaries, Allowances and Pension of the members of Legislative Assembly Act, 1999.
The Chairman sought clarification giving three days time on why he shall not be disqualified for allegedly violating the established rules tantamount to office of profit. Rasik Mohan Chakma was a member of the Mizoram Legislative Assembly from 2003 to 2006 till he tendered his resignation as MLA subsequent to passing of the Mizoram State Legislature Membersโ (Removal of Disqualification) (Amendment) Bill 2006 which forbids MLA to simultaneously hold the position of Chief Executive Member of an Autonomous District Council.
However, Rasik Mohan Chakma was re-elected as Member of Chakma Autonomous District Council in 2018 and thereafter elected leader of the Legislature party before assuming the office of the Chief Executive Member in early 2019 till April 2020.
Councillors in their complaint letter alleged that Rasik Mohan Chakma committed offence of criminal misconduct for drawing pension of Legislator and simultaneously drawing the salaries and all other admissible allowances as the Chief Executive Member of Chakma Autonomous District Council for the period July 2019 to January 2020 which is in gross violation of the Acts & Rules mentioned earlier and entails for disqualification from membership of District Council under Rule 12(1)(a) of the Chakma Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2002.
All party and all NGO meeting on 125th Amendment Bill, 2019 of the Sixth Schedule held
Kamalanagar, 06 August, 2021: A meeting called by Chakma Autonomous District Council to discuss the 125th Amendment Bill, 2019 concerning amendment of the Sixth Schedule to the Constitution of India was held today in the CADC conference hall chaired by Dg. Durjya Dhan Chakma, Honโble CEM, CADC.
The meeting was attended by MDCs (CADC), representative of all political parties and major Chakma NGOs.
The meeting has been called to the effect of a meeting called by Mizoram Government on the same subject which is scheduled to be held in the Chief Secretaryโs Conference Hall on 10th August. The meeting is to be attended by the CEMs and Executive Secretaries of all the three ADCs of Mizoram.
The meeting discussed the various amendment proposals submitted earlier by Chakma Autonomous District Council to the Chairman, Parliamentary Standing Committee on the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019. The amendment proposals which have not been included in the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019 were noted. The report of the Parliamentary Standing Committee on the Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019 was also discussed.
It has been finally decided that Chakma Autonomous District Council shall stick to the amendment proposals submitted earlier and keep pursuing them with the central government.
Dg. Anil Kanti Chakma, MDC elected as Deputy Chairman, CADC
Kamalanagar, 04 June, 2021: Dg. Anil Kanti Chakma, MDC was elected today the Deputy Chairman, Chakma Autonomous District Council. The post has remained vacant since Dg. Mohesh Boran Chakma resigned from the post on 21 April this year.
He was the lone candidate who has filed nomination for election to the post yesterday and was declared elected uncontested today in a sitting of the Chakma Autonomous District Council held in its Session Hall.
Dg. Anil Kanti Chakma contested and won the CADC General Election 2018 from 4-Bajeisora MDC Constituency with BJP ticket who later joined the MNF party. This is his second term as MDC the other being the 8th CADC from 2008-2013.
Todayโs election was held observing Covid-19 protocols and guidelines with prior permission from the Deputy Commissioner, Lawngtlai.
Dg. Mohan Chakma becomes the new Chairman of CADC
Kamalanagar, 21 April, 2021: Dg. Mohan Chakma, MDC, Chakma Autonomous District Council today was declared the new Chairman, CADC elected. He has succeeded Dg. H. Amaresh Chakma, the outgoing Chairman, who was removed in a no-confidence motion in the first sitting of the recently concluded Budget Session.

Nomination filing for the election was notified for yesterday with election to be held today. However, Dg. Mohan Chakma was the lone candidate who filed nomination and was declared elected uncontested today.
The 10th CADC is his third consecutive stint as MDC who have been contesting from 20-Parva constituency since joining active politics. In the last two terms he has held the post of Executive Member, CADC.
