Aizawl, July 24, 2026:<\/strong> The Chief Executive Member (CEM), Chakma Autonomous District Council (CADC), today called on the Chief Secretary to the Government of Mizoram, Shri Khilli Ram Meena, IAS, and sought his intervention for inclusion of the project proposals submitted by the Council under various Centrally Sponsored Schemes (CSS) in the final list of project proposals submitted by the state.<\/p>\n\n\n\n

During the discussion, the CEM raised the issue of low allocation of Centrally Sponsored Scheme (CSS) projects to the Autonomous District Councils (ADCs). He pointed out that the existing scheme guidelines do not provide for any special treatment to enable the ADCs to prepare their own development plans and propose projects for their respective areas.<\/p>\n\n\n\n

The Chief Secretary, while acknowledging the issue, stated that the existing administrative structure has also contributed to the present situation. He further explained that, under the existing guidelines governing Centrally Sponsored Schemes, development planning and project formulation are intended to be undertaken at the district level. He added that, to address this issue, the Study Group constituted by His Excellency the Governor of Mizoram to examine the personnel structure of the three Autonomous District Councils had recommended treating the ADCs as districts for development planning to enable them to prepare their own development plans and propose projects for their respective areas.<\/p>\n\n\n\n
