Kamalanagar, 12 August 2026:<\/strong> A meeting of the Executive Committee of the 11th<\/sup> Chakma Autonomous District Council (CADC) was held from 10th<\/sup> to 11th<\/sup> August 2026 at the CADC Conference Hall, Kamalanagar. The following agenda items were discussed and decided as indicated below:<\/p>\n\n\n\n

  1. Proposal for amendment of Rule 23 of the Chakma Autonomous District Council (CCB etc.) Rules, 2002.<\/strong> (Department: GAD)<\/em>

  2. Proposal for issuance of No Objection Certificates to CADC employees for working in volunteer organisations.<\/strong> (Department: GAD)<\/em>
    Approved.

  3. Proposal for extension of service of employees engaged on Fixed\/MR basis for a further period of six months.<\/strong> (Department: GAD)<\/em>
    Approved.

  4. Proposal for engagement\/filling up of vacant sanctioned posts under the Information & Public Relations Department.<\/strong> (Department: I&PR)<\/em>
    Approved. Due procedure shall be observed.

  5. Allocation of Information & Communication Technology (I&CT) subject under the Information & Public Relations Department, CADC, and adoption of State Recruitment Rules.<\/strong> (Department: I&PR)<\/em>
    The I&CT subject shall be allocated to the I&PR Department as per the provisions of the CADC (Allocation of Business) Rules, 2009.

  6. Proposal for implementation of the Price Output Scheme and exemption from Mandi Tax\/Levy for Arhar, Sesame and Sunflower during Kharif 2026.<\/strong> (Department: Agriculture & Farmer Welfare)<\/em>
    Approved.

  7. Proposal for financial implementation.<\/strong> (Department: Co-operation)<\/em>
    Approved as follows:
    (i) Recurring expenditure shall be met out of local receipts.
    (ii) Project proposals shall be prepared for the proposed works for funding.

  8. Proposal for implementation of a Pilot Literacy Programme in 10 Village Councils under CADC during the financial year 2026-27.<\/strong> (Department: Adult Education)<\/em>
    Approved in principle for implementation of the literacy programme in all villages under CADC.

  9. Proposal for creation of a new Village Council by carving out the existing Borapansury-II Village Council.<\/strong> (Department: LAD)<\/em>
    Deferred for further study.

  10. Proposal for imposition of taxes on the sale of meat and other items within CADC.<\/strong> (Department: LAD)<\/em>
    The notification issued in 2017 shall continue to remain in force. Arhar, Sesame and Sunflower seeds shall, however, be excluded from the list.

  11. Proposal for payment of honorarium to CSS Hindi Teachers engaged for special teaching assignment at Parva-II UPS.<\/strong> (Department: Middle School Education)<\/em>
    Approved.

  12. Departmental proposal for the District Council Social Welfare Department, CADC.<\/strong> (Department: Social Welfare)<\/em>
    Approved as follows:
    (i) Sanction of funds for 300 additional eligible old-age pensioners.
    (ii) Provision of \u20b93 lakh for physically handicapped, destitute and motherless babies.
    (iii) Provision of \u20b910 lakh as financial assistance to NGOs.

  13. Proposal for approval of Guidelines for implementation of the CADC (Money Lending and Control) Regulation, 2016.<\/strong> (Department: Finance & Accounts)<\/em>
    Not approved. A committee shall be constituted to draft regulations under Regulation 23 of the said Regulation.

  14. Proposal for stoppage of family pension of nine beneficiaries found ineligible under the CADC (Salary, Allowances and Pensions of Members) Rules, 2003.<\/strong> (Department: Finance & Accounts)<\/em>
    A general circular shall be issued for surrender of Pension Payment Orders in cases of ineligible pension.

  15. Brief report and agenda note in respect of the Environment, Forest and Climate Change Department.<\/strong> (Department: Environment, Forest and Climate Change)<\/em>
    Deferred.

  16. Proposal for holding a common examination for Classes III, V, VI and VII under the Primary and Middle School Education Departments.<\/strong> (Department: Middle School Education)<\/em>
    Approved as follows:
    (i) Private schools within CADC shall be exempted for the academic session 2026.
    (ii) All schools managed by CADC, including private schools within CADC, shall follow the common examination system from the next academic session, i.e. 2027.

  17. Proposal in respect of the Sports & Youth Services Department.<\/strong> (Department: Sports & Youth Services)<\/em>
    \u20b920 lakh shall be allocated for sports infrastructure development during 2026-27. The remaining items were deferred.

  18. Proposal for procurement of office equipment, provision of departmental laptops, allocation of inspection funds and establishment of Education Circle Offices to strengthen educational administration.<\/strong> (Department: Middle School Education)<\/em>
    Approved in principle. The detailed financial implications of the proposed items shall be reviewed for consideration.

  19. Memorandum submitted by the Kamalanagar Private School Association (KPSA).<\/strong> (Department: Middle School Education)<\/em>
    Approved for the current academic session.

  20. Proposal for strengthening the Primary School Education Department and improving elementary education in CADC.<\/strong> (Department: Primary School Education)<\/em>
    The proposal for posting Education Officers and Assistant Education Officers from among the existing officers of CADC was approved. The remaining items were deferred.

    A committee shall be constituted to scrutinise the draft Act.

    An agreement shall be entered into between the seller and buyer, duly signed on a Non-Judicial Stamp Paper, for transfer of ownership of land.<\/li>\n<\/ol>\n\n\n\n

      Approved for release of one month\u2019s pension to retired CADC employees, subject to availability of funds.

    2. Proposal for empowering rural communities through sustainable sericulture.<\/strong> (Department: Sericulture)<\/em>
      Approved for attachment of one Grade-IV employee at the CADC Sericulture Farm.

    3. Proposal for development of sericulture.<\/strong> (Department: Sericulture)<\/em>
      Approved for allocation of \u20b950,000 under the Sericulture Department.

    4. Proposal for development works under the Urban Development & Poverty Alleviation Department.<\/strong> (Department: Urban Development & Poverty Alleviation)<\/em>
      Decided as follows:
      (i) The CADC Children Park shall be located at Kamalanagar-I and placed under the management and control of the UD&PA Department.
      (ii) A team shall be constituted to conduct a survey of urban poverty.

    5. Proposal for repair and jungle clearance of the Brick Kiln at Udalthana.<\/strong> (Department: Industry)<\/em>
      A notification for public auction shall be issued for leasing out the CADC Brick Kiln.

    6. Proposal regarding Duichuani Factory and its machineries.<\/strong> (Department: Industry)<\/em>
      It was decided to change the name of Duichuani Factory to Mineral Water Bottling Plant. A Detailed Project Report (DPR) shall be prepared.

    7. Proposal for vertical extension of the Agriculture Store Room for the office of the District Council Court.<\/strong> (Department: Law & Judicial)<\/em>
      PWD, CADC shall prepare the plan and estimate for the vertical extension with Assam-type brick wall up to skirting level.

    8. Proposals for amendment of the CADC (CCB etc.) Rules, 2002; CADC (Salaries & Allowances of CEM, EMs) Rules, 2003; CADC (Salaries, Allowances and Pension of Members) Rules, 2003; and CADC (Salaries & Allowances of Chairman, Deputy Chairman and Deputy Chief Whip) Rules, 2003.<\/strong> (Department: GAD)<\/em>

    9. Proposal for availing HUDCO loan of \u20b930 crore under the 8th<\/sup> Phase (Fresh) during 2026-27.<\/strong> (Department: Finance & Accounts)<\/em>
